In 2001 China ratified the International Covenant on Economic, Social and Cultural Rights. By so doing the national government became legally bound, "to the maximum of its available resources", to achieve "progressively" full realization of the rights specified in the Covenant. Included amongst these entitlements is the "right of everyone to social security, including social insurance". This paper uses data from Jiangsu to examine the extent to which urbanites agree that previously disenfranchised migrants have the same right to social insurance as the urban population. Many urbanites fear that their existing entitlements to social protection will be diluted if social insurance coverage is extended to include new populations. Accordingly, state agencies and the media have sought to promote acceptance of a more positive view of migrant workers than has traditionally prevailed within towns and cities. We find that younger urban residents, urban residents who already have social insurance and urban residents working in the state-owned sector are more likely to agree that migrants have the same right to social insurance as the urban population. © 2007 Institute of World Economics and Politics, Chinese Academy of Social Sciences.

Overweight and obesity are one of the most salient issues within society today, and the stigmatisation of overweight individuals is prevalent and widespread. Utilising interviews with 44 individuals who blog within an online fat acceptance community known as the Fatosphere, participants' perceptions of inclusion and exclusion were examined within their offline and online environments. Additionally, the effect this had on their offline lives was examined. Participants described a profound sense of exclusion within their offline lives through three agencies: the medicalisation of 'fatness', the weight loss industry and the media, which echoed descriptions of moral judgement. Furthermore, a sense of inclusion was described within the Fatosphere through the protection and support that they found within this 'safe space'. The effects of the Fatosphere influenced their lives in both negative and positive ways, allowing them to better deal with stigma and discrimination, but sometimes effecting their offline relationships in a negative manner. The Fatosphere provides a unique opportunity for corpulent individuals to engage in a community that is removed from the prominent weight-related discourse within modern society.

This paper reviews the current status and focus of Australian Architecture programs with respect to Indigenous Knowledge and the extent to which these tertiary programs currently address reconciliation and respect to Indigenous Australians in relation to their professional institutions and accreditation policies. The paper draws upon the findings of a recently completed investigation of current teaching: Re-Casting terra nullius blindness: Empowering Indigenous Protocols and Knowledge in Australian University Built Environment Education. Three data sets from this investigation are analysed: a desktop survey of Australian Built Environment curricula; workshops with tertiary providers and students, professional practitioners and representatives of three Built Environment professional institutes; and an online survey of Australian Built Environment students (of which their discipline could be isolated) ascertaining what is currently being taught and learned and what changes would be feasible within the constraints of courses from their perspective. Detailed descriptions are also provided of pedagogic improvements informed by the project findings. The findings suggest minimal current exposure of Architecture students to Indigenous Knowledge content beyond voluntary engagement in self-chosen thesis projects and elective (including studio) subjects led by passionate but largely unsupported teachers championing Indigenous issues; a paucity of teaching echoed by practitioners and accreditors who acknowledge lack of expertise in this area across the profession. This paper discusses ways in which Indigenous Knowledge might be better acknowledged, respected and introduced to Australian Architecture students’ education. Also discussed are teaching strategies with global relevance.

This paper discusses contestation and legitimization in the heritage process in the Malaysian state of Sarawak. Since 2011 the authors have assisted the Rurum Kelabit Sarawak (RKS) to plan a community museum. The museum is envisaged as an anchor for the preservation and representation of the Kelabit culture. In particular, through consultation and capacity building, the project is seeking to incorporate heritage values into development and cultural tourism plans. The paper considers the roles of historical and contemporary agents in the awakening of heritage consciousness in this community. This process has facilitated questions about priorities including, heritage, tourism, representation and the expression of identity through contemporary design, which this paper will contextualize within the discourse of cultural heritage and development in South East Asia. Apart from the RKS and their range of partners, important agents include the Sarawak Government, with jurisdiction over native customs; the Sarawak Museum Department, an official custodian of cultural heritage; UNESCO, through its promotion of the rights of indigenous people and the integration of culture and development; and the WWF, assisting with the Heart of Borneo conservation project. The authors see this case study of a community museum development process as an opportunity to reflect on the interrelated and contested roles and responsibilities of local, national and trans-national agents in a heritage project that contributes to an understanding of cultural politics and heritage-making.

Daisy M. Bates’s influence on Indigenous affairs has often been attributed to her once romantic legend as ‘the saviour of the Aborigines’, obscuring the impact of the powerful news media position that she commanded for decades. The ideas advanced by the news media through its reports both by and about Bates exerted a strong influence on public understanding and official policies that were devastating for Indigenous Australians and have had lasting impacts. This paper draws on Bourdieu’s tradition of field-based research to propose that Bates’s ‘singular influence’ was formed through the accumulation of ‘symbolic capital’ within and across the fields of journalism, government, Indigenous societies, and anthropology, and that it operated to reinforce and legitimate the media’s representations of Indigenous people and issues as well as government policies.

This article explores Indigenous contributions to shaping public and policy agendas through their use of the news media. It reports on research conducted for the Australian News Media and Indigenous Policy-making 1988–2008 project that is investigating relationships between the representation of Indigenous peoples in public media and the development of Indigenous affairs policies. Interviews with Indigenous policy advocates, journalists and public servants identified the strategies that have been used by individuals and Indigenous organisations to penetrate policy debates and influence public policy. The article concludes that in the face of a neo-liberal policy agenda amplified through mainstream media, particular Indigenous voices nevertheless have had a significant impact, keeping alive debate about issues such as the importance of bilingual education programs and community involvement in the delivery of primary health care.

Accessible health services are those that are physically available, affordable (economic accessibility), appropriate and acceptable. Health services can be inaccessible if providers do not acknowledge and respect cultural factors, physical barriers and economic barriers, or if the community is not aware of available services.There are many strategies for successfully improving Indigenous access to urban and regional health services. Individual service providers need to consult with their local community to identify the specific issues relating to their context and selectively adapt the strategies outlined in this report.

This article explores the potential of emerging digital cultures for Indigenous participation in policy debates in the rapidly changing Australian media landscape. From the Zapatista's ‘netwar’ to the ‘hashtag activism’ of IdleNoMore, Indigenous people have pioneered innovative uses of digital media for global connectivity and contestation. Digital and social media open up unprecedented opportunities for voice, and, in theory, participation in decision-making. But there is limited understanding about how Indigenous voices are heard at times of major policy reform, and whether increased participation in digital media necessarily leads to increased democratic participation. Leading Indigenous commentators in Australia suggest an inability of governments and other influential players to listen sits at the heart of the failure of Indigenous policy. This article presents two contemporary Australian case studies that showcase Indigenous participatory media response to government policy initiatives: first, the diverse reaction in social media to the government-sponsored campaign for constitutional reform to acknowledge Australia's First Peoples, branded as Recognise and second, the social media-driven movement #sosblakaustralia, protesting against the forced closure of remote Aboriginal communities. This article brings together theories of political participation, media change and listening to ask whether key democratic institutions, including the mainstream news media and political decision-makers, can engage with the proliferation of Indigenous voices enabled by participatory media. We argue that while the digital media environment allows diverse Indigenous voices to be represented, recent scholarship on participation and listening extends the analysis to ask which voices are heard as politics is increasingly mediatized.

The publication of Melissa Lucashenko’s Mullumbimby in 2013 drew attention once more to the issue of how post-colonial scholars might best engage with English-language literary texts also containing a glossary of Indigenous words. This issue emerged first with the publication of Keri Hulme’s The Bone People in 1984. This article argues that, to date, scholars like Simon During and Eve Vincent have perpetuated a binary either/or approach to the interpretation of these glossaries. The result of this approach has been that either the pre-colonial Indigenous language or the colonial/post-colonizing English language has been privileged as the locus of linguistic power in the text. One problem with this approach is that it does not adequately represent the complex historical, cultural and political circumstances of post-colonial and multi-cultural nations like Australia (setting of Mullumbimby) and New Zealand (setting of The Bone People) as these link to matters of language. Another problem is that this binary approach restrains a close reading of the differences between different types of such glossaries, and of the nuanced relationship of a glossary to the text it accompanies. In place of this approach, this article proposes a new methodology that works with Elizabeth M. DeLoughrey’s notion of “tidalectics” as a way of reading island literatures. The neologism “glossary islands” allows another way into considering the function of glossaries in islandic literary texts like Lucashenko’s and Hulme’s. The post-colonial connection between islands and glossaries lies in the fact that they are each an intensified site of knowledge.

This paper reports on the findings of a four-year study that seeks to understand the experiences and career pathways of Indigenous teachers in Australia. We present data obtained from in-depth interviews with current and former teachers in order to provide a qualitative account of what lies behind demographic trends in Indigenous teacher recruitment and retention in Australia. The paper highlights the expectations of school and wider communities that Indigenous teachers will be 'all things to all people' and will fill a number of complex and sometimes conflicting roles within and beyond classrooms. We speculate that these expectations contribute to their decisions to resign from the school system to work elsewhere. We also introduce and problematise the notion of the Indigenous teacher as a category in the consciousness of teachers, administrators and other participants in the discourses of Australian schooling.
We conclude by arguing the need for non-Indigenous student-teachers to be better prepared to work alongside Indigenous colleagues and to take more active roles in the implementation of policy and initiatives around Indigenous education. The paper also raises implications for the recruitment and retention of Indigenous teachers.

The purpose of this discussion paper is to stimulate an examination of critical issues in Indigenous higher education and encourage new possibilities to be explored. It invites a wide sharing of views. The paper
does not attempt to trace the full history of the policies for Indigenous higher education and the successes and failures. The focus instead is on the major contemporary issues and the key questions that might be considered by the conference participants.
