Social work continues to move towards the incorporation of spirituality within social work theory and practice, yet gaps remain at many levels. The current dearth of theorization of spirituality in social work has created a situation where individual social workers wishing to include spirituality in their practice are forced to rely on their own initiative and inventiveness, with no clear theoretical, practical, or ethical guidelines. This article presents the beginnings of an integrated spiritual practice framework which may help to address some of these concerns. This research scrutinized the proposed Integrated Spiritual Practice Framework (ISPF) through literature survey of three spiritual ideologies (Hinduism, Islam, and Buddhism) using the process of metatriangulation. The study found that each ideological perspective provided evidence and support for the structures and concepts of the ISPF. Through the analysis and theory building process, each ideology contributed greater understanding of components of the ISPF, resulting in a more sophisticated and developed framework for integrating spirituality within social work.

Suicide is a major concern in society. Despite of great attention paid by the community with very substantive medico-legal implications, there has been no satisfying method that can reliably predict the future attempted or completed suicide. We present an integrated machine learning framework to tackle this challenge. Our proposed framework consists of a novel feature extraction scheme, an embedded feature selection process, a set of risk classifiers and finally, a risk calibration procedure. For temporal feature extraction, we cast the patient’s clinical history into a temporal image to which a bank of one-side filters are applied. The responses are then partly transformed into mid-level features and then selected in 1-norm framework under the extreme value theory. A set of probabilistic ordinal risk classifiers are then applied to compute the risk probabilities and further re-rank the features. Finally, the predicted risks are calibrated. Together with our Australian partner, we perform comprehensive study on data collected for the mental health cohort, and the experiments validate that our proposed framework outperforms risk assessment instruments by medical practitioners.

Purpose – The health promoting school model is rarely implemented in relation to sexuality education. This paper reports on data collected as part of a five-year project designed to implement a health promoting and whole school approach to sexuality education in a five campus year 1-12 college in regional Victoria, Australia. Using a community engagement focus involving local and regional stakeholders and with a strong research into practice component, the project is primarily concerned with questions of capacity building, impact and sustainability as part of whole school change. The paper aims to discuss this issue. Design/methodology/approach – Using an action research design, data were collected from parents, students, teachers and key community stakeholders using a mixed methods approach involving surveys, interviews, document analysis and participant observation. Findings – Sexuality education has become a key school policy and has been implemented from years 1 to 9. Teachers and key support staff have engaged in professional learning, a mentor program has been set up, a community engagement/parent liaison position has been created, and parent forums have been conducted on all five campuses. Research limitations/implications – The translation of research into practice can be judged by the impact it has on teacher capacity and the students’ experience. Classroom observation and more longitudinal research would shed light on whether the espoused changes are happening in reality. Originality/value – This paper reports on lessons learned and the key enabling factors that have built capacity to ensure that sexuality education within a health promoting, whole school approach will remain sustainable into the future. These findings will be relevant to others interested in building capacity in sexuality education and health promotion more generally.

Purpose – At present no frameworks exist for services marketers to incorporate social media (SM) within marketing communications planning. The majority of integrated marketing communications (IMC) frameworks were developed prior to the development of the widespread use of digital and SM for information seeking, sales and service. The purpose of this paper is to investigate this issue for services marketers specifically as they differ from FMCG, industrial and durable marketers in terms of marketing messages, branding, media and channels. Furthermore, as they are less reliant on outsourced sale channels they have more potential than other industries to integrate social and digital media to build awareness, brands and sales.

Design/methodology/approach
– Depth interviews were conducted with eight senior services marketing executives to identify the impact of SM on marketing communications planning, implementation and measurement.

Findings – The findings revealed that the unique characteristics of SM (such as interactivity and individualisation, integration of communication and distribution channels, immediacy and information collection) impact traditional marketing communications frameworks. These impacts manifested in 12 modifications specific to services and SM to traditional generic IMC frameworks encompassed by the themes of reach, service channel, word-of-mouth advocacy, consumer generated messages, listening and behavioural measurement.

Practical implications
– The rapidly evolving nature of SM means senior services marketers need to educate organisational stakeholders regarding implementation issues, which may be a barrier to effective integration of SM within marketing communications.

Originality/value
– With digital marketing communications budgets reaching 30 per cent within some organisations, it is timely to put forward a marketing communication decision-making framework that first incorporates SM and second is suitable for services marketers.

This paper presents an integrated framework that comprises an automatic weighting method for assessing data quality (DQ) of the framework so as to better support the business intelligence (BI) usage. Specifically, we utilize business process modeling (BPM) notation and information product map and frame them into a hierarchical mapping structure. Furthermore, we develop and demonstrate an automatic weight-assignment method for evaluating critical dimensions (i.e., completeness and accuracy) of DQ of the integrated framework. Through a design science paradigm, the effectiveness of the framework and the associated DQ weighting method has been rigorously validated by faculty management users of a university. The framework together with the DQ weighting method builds user confidence by enhancing the traceability of a BI product. The automatic DQ weight assignment also provides better time efficiency because the weight of each data attribute is determined automatically based on its usage on the BI dashboard.

This paper discusses optimal government bailout policy where the costs of systemic failures and moral hazard problems are considered. We find that a three-tiered bailout policy that includes an ex post monitoring and bailout scheme for financial institutions with large systemic impacts ('too big to fail') is optimal. The optimal policy also requires a randomized bailout for medium-impact institutions ('Constructive Ambiguity'), and no bailout for institutions that have only minimal systemic consequences ('too small to save'). However, in a volatile, innovative market environment where individual institutions may know more than the government regulator, monitoring error could contribute to risk taking, leaving the government regulator to always play a 'catch-up' role in revising policy. Moreover, the optimal bailout policy may not be time-consistent: institutions not deemed 'too big to fail' may still have an incentive to take excessive risks and expect to be bailed out in case of insolvency, primarily due to the short-term orientation of the government. Finally, because an institution's systemic cost affects the probability of a bailout, we show that the boundary of an institution may be extended by the government subsidy.

An impediment to sustainable dryland salinity management is the lack of information on contributing factors. GIS and satellite imagery now offer a cost-effective means of generating relevant land and water resource information for integrated regional management of salinity. In this paper the relationships between patterns in land uselcover distribution and base flow salt concentration in streams (indicated by EC) are investigated and modelled. The Glenelg-Hopkins area is a large regional watershed in southwest Victoria, Australia, covering approximately 2.6 million ha. It is currently estimated that 27,400 ha of land is affected by dryland salinity and this is predicted to rapidly increase in the next decade' if current conditions prevail. Salt concentration data from five gauging stations were analysed with multi-temporal land use maps obtained from satellite imagery. Multiple regression analyses demonstrated that the variables Native Vegetation and Dry/and Grain Cropping were the most significant influences on in~stream salinity in the whole catchment (1=88.9%) and 500 m V=88.3%) and 100 m riparian buffers (1=86.9%) during times of base flow. The implications for future land use planning, effectiveness of riparian zones and revegetation programmes is discussed. This work also demonstrates the utility of applying nmltivariate statistical analyses, spatial statistics, and remote sensing with data integrated in a GIS framework for the purpose of predicting and managing the regional salinity threat.

Under the Australian Constitution the management (and planning) of Crown Land is a State and Territory Government responsibility. When this is considered in conjunction with the Offshore Constitutional Settlement, which affirmed that coastal waters out to three nautical miles (in general) offshore were also the responsibility of State and Territory Governments, then clearly coastal management in Australia is largely a State/Territory responsibility.

Beyond three nautical miles it is a different story. Under the United Nations Law of the Sea Convention (UNCLOS), which Australia ratified in October 1994, Australia claims jurisdiction out to 200 nautical miles and beyond (Wescott, 2000). These waters cover an area including the Antarctic claim of over 15 million square kilometres or twice the land area of Australia.

Hence in marine and coastal terms we have the national (Commonwealth) Government managing the oceans and seven State and Territory governments largely in charge of coastal management (coastal land and coastal waters). Heading "up river", State and Territory Governments plan and manage catchments.

Given the uncoordinated relationships between Australian coastal management policy and both catchment management policy and Australia's Ocean Policy (Commonwealth of Australia, 1998a and b), the Commonwealth Government's commitment to a "National Coastal Policy" presents an opportunity to progress the integration of natural resources management for the first time in decades.

A major issue confronting educators is the extent to which they wish to conform to so-called paradigm shifts in teaching and learning. In the contemporary world of tertiary education these shifts embrace both pedagogy (from instructivist to constructivist) and technology (from classroom to online). As teachers and learners are faced with the potential of these new learning environments, the extent to which learning outcomes are achieved remains a high priority and subject to a wide range of evaluation strategies. Conventionally, evaluation has been positioned at the end of the instructional development cycle, to assess first whether or not the creative effort achieved the original product goals and second whether or not the desired learning outcomes were realized. In the context of online teaching and learning environments, however, the level of understanding teachers, learners and developers have of the medium can impact the ultimate effectiveness of the product. This paper articulates an additional dimension to post-development evaluation processes in proposing proactive evaluation, a framework that identifies critical online learning factors and influences that will better inform the planning, design and development of learning resources. This notion of proactive evaluation advocates resource development being undertaken where all planning activities are assessed against the evaluation criteria that would normally be applied during formative assessment. By performing these evaluation checks proactively, online learning resources will, in principle, work first time as all relevant factors and issues will have been considered and resolved. More importantly, for those participants who are new to online environments, proactive evaluation will perform a scaffolding and professional development role by enhancing online teaching or learning competencies.

While knowledge discovery in databases (KDD) is defined as an iterative sequence of the following steps: data pre-processing, data mining, and post data mining, a significant amount of research in data mining has been done, resulting in a variety of algorithms and techniques for each step. However, a single data-mining technique has not been proven appropriate for every domain and data set. Instead, several techniques may need to be integrated into hybrid systems and used cooperatively during a particular data-mining operation. That is, hybrid solutions are crucial for the success of data mining. This paper presents a hybrid framework for identifying patterns from databases or multi-databases. The framework integrates these techniques for mining tasks from an agent point of view. Based on the experiments conducted, putting different KDD techniques together into the agent-based architecture enables them to be used cooperatively when needed. The proposed framework provides a highly flexible and robust data-mining platform and the resulting systems demonstrate emergent behaviors although it does not improve the performance of individual KDD techniques.

Information literacy has become an important skill for undergraduate students due to societal changes that have seen information become a valuable commodity, the need for graduates to become lifelong learners, and the recognition that information literacy is an underpinning generic skill for effective learning in higher education. This paper describes a sequence of activities and technologies designed to help students learn and practice information literacy skills. These activities have been purposefully designed and integrated into a first-year engineering and technology study unit as a core syllabus element. A formal evaluation of aspects of these activities was planned and undertaken in semester one 2003.
