This paper explores the convergence of neo-liberal managerialism with the neo-conservative technologies of creating ‘moral panics’ about teacher education, English language and literacy curriculum and traditional values that allegedly fail to address the issues of public safety and cultural integration in the post- September 11th world. It problematises the neo-conservative vision of managing ‘strangers’ and public risks through dominant cultural literacy. The paper counters the neo-conservative backlash with a framework that emphasizes dialogical ethics in teaching for difference and conceptualizes transcultural literacy as an alternative model of education in multicultural conditions. This model is presented both as a way of resisting the subliminal infiltration of neo-conservative thinking in teacher education today and as a way of imagining a ‘cosmopolitan’ professional.

This paper documents governance conformance and performance in small to medium sized arts organizations in Australia, where artistic development, innovation and stakeholder relationships inform the governance activity central to achieving their mission. The key question of this study is whether the governance of large and small arts organizations differs as they balance competing needs
in order to achieve their artistic vision. The results of the study provide evidence that size is a critical factor in how boards govern arts organizations. Using material from indepth interviews and surveys, the paper argues that governance conformance and performance are in a state of constant tension with artistic development, and governance processes are dependent on organizational size and resources.

Words work in powerful ways in the world. We work from and with an understanding that the ways we talk about people, places and practices matter. If this was ever in doubt, witness recent media reports of the 'attacks on America' and the aftermath of the 'war on terrorism': the world's people have been re-divided both metaphorically and materially in these phrases. Meaning is constructed in and through language as categories, metaphors, rationales, stories, and tropes (Game & Metcalfe, 1996) and, while these are just representations of ideas, practices and material events and circumstances (Hall, 1997), we nevertheless act on those meanings (Fairclough, 1989; Gee, 1999). For example, whether people are described as 'border crossers,' 'invaders,' 'nomads,' 'gypsies,' 'asylum seekers' or 'refugees' affects how they treated, what they can be and what they can do. And in education, whether it's the 'literacy hour' or 'catching children in the net' or reading 'recovery,' words are inevitably tied to programs and proposals for solutions. How the problems are described and defined are crucial in how decisions are made.

Reports on primary mental health care reform in Australia 1991-2001 and the involvement of general practioners as the key providers. Investigates the degree to which the vision of policy makers and key stakeholders for a more integrated and effective system had been achieved. Findings suggested there is a considerable mismatch between the policy vision and the implementation reality and that the current system falls short of providing the support and systemic changes necessary for GPs to provide effective mental health care.

A complete and highly robust 3D reconstruction algorithm based on stereo vision is presented. The developed system is capable of reconstructing dimensionally accurate 3D models of the objects and is very simple and cost effective due to its prominent software dependency and minimal hardware involvevment unlike existing systems.

Tracking a target from a video stream (or a sequence of image frames) involves nonlinear measurements in Cartesian coordinates. However, the target dynamics, modeled in Cartesian coordinates, result in a linear system. We present a robust linear filter based on an analytical nonlinear to linear measurement conversion algorithm. Using ideas from robust control theory, a rigorous theoretical analysis is given which guarantees that the state estimation error for the filter is bounded, i.e., a measure against filter divergence is obtained. In fact, an ellipsoidal set-valued estimate is obtained which is guaranteed to contain the true target location with an arbitrarily high probability. The algorithm is particularly suited to visual surveillance and tracking applications involving targets moving on a plane.

Is the industry in chaos? How do we to meet the future information needs of the international scholarly community?

The one certainty is that forecasting is never easy. Libraries, vendors and publishers are all working in a rapidly changing environment. It is a fair prediction that there will be fewer participants and less competition in the marketplace. The potential for libraries to be locked into one vendor for access to electronic journals is real. Whether this access will be in perpetuity, no one can give an absolute guarantee. Intellectual property rights, commercial viability and communication standards are all of concern.

We've seen the vision, what's happening now? The Australian academic and research library market has an international reputation for being informed, frank and through necessity, pragmatic. When planning information access and delivery for the next two to five years we are told libraries need a reasonable indication of what is real. Vendors, more than ever, are contributing to a shared understanding amongst libraries, publishers and vendors of the priorities and concerns of different sectors of the industry.

Cloud computing is offering utility-oriented IT services to users worldwide. Based on a pay-as-you-go model, it enables hosting of pervasive applications from consumer, scientific, and business domains. However, data centers hosting Cloud applications consume huge amounts of energy, contributing to high operational costs and carbon footprints to the environment. Therefore, we need Green Cloud computing solutions that can not only save energy for the environment but also reduce operational costs. This paper presents vision, challenges, and architectural elements for energy-efficient management of Cloud computing environments. We focus on the development of dynamic resource provisioning and allocation algorithms that consider the synergy between various data center infrastructures (i.e., the hardware, power units, cooling and software), and holistically work to boost data center energy efficiency and performance. In particular, this paper proposes (a) architectural principles for energy-efficient management of Clouds; (b) energy-efficient resource allocation policies and scheduling algorithms considering quality-of-service expectations, and devices power usage characteristics; and (c) a novel software technology for energy-efficient management of Clouds. We have validated our approach by conducting a set of rigorous performance evaluation study using the CloudSim toolkit. The results demonstrate that Cloud computing model has immense potential as it offers significant performance gains as regards to response time and cost saving under dynamic workload scenarios.

I can’t keep my eyes off the war body, even though in the repeated seeing of it I feel nauseous: implicated in, and affected by, its painful coming into being. In this age of the War on Terror, wherever I look, wherever I am directed to look by the all-seeing “vision machines” that “illuminate” our identities (Virilio 1994, 70), the body of the soldier, terrorist, hostage, and victim come into troubling view. These war bodies are real in the ontological and phenomenological sense; they are also metaphoric, simulated, and discursive. In this chapter I will define and explore the complex ways in which these three articulating axis—war, in its militaristic and ideological sense; the screen, in all its multifaceted forms and contexts; and the body, individual and social—conjoin and synthesize, disintegrate and dislocate, in a phantasmagoric but simultaneously desperately real collision of power, desire, and control. My main contention will be that the war body on screen is a “sickening” creation that we have desired into being, so that we may feel, better understand, and be taken over by its terror. This terror of living ultimately helps ensure our docility, a docility required by the late capitalist nation-state; it also reconnect us to our bodies in profoundly moving and potentially challenging ways.

This article examines the ‘vision splendid’ that existed for Australian migration following World War II. That vision (championed by the then Minister for Immigration, Arthur Calwell) was myopic, but is still pertinent to current debates on Australian Migration, particularly in the way that migrants were placed in categories of the desirable. This paper uses a particular migrant group, the Temple Society, to illustrate the concerns of 1940s immigration policy. This group was interned in Australia during World War II and underwent postwar investigations by the then newly formed Department of Immigration.

Human identification by gait has created a great deal of interest in computer vision community due to its advantage of inconspicuous recognition at a relatively far distance. This paper provides a comprehensive survey of recent developments on gait recognition approaches. The survey emphasizes on three major issues involved in a general gait recognition system, namely gait image representation, feature dimensionality reduction and gait classification. Also, a review of the available public gait datasets is presented. The concluding discussions outline a number of research challenges and provide promising future directions for the field.

In this paper, I play with the metaphors of war and peace (with apologies to Leo Tolstoy) as a strategy for describing the relations between (some) social science researchers and human research ethics committees. Even a cursory survey of recent literature reveals a raft of grievances and grumblings amongst researchers about the operation and decisions of research ethics committees. This paper presents a partial survey from both sides of some of the claims that have triggered this unofficial declaration of war, and discusses the implications for ethical research. My central argument is that the truly ethical moment lies in mutual and constructive conversations and critique between ethics committees and researchers.

Aim: Depression is common in older adults with vision impairment yet it often remains unidentified and untreated.
Eye health professionals (EHPs) and rehabilitation workers (RWs) may be able to assist in detecting depression. This study identified EHPs’ and RWs’ beliefs about depression and confidence in working with patients with vision
impairment and depression.
Methods: A self-administered cross-sectional survey of 94 EHPs and RWs assessed beliefs about the symptoms and treatment for depression, and confidence in working with depressed people with vision impairment.
Results: Participants showed awareness of both the symptoms and treatment options for depression. However,
some important misconceptions were identified and many symptoms of depression were commonly attributed to
vision loss. Participants lacked confidence in communicating about depression with patients and their families.
Conclusions: Training programs are needed to enable EHPs and RWs to confidently identify depression and
discuss appropriate treatment and referral options with their patients.

Re-photography is considered in this paper as a synthesis of the processes of seeing, to develop an aesthetic of space.

This practice deals with being (noun and verb) in space and the perception of space and depiction of space; space at the intersection of landscape and human. A key to the conundrum of the figure and the ground arises out of practical photographic investigations to convey the very human sensations of being on the ground, in the confounding landscape of the Central Victorian (Australian) ironbark forests and goldfields.

What is revealed is that what we see, what we attend to, actually appears concentrated at the nodes of a series of vortices. Each vortex is a moiré interference of converging views of the same scene. Attention is a convergence on particulars. Like a magnetic field, the vortex remains invisible in our everyday vision, but it appears in these images. It is imprinted from individual perspectives at particular places; a new perspective with a point of apparition rather than of vanishing.
