Risk allocation in privately financed public infrastructure projects, which are mainly referred to as public-private partnership (PPP) projects, is a challenging job due to the nature of incomplete contracting. An investigation into the mechanism that guides the formation of efficient risk allocation strategies is thus desirable. Drawing on the transaction cost economics and resource-based view of organizational capability, this paper has identified five main features of the transactions associated with risk allocation in PPP projects. They include partners’ risk management routine, partners’ risk management mechanism, partners’ cooperation history, risk management environmental uncertainty, and partners’ risk management commitment. For achieving cost efficiency, different risk allocation strategies may suit different conditions of the features. Accordingly, a theoretical framework and five hypotheses were proposed for testing. Data collected in an industrywide survey were analyzed using multiple linear regression technique. It was found that generally, the identified features are determinants in the decision-making process of efficient risk allocation. Therefore, the proposed theoretical framework provides both government and private agencies with not only a logical and holistic understanding of but also a support tool for decision making on risk allocation strategy in PPP projects. Study limitations and future research directions are also set out.

Infrastructure plays a key role in creating and maintaining sustainable economic growth and a prosperous community. Infrastructure projects generally require a large amount of capital investment, which motivates involvement from the private sector in the delivery process. The Global Financial Crisis placed enormous pressure on both the public and private sectors, as the ability to borrow money for an extended tenor was greatly reduced. This study adopts a qualitative approach to analyse the challenges facing the delivery of infrastructure projects in an Australian context by considering the impacts of the Global Financial Crisis. It is found that the availability of resources and finance are perceived as the biggest challenges, with resources being more of a concern than finance to interviewees. In addition to these findings, ways in which the private sector can be better involved in the infrastructure delivery is discussed.

This paper aims to establish, train, validate, and test artificial neural network (ANN) models for modelling risk allocation decision-making process in public-private partnership (PPP) projects, mainly drawing upon transaction cost economics. An industry-wide questionnaire survey was conducted to examine the risk allocation practice in PPP projects and collect the data for training the ANN models. The training and evaluation results, when compared with those of using traditional MLR modelling technique, show that the ANN models are satisfactory for modelling risk allocation decision-making process. The empirical evidence further verifies that it is appropriate to utilize transaction cost economics to interpret risk allocation decision-making process. It is recommended that, in addition to partners' risk management mechanism maturity level, decision-makers, both from public and private sectors, should also seriously consider influential factors including partner's risk management routines, partners' cooperation history, partners' risk management commitment, and risk management environmental uncertainty. All these factors influence the formation of optimal risk allocation strategies, either by their individual or interacting effects.

A case study is used to demonstrate the application of Geographical Information Systems (GIS) to inform sustainable development. The suitability of the landscape to support tourism accommodation in a Local Government Area (LGA) is modelled by integrating existing datasets, including conservation areas, residential zones, major roads and known locations of tourism operators into a logistic regression framework. By using a data-driven approach an indication of the relative importance of each explanatory variable can be accounted for, therefore informing planners of the importance of different assets. In a region where tourism is reliant upon natural features, this use of information systems in conjunction with quantitative statistical modelling can value-add to existing datasets. The provision of this kind of knowledge is important as it would otherwise not factor into the decision-making process had the datasets been considered independently of each other – a concept that applies to both the public and private sectors.

Risk allocation in privately financed public infrastructure projects, which are mainly referred as public-private partnership (PPP) projects, is a challenging job due to the nature of incomplete contracting. Among the various risks that may eventually materialise, demand risk is one of the major challenges that PPPs face. Choosing a risk allocation strategy could be viewed as the process of deciding the proportion of risk management responsibility between public and private partners based on a series of characteristics of risk management service transaction in question. These characteristics are more or less related to the various uncertainty factors. In this study, various uncertainty factors have been examined in order to achieve efficient allocation of demand risk and minimise risk management-related costs in a long-term view. Critical uncertainty factors have been identified through an industry-wide survey in Australia. Future research directions are also set out.

Public infrastructure is crucial to promote and sustain a sustainable economic growth and a health community. A large amount of capital investment is generally required in infrastructure projects that motivate the involvement of the private sector in the delivery process. Various relationship-based procurement methods have been attempted to maximize value-for-money. In this paper, the problems and challenges that relationship-based procurement methods have been facing are explored. A particular focus is placed on the challenges for the public-private partnership (PPP) model. Possible strategies for adapting the PPP models in the post-Global Financial Crisis era are proposed and discussed. In addition, the challenges facing alliancing, which is one of the other important relationship-based procurement methods, are also examined. Views on infrastructure procurement in the future were sought from industry professionals via interviews and are reported in this paper as well.

One of the most intriguing elements of the study of celebrity is the complex relationship between the renowned individuals that have celebrity status and the populace. In past work, I have identified how celebrities “embody” audiences producing a kind of audience-subjectivity that is both collective and individual. If our media systems are producing slightly different collective configurations and quite different ways in which individuals exhibit and share, this relationship between the individual and the collective so foregrounded by celebrity culture may be differently constituted. This presentation will look at how the celebration of the self is played out now across culture in variations of the social and para-social structures of celebrity culture, in professional settings and what would be seen as forms of online leisure and recreational activities. In one sense, this is the spectre of celebrity that has now been virtualised by individuals and their forms of public display. In another sense, we now have a very diverse range and spectrum of public personalities which demands a more extensive analysis of the constitution of public persona, where the embodiment of collectives and the articulation of identity forms for different purposes and objectives produce via a series of micro-publics a substantially different public sphere.

Childhood obesity is a complex issue and needs multistakeholder involvement at all levels to foster healthier lifestyles in a sustainable way. ‘Ensemble Prévenons l'ObésitéDes Enfants’ (EPODE, Together Let's Prevent Childhood Obesity) is a large-scale, coordinated, capacity-building approach for communities to implement effective and sustainable strategies to prevent childhood obesity. This paper describes EPODE methodology and its objective of preventing childhood obesity.

At a central level, a coordination team, using social marketing and organizational techniques, trains and coaches a local project manager nominated in each EPODE community by the local authorities. The local project manager is also provided with tools to mobilize local stakeholders through a local steering committee and local networks. The added value of the methodology is to mobilize stakeholders at all levels across the public and the private sectors. Its critical components include political commitment, sustainable resources, support services and a strong scientific input – drawing on the evidence-base – together with evaluation of the programme.

Since 2004, EPODE methodology has been implemented in more than 500 communities in six countries. Community-based interventions are integral to childhood obesity prevention. EPODE provides a valuable model to address this challenge.

Cardiovascular diseases (CVD) are the main cause of morbidity and mortality worldwide. As prevention and treatment of CVD often requires active screening and lifelong follow up it is a challenge for health systems both in high-income and low and middle-income countries to deliver adequate care to those in need, with efficient use of resources.We developed a health service model for primary prevention of CVD suitable for implementation in the Nairobi slums, based on best practices from public health and the private sectors. The model consists of four key intervention elements focusing on increasing awareness, incentives for promoting access to screening and treatment, and improvement of long-term adherence to prescribed medications. More than 5,000 slum dwellers aged ≥35 years and above have been screened in the study resulting in more than 1000 diagnosed with hypertension and referred to the clinic.Some marginalized groups in high-income countries like African migrants in the Netherlands also have low rates of awareness, treatment and control of hypertension as the slum population in Nairobi. The parallel between both groups is that they have a combination of risky lifestyle, are prone to chronic diseases such as hypertension, have limited knowledge about hypertension and its complications, and a tendency to stay away from clinics partly due to cultural beliefs in alternative forms of treatment, and lack of trust in health providers. Based on these similarities it was suggested by several policymakers that the model from Nairobi can be applied to other vulnerable populations such as African migrants in high-income countries. The model can be contextualized to the local situation by adapting the key steps of the model to the local settings.The involvement and support of African communities' infrastructures and health care staff is crucial, and the most important enabler for successful implementation of the model in migrant communities in high-income countries. Once these stakeholders have expressed their interest, the impact of the adapted intervention can be measured through an implementation research approach including collection of costs from health care providers' perspective and health effects in the target population, similar to the study design for Nairobi.

In her book The Reluctant Modernism of Hannah Arendt (2000) Seyla Benhabib uses the concept of an ‘alternative genealogy of modernity’ to help her both to understand Arendt’s political philosophy and to rethink the potential for civil society to become a progressive political force at the beginning of the twenty first century. The idea of an alternative genealogy of modernity refers to a heterogeneity of social and political forms, spaces and acts that might be used to remap and redefine a modernity whose dominant topology has been shaped by the binary division between so-called public and private spheres. Alternative modernities have already been elaborated and explored from a range of different perspectives including feminist and postcolonial ones: for example, in Rita Felski’s Gender of Modernity (1995) and Dipesh Chakrabarty’s Provincialising Europe (2000). In this paper I want to elaborate upon the idea of an alternative genealogy of modernity from my perspective as a dancer. Thinking through the sociality of art and, more specifically, of some historical dance-making practices can make visible alternative spaces and processes of the (potentially) political. In the West, the modes of art-making form part of an as yet not fully explored arena of the social and of social practices. Modernist and Romantic ideologies have tended to preclude attention to the specific sociabilities of art-making. On the one hand Modernist ideology and art discourses have promoted the idea of an art work’s ‘autonomy’: its radical separation from the social relationships, the bodies and the conditions of its making. On the other hand Romantic ideology, still pervasive in popular conceptions of art practices, construes creation as interiority and individualistic expression. Socialist feminist and Marxist discussions of art have emphasized the social conditions of art-making but these have tended to be concerned with the social inequalities instituted within the public/private split rather than seeking to destabilize that division itself by posing questions of differences within the social. In my discussion below I draw on aspects of early modern dance practice and creation in taking up Benhabib’s concern to mobilise an alternative genealogy of modernity towards a renewal and reactivation of civic life. This project involves unsettling clear distinctions between the so-called ‘public’ and ‘private’ but, at the same time, as Benhabib cautions ‘the binarity of public and private spheres must be reconstructed and not merely rejected’. This report is an evaluation of Flora Fit Street (FFS) based in Clapham Park London. FFS was launched in June 2004 as a 12 month public private partnership between Flora and Clapham Park New Deal for Communities (NDC). Its purpose was to improve the local community’s heart health by
providing a whole range of activities, information and events that focused on increasing physical activity, improving nutrition and smoking cessation.

How are education researchers and their research now positioned? Where are education research and researchers now positioned in the public/private debate? What is the position of practitioner research in these circumstances? My paper introduces 'post logography' as a researching trope for perturbing structuralist analytic methods towards interpreting post structuralising complexities that challenge the 'positioning' of education/research/researchers.

I discuss interpreting researching with and in (with-in) educating as intertwining ways, for turning the analytical objectivity that 'positions' subjective 'facts' as essentialised 'goods', towards exploring generative states of 'goodness'.

Education and its research are typically cast as separate constructs (like teaching and outcomes) for defining the subjectification of educational objects as valuable 'goods' - especially those with private economic value.

I argue that researched educational 'goods' are mostly teaching and outcomes focussed, and mainly privately positioned, whereas researching with-in educating for 'goodness' concerns a public disposition of exploring-learning-generativity for social knowing-acting.

I am theorising that through postlogographically de-positioning the predominance of 'facts' as private 'goods', and thereby recognising interpretive states concerning and generating 'goodness', the reductive polarisation of education/research, public/private, theorist/practitioner turns towards understanding complex continua for exploring-learning-generativity, which introduce new horizons of significance for social knowing-acting.

Foundational to both the operation and legitimation of our traditional media is the idea of representation: in some sense the images of television, the sounds of radio, the narratives of film, and the various public personalities stand in or in place of ourselves. Likewise our contemporary political system function as an elaborate representational system, where regions, "seats", electorates, the nation, and the nationstate are represented by individuals, parties and symbols. Although, there are differences between and among modern nation-states as clearly different political and cultural agendas are at play, the interplay of contemporary media, culture and politics has produced what can be called a 'representational regime' that more or less operates globally, albeit fragmented into national and regional groupings.

This paper explores the initial stages in the breakdown of this system of representation that has allowed a certain organization of culture and politics to expand and develop over the last two centuries. It acknowledges that central to this regime is something Nick Couldry has identified as "the myth of the mediated centre" (Couldry, 2003). What the paper argues, and therefore differs from Couldry's conclusion, is that there are cracks in the glue that holds the system together and they are emerging in the uses of new media. Through an exploration of presentational media - that is, media that is more involved with the presentation of the self for public/private and networked consumption than traditional media's effort to embody their audience in its narratives - the paper reaches for conclusions that identify a more elaborate legitimation crisis looming in our political and cultural worlds.
