Recent research has demonstrated that poor release planning is associated with sex offender recidivism; however, whether release planning correlates with actual re-entry experiences has not been investigated systematically. Accordingly, in the present study release planning was rated for 16 child sex offenders, and semi-structured interviews about re-entry experiences were conducted at one, three and six months following their release from prison. As expected, significant positive correlations were found between release planning and re-entry experiences across the follow-up period, indicating that higher-quality release planning is associated with more positive re-entry experiences. Accordingly, it can be assumed that re-entry experiences differ between recidivists and non-recidivists, and hence positive re-entry experiences contribute to a reduction in sex offender recidivism. The implications for the management of offender release, policy makers and society as a whole are discussed.

Poor planning for reintegrating child molesters from prison to the community is a likely risk factor for sexual recidivism. The quality of reintegration planning was retrospectively measured for groups of recidivist (n = 30) and nonrecidivist (n = 30) child molesters who were individually matched on static risk level and time since release. Recidivists had significantly poorer reintegration planning scores than nonrecidivists, consistent with a previous study by the authors. Data from both studies were combined (total N = 141), and survival analyses showed that poor reintegration planning predicted an increased rate of recidivism. Accommodation, employment, and social support planning combined to predict recidivism, with predictive validity comparable to static risk models (area under the curve = .71). Summing these items yielded a scale of reintegration planning quality that differentiated well between recidivists and nonrecidivists and may have practical utility for risk assessment as an adjunct to static models.

Freestone (1989+) has extensively surveyed town planning visions and model communities for Australia, but one settlement has been forgotten. The significant mining settlement of Broken Hill in far western New South Wales does not figure in his thematic and historical analyses yet its park lands are so integral to its physical cultural legacy and human health that it warrants enhanced standing. In the last 2 years the Commonwealth has been considering the potential nomination of the municipality of Broken Hill for inclusion onto the National Heritage List principally due to its mining, social and economic contributions to Australia’s heritage and identity. A component in their deliberations is the Park Lands, or ‘Regeneration Reserves’, that encompass this urban settlement and its mine leaseholds. Within these Regeneration Reserves, international arid zone ecological restoration theory and practice was pioneered by Albert and Margaret Morris in the 1930s that serves as the method for all mining revegetation practice in Australia today. This paper reviews the theory and evolution of the Broken Hill Regeneration Reserves, having regard to the Adelaide Park Lands and Garden City discourses of the 1920s-30s, arguing that the Broken Hill Regeneration Reserves have a valid and instrumental position in the planning and landscape architectural histories of Australia.

The design and planning of settlements in arid Australia has long been wrought with difficulties because they are positioned in the extremes of environmental and social contexts. Historically many mining-related settlements in Western Australia (WA), South Australia (SA), Northern Territory (NT) and Queensland have struggled or failed in realising a quality design and plan, but also to sustain a robust and vibrant community who do not wish to escape to mainstream suburbia or simply operate as a fly-in fly-out employer commuter from this suburbia. Places like Mt Isa, Theodore, Moranbah, Broken Hill, Radium Hill, Leigh Creek, Roxby Downs, Paraburdoo, Shay Gap, Karratha are typical of these circumstances.

This paper reviews the design and planning origins of the villages at Olympic Dam, and critiques the future designs embedded in the Olympic Dam Expansion Environmental Impact Statement [EIS] (2009). These villages consist of Olympic dam village ( a fly-in fly-out dong-go containerised community accommodating some 500 workers) and Roxby Downs (a mixed Adelaide-template suburb with temporary village and caravan park insertions accommodation some 4,500 ‘permanent’ residents and some 200 fly-in fly-out ‘workers’). The scenario presented in the EIS is to demolish the former and establish a new village for some 10,000 workers, and expand Roxby Downs from 4,500 to near 20,000 although whether this later figure will occur is unclear but certainly the infrastructure and facilities have to be increased as well as increasing residential accommodation units).

While contemporary Western planning traditions in Australia talk of the last 200 years of innovation and transposition of European and North American planning traditions upon the Australian landscape, they neglect to mention some 40-50,000 years of Indigenous landscape planning initiatives and practice. The ancestral country of the Gunditjmara people is in the Western District of Victoria focused upon the Lake Condah and Mount Eccles localities. The Gunditjmara had, and continue to have a strong social, cultural and land management and planning presence in the region, in particular linked to environmental engineering initiatives and aquaculture curatorship of eel and fish resources. Archaeological evidence confirms that some 10,000 years of pre-European contact landscape planning practice has been applied by the Gunditjmara to construct resources management infrastructure to service a regional food need as well as a community need. Within contemporary reconciliation discourses, the Gunditjmara have activity sought over the last 25 years the rehabilitation of Lake Condah, which is now coming into fruition, and the restoration of their traditional landscape planning and management responsibilities. This paper reviews the restoration of Indigenous landscape planning and management theory and practice by the Gunditjmara, pointing to significant policy and practice success as well as the need to better appreciate this culturally-attuned and ecologically-responsive approach to landscape planning borne out of generations of knowledge.

The increasing research interest on stakeholder analysis in urban planning reflects a growing recognition that stakeholders can and should influence the decision-making. This paper concentrates on exploring the techniques for analysing stakeholders, especially the application of the Stakeholder Circle tool and Social Network Analysis. An urban renewal project and an infrastructure project in Australia are presented as case studies to verify the use of these two techniques. The stakeholders are identified and prioritized from two different points of view, namely, the attribute evaluations in the Stakeholder Circle tool, and the relationship network analysis. The paper ends with a discussion on the strengths and limitations of the techniques for stakeholder analysis. No method for stakeholder identification and prioritization is perfect. The selection of the approaches is an art with extensive considerations of ‘when, what, and how’ to choose methods to achieve the project objectives. Each method has its own strengths and limitations. Combining several methods when necessary is the best way to analyse stakeholders.

The field of cultural development in local government is relatively new, with most councils only having dedicated staff or teams within the last ten to fifteen years. Challenges are associated with that newness in the areas of planning, goal setting and formal evaluation of achievements in relation to goals. How can the best decisions be made about what is needed? How can the outcomes of that work be evaluated? What should be measured and how? This paper explores these challenges and presents some solutions. Program Logic is introduced as a methodology for effective planning and evaluation of cultural development work in local government. The need for both performance and outcome evaluation of cultural development work is discussed, as are the levels of evaluation required; considering the contribution of individual workers, departments, whole of council and the overall community outcomes. Factors beyond the influence of local government, which impact the outcomes of arts initiatives, are also considered in arguing that more sophisticated evaluation processes are required.

The principles and knowledge about arid planning and design have much applicability to contemporary Australian planning discourses because of climate change evidence and policy shifts that sketch a hotter and more unreliable future climate with an emphasis upon a semi-arid environment for Australia. Despite this merit and intent, we appear to have learnt little from the past and are failing to draw upon the pioneering planning and design knowledge that underpinned community development and scaffolding in numerous Australian arid and semi-arid communities, and to bring this knowledge into our future planning processes and strategies.

This paper considers the essential attributes and variables of three Australian arid planning and design, drawing upon historical practice and research that have been explored in the planning of semi-arid and arid places including Port Pirie, Whyalla, Monarto, Broken Hill, Port Augusta, Leigh Creek, Andamooka, Olympic Dam Village and Roxby Downs. It specifically reviews Woomera Village (1940s) Shay Gap (1970s) and the proposed extensions to Roxby Downs (2010s) as models of how to better plan and design communities in arid environments. Instrumental in these innovations is the use of landscape-responsive urban design strategies, water harvesting and irregular rainfall capture, arid horticulture, building design, colour and materiality, orientation and shading strategies, and social community construction under difficult isolationist circumstances. The paper points to key strategies that need to be incorporated in future climate change responsive community developments and policy making.

The objective of this chapter is to argue a case for the need to include teachers and professional educators in the policy making and implementation processes of the World Bank's Education Sector Strategy 2020. By drawing on evidence from the Consultation Plan, the chapter investigates how communicative practices about teachers are embedded in the discourse of the plan and how these influence the rationalisation of the policy. In doing so, the chapter will examine the relationships between social actions, systems rationalisation and life world rationalisation. Much like commercial and entrepreneurial organisations focus on the voice of the customer (VOC), that is on satisfying the stakeholders and end users in their processes, in this chapter, the voice of the teacher (VOT) is highlighted. The skills and knowledge of key stakeholders need to be leveraged and engaged in order to ensure that the policy achieves its desired aims. In order to frame this argument, notions of Habermas’ communicative action theory is used to show how policy engages in systems steering. Rather than understanding education strategy and reform as a process of engaging only government and policy makers, this chapter suggests that by engaging the practitioners and listening to the practical discourse around reform, teachers can be leaders of reforms rather than obfuscated agents.

Emerging technologies offer new possibilities of text production. Consequently there are important implications for submitting a digitalised thesis. This paper reflects upon some of the issues associated with the digitalisation of the thesis entitled "The literacy practices of Kunib¡dji children: Text, technology and transformation". This PhD thesis was submitted in a multimedia format on a DVD and reported on the literacy practices of a group of Indigenous Australian children who spoke a minority Indigenous Australian language. Factors to consider when digitalising a thesis include the social possibilities of emerging technologies. These are explored with reference to the purpose of research in changing times. The opportunities to integrate a number of texts in the submitted thesis are demonstrated. The use of multimodal texts to improve the validity of the research is discussed using examples of digital video and interactive texts in a minority Indigenous Australian language context. This paper concludes that the digitisation of a thesis should be guided by the possibilities for conceptualising and reporting new knowledge while upholding an ethic of respect for the participants.

As noted in Universities Australia’s (2011a, 2011b) investigations into Indigenous Cultural Competency, most universities have struggled with successfully devising and achieving a translation of Indigenous protocols into their curricula. Walliss & Grant (2000: 65) have also concluded that, given the nature of the built environment disciplines, including planning, and their professional practice activities, there is a “need for specific cultural awareness education” to service these disciplines and not just attempts to insert Indigenous perspectives into their curricula. Bradley’s policy initiative at the University of South Australia (1997-2007), “has not achieved its goal of incorporation of Indigenous perspectives into all its undergraduate programs by 2010, it has achieved an incorporation rate of 61%” (Universities Australia 2011a: 9; http://www.unisa.edu.au/ducier/icup/default.asp).

Contextually, Bradley’s strategic educational aim at University of South Australia led a social reformist agenda, which has been continued in Universities Australia’s release of Indigenous Cultural Competency (2011a; 2011b) reports that has attracted mixed media criticism (Trounson 2012a: 5, 2012b: 5) and concerns that it represents “social engineering” rather than enhancing “criticism as a pedagogical tool ... as a means of advancing knowledge” (Melleuish 2012: 10). While the Planning Institute of Australia’s (PIA) Indigenous Planning Policy Working Party has observed that fundamental changes are needed to the way Australian planning education addresses Indigenous perspectives and interests, it has concluded that planners “! perceptual limitations of their own discipline and the particular discourse of our own craft” were hindering enhanced learning outcomes (Wensing 2007: 2). Gurran (PIA 2007) has noted that the core curriculum in planning includes an expectation of “knowledge of ! Indigenous Australian cultures, including relationships between their physical environment and associated social and economic systems” but that it has not been addressed. This paper critiques these discourses and offers an Indigenous perspective of the debate.

Background
The Greater Green Triangle diabetes prevention program was conducted in primary health care setting of Victoria and South Australia in 2004--2006. This program demonstrated significant reductions in diabetes risk factors which were largely sustained at 18 month follow-up. The theoretical model utilised in this program achieved its outcomes through improvements in coping self-efficacy and planning. Previous evaluations have concentrated on the behavioural components of the intervention. Other variables external to the main research design may have contributed to the success factors but have yet to be identified. The objective of this evaluation was to identify the extent to which participants in a diabetes prevention program sustained lifestyle changes several years after completing the program and to identify contextual factors that contributed to sustaining changes.

Methods
A qualitative evaluation was conducted. Five focus groups were held with people who had completed a diabetes prevention program, several years later to assess the degree to which they had sustained program strategies and to identify contributing factors.

Results
Participants value the recruitment strategy. Involvement in their own risk assessment was a strong motivator. Learning new skills gave participants a sense of empowerment. Receiving regular pathology reports was a means of self-assessment and a motivator to continue. Strong family and community support contributed to personal motivation and sustained practice.

Conclusions
Family and local community supports constitute the contextual variables reported to contribute to sustained motivation after the program was completed. Behaviour modification programs can incorporate strategies to ensure these factors are recognised and if necessary, strengthened at the local level.

Canada and Australia are countries with substantial coastal zones which provide significant economic, social and environmental benefits and opportunities. The coastal zones of Canada and Australia also share significant threats such as, pollution, loss of biodiversity, and climate change, while also facing different challenges that are unique to their particular contexts. Effective management of such zones therefore represents a considerable challenge because of the: complexity of biophysical processes; multiple threats faced; uncertainties associated with understandings of such processes and threats, and the multiple jurisdictions and stakeholder viewpoints as to how such environments should be managed. Further, coasts and the sustainability of coastal resources and ecosystems have been argued to represent ‘wicked problems’ such that their governability is called into question. Therefore drawing on recent experiences in coastal policy, planning and governance in Newfoundland, Canada, and Victoria, Australia, this paper assesses the adequacy of current approaches to coastal governance in the two jurisdictions. In doing so we draw on recent policy and governance literature to consider whether coastal policy, planning and governance in Newfoundland and Victoria, reflect a collaborative, neoliberal, or business as usual (ad hoc, top down) approach. Based on such an assessment we consider the prospects for more integrated coastal zone management in each jurisdiction, as well as broader implications for governance and the resilience of coastal systems. It is argued that while both jurisdictions would benefit from a more collaborative approach, the mechanisms for bringing about such an approach would vary and will not come easily in light of institutional and historic barriers.

Indigenous cultures draw upon many thousands of years of residency and environmental adaptation offering unique knowledge resources to better understand our landscapes and environment. The Minahasan society, on the island of Sulawesi in the Indonesian archipelago, is one such Indigenous community. The Minahasan are the Indigenous community of northern Sulawesi, before the Portuguese and Dutch 1500-1900 colonization of this island, and the later nationalist cultural assimilation following post Indonesian independence. Thus, some 500 years of post-European contact and management can be contrasted against over I 00,000 years of Minahasan society. Further, the majority of this colonisation has been focused upon the coastal fringes resulting in a relatively intact Minahasan cultural landscape within the interior of northern Sulawesi focused upon the Tondano Lake catchment. This paper considers the importance of the Minahasan-formed cultural landscape, its importance to this culture, and the role and influence it continues to have in settlement formation and planning in northern Sulawesi despite conventional Indonesian and Western-informed sustainable urban and regional planning traditions and knowledge. It draws upon intensive qualitative research using 14 different villages, to analyse and compare local knowledge and land-relationships developed by the respective communities to manage and curate their unique characteristics as well as ensuring adaption without compromising their cultural, social and economic values. The research embodies this ethnoecological information in seeking to analyse historical and contemporary land use planning systems, and to offer a future planning perspective that will respect and endure this relationship and environmental management regime.

This paper reports on how the findings from an eighteen month secondary school action research study, in which social media was integrated into face-to-face classroom practice, was used to inform a fourth year undergraduate teacher-education unit at Deakin University in Australia. The school action research study was conducted in an Australian public secondary school. Students were aged between 13 and 16 years of age and a total of thirteen classes were involved. In each of the three semesters of data collection, one online social network was shared with up to seven classes and each class had approximately 25 students. Blogs, Groups, Chats, Discussion Forums, Web 2.0 tools and a wide range of student-generated content were shared online, within a class and between classes. Students were encouraged to interact and to share their thoughts and ideas about planning as well as using their out-of-school skills and knowledge. Each topic, within each class, was one action research cycle, using Armstrong and Moore’s (2004) framework. By following Graham Nuthall’s lens on learning, the researcher was able to focus on teaching as being about sensitivity and adaptation: adjusting to the here-and-now circumstances of particular students (Nuthall 2007). Elements of self organisation with spontaneous and strange attractors were identified throughout the study and these made links to Doll’s (1993) post-modern perspective of chaotic behaviour and the complexity of Hayles’ (1990) ‘disorderly order’.
