This study is a deep-text analysis of military censorship applied to the national press in the Sri Lankan conflict. We examine press coverage of two Sri Lankan military operations, namely Operation Jayasikurui (1997) and the Capture of Elephant Pass (2000), to identify patterns of signification that help us construct a novel theory of conflict reporting under censorship within the context of ethnic, intrastate conflict. Our study shows that Sri Lankan newspapers, while abiding by censorship regulations, contradictorily also manoeuvred around these regulations as if censorship did not exist. Noteworthy were the censorship circumvention techniques that were used. For example, journalists taught readers how to ‘read’ blank space. They used commentary to educate readers how to read the straight news. They used conflict frames to overcome bias towards official viewpoints. They used multi-source confirmation to avoid pre-dominance of official views. They used respectful words rather than demonised opponents. Great attention
was paid to victims of the conflict, destruction of life and property, and civil society. Our findings do not accord well with previous theoretical models of the media role in society and of press censorship under conflict. The Sri Lankan press is highly intertwined within its cultural context and follows its own value system. We propose the ‘Catherine Wheel Model of Censorship Circumvention’ about press behaviour in times of internal conflict. Our model attempts to explain internal conflict within the developing world context in which the press system is based deeply in culture and is more accustomed to circumventing censorship than obeying it.

Australian policy initiatives and state curriculum reform efforts affirm a commitment to address student disengagement through the development of inclusive school environments, curriculum, and pedagogy. This paper, drawing on critical social theory, describes three Australian projects that support the cultivation of teachers’ beliefs, knowledge and skills for critical reflection and leading change in schools. The first project reports on the valued ethics that emerged in pre-service teacher reflections about a Service-learning Program at a university in Queensland. The second project reports on a school-based collaborative inquiry approach to professional development with a focus on literacy practices. The final project reports on an initiative in another university in Victoria, to operationalise pedagogical change and curriculum renewal in Victoria, through the Principles of Learning and Teaching (PoLT). These case studies illustrate how critical reflection and development of beliefs, knowledge and skills can be acquired to better meet the needs of schools.

This paper represents some of the diverse discourses in the social sciences that are not often known by, or considered relevant to, those people interested in community development. On the contrary, I argue that these discourses may in fact be vitally pertinent to understanding the divergent predicaments facing us in our present moment.
After working in the field for twenty years, I am in the final stages of a PhD case study on one of the Victorian 'Community Building Demonstration Projects', based in Melbourne's North. This discussion is therefore based on the intersections between working in a community, traditionally accepted discourses of community development, and 'alternative' discourses that often appear unrelated.
In particular there are seven taken-for-granted cultural stories I will examine: problem posing, holism, social research, post colonial studies, critical social theory, public policy, and eco philosophy, in the hope that these might provide an 'other' story for community and development. Given this broad canvas, I will necessarily be breif on each topic.

Not until the late 1990s did the rational/emotional binary embedded in mainstream literature on educational leadership and management come under challenge. Now the emotional dimensions of organisational change and leadership are widely recognised in the leadership, organisational change and school improvement literature. However, the dissolution of the binary did not draw from feminist social theory, critical organisational theory, the sociology of emotions or critical pedagogy. Instead, the strongest influence in educational leadership and administration has been from psychological theory, management theory and brain science, mobilised particularly through Goleman's notion of emotional intelligence. This article undertakes a feminist deconstruction of two texts: one from organisational theory by Goleman and the other on educational leadership and school improvement, in order to explore how ‘emotion’ has been translated into educational leadership. As a counterpoint, I identify the gaps and silences, appropriations and marginalisation identified from feminist perspectives. I argue that the emotional labour of teaching and leading cannot be individualised because emotion is both relational and contextual.

Aim.  The aim of this paper was to examine the nurse practitioner legislative framework in Australia from a critical social theory perspective. Background.  National regulation for nurses and midwives has superseded all previous state legislation with effect from July 2010. The aim of this change was to streamline regulation processes across all health professionals requiring regulation, in order to eliminate diverse state-based regulatory policies that were identified as hindering transferability of the workforce across Australia. This paper explores the changes with reference to nurse practitioners. Since their introduction to Australia different legislative practices between states have presented difficult endorsement procedures which have affected employment. Data sources.  Information for the paper is drawn from a doctoral study which examined the politics of advancing nursing in Australia, with particular reference to the discourses of nurse practitioners. This is augmented by more recent legislative documents and policies, as well as media reports, to examine the process of change in legislation and the unfolding discourses on employment and practice. Implications to nursing.  Nurse practitioner endorsement may be more complicated, defeating the original premise of transferability of a skilled workforce across state jurisdictions. Conclusion.  This paper exposes the influence that powerful discourses can have on a major change to professional practice.

Despite much discussion about the various modes of interaction that are possible within distance education, little attention has been paid to the interactions that occur between distance learners and other people in their life contexts about the academic content of their studies. This paper presents some preliminary findings from a study exploring this topic through the eyes of distance learners enrolled in Australian postgraduate coursework programs. It includes a categorisation of these interactions and the forms of learning they produce as well as a discussion of the potential implications for distance education theory and design.

Kristoffer Greaves is researching how lawyers who teach lawyers’ skills in PLT engage in scholarly activities regarding their teaching work. This qualitative research involves cross-disciplinary exchanges between law, legal education, education theory and practice, sociology of law, and cultural theory. Data collected for the research includes 30+ hours semi-structured interviews with 35 PLT practitioners working with different PLT providers around Australia.
One question asked during the interviews - Is thinking like a lawyer different to thinking like a teacher? - elicited reflective and diverse responses and insights about how PLT practitioners reconcile ‘thinking like a lawyer’ with their teaching and mentoring work.
This presentation discusses the relevance and significance of these insights in the context of scholarship of teaching in PLT, and practical legal training’s ‘big picture’ purpose to improve protection of clients, protection of the administration of justice, and the assurance of the quality of legal services.

This paper focuses on the assessment of student teachers during practicum. The study is contextualised in an Australian pre-service teacher education program in which practicum has been reconceptualised to help bridge the theory-practice gap commonly associated with “front-end loading” programs. Survey and interview data collected from student teachers and supervising teachers point to what participants perceive as disparate understandings between university and school staff about the nature and role of assessment and suggest that this lack of common understanding adversely affects students’ experiences of assessment. While contextualised in teacher education, these findings have applicability to other tertiary programs for the professions. The study’s conclusions are threefold: the importance of establishing and sustaining effective university-school partnerships is paramount; there is a clearly identified need for shared stakeholder understandings about practicum assessment; and disregarding failed or diminished partnerships jeopardises student learning.

This paper shows how Mead’s theory of emergence can prove explanatory in how the theory-practice gap is co-created and sustained in front-end loading university programs. Taking teacher education as an exemplar, we argue that the trainee teacher encounters different and oft-times conflicting environmental, social and cultural conditions in the two “fields of interaction” of the training program, namely, on-campus work and in-school experience. The argument draws on interview and focus group data collected via a study of first-year graduate teachers of an Australian teacher education program. We conclude that role taking and self-regulated behaviour within the two environmental fields of interaction in front-end loading programs inhibit the trainee professional from exercising the power of agency to implement theory learned at university in practice in the workplace. Further, we propose that Mead’s theory of emergence proves effective in explaining a major limitation of front-end-loaded university programs.

This paper uses Mead’s theory of emergence to examine the theory-practice gap in pre-service teacher education. The paper argues that the theory-practice gap in pre-service teacher education under present institutional arrangements is axiomatic in the process of emergence from pre-service to graduate teachers. The argument draws on interview and focus group data collected via a study of first-year graduate teachers of an Australian pre-service teacher education programme. An interpretation of the data using Mead’s theory of emergence demonstrates that role taking and self-regulated behaviour inhibit the trainee teacher from exercising the power of agency to implement theory learned at university into practice in the classroom. Thus, Mead’s theory of emergence explains the obduracy of the gap between theory and practice in teacher education.

This paper explores the concept of heritage diplomacy. To date much of the analysis regarding the politics of heritage has focused on contestation, dissonance and conflict. Heritage diplomacy seeks to address this imbalance by critically examining themes such as cooperation, cultural aid and hard power, and the ascendency of intergovernmental and non-governmental actors as mediators of the dance between nationalism and internationalism. The paper situates heritage diplomacy within broader histories of international governance and diplomacy itself. These are offered to interpret the interplay between the shifting forces and structures, which, together, have shaped the production, governance and international mobilisation of heritage in the modern era. A distinction between heritage as diplomacy and in diplomacy is outlined in order to reframe some of the ways in which heritage has acted as a constituent of cultural nationalisms, international relations and globalisation. In mapping out directions for further enquiry, I argue the complexities of the international ordering of heritage governance have yet to be teased out. A framework of heritage diplomacy is thus offered in the hope that it can do some important analytical work in the field of critical heritage theory, opening up some important but under theorised aspects of heritage analysis.

This article provides clarity about the different types of journalism that come under Australia’s vibrant community media umbrella and conceptualizes their relationships to one another against the backdrop of dominant media. We draw on critical-cultural theory, using the concept of media power to argue that journalism invents and reinforces the idea of “community” among audiences, generating advantages and sometimes inequalities as well. It is also used to differentiate certain community journalism practices from mainstream norms and conventions, although we highlight that “community” is a powerful idea that dominant media use to their advantage as well.

During the 1980s, in particular, Bowie embodied particular notions of white masculinity that were on the one hand supportive of its idealized hegemony, and on the other subverted its normative power. I will take 1983 as the year when his whiteness is particularly visible and unstable. Bowie, as either the blonde dandy from Let’s Dance; the enigmatic character, Maj. Jack 'Strafer' Celliers from Merry Christmas Mr. Lawrence (1983); or the simmering vampire, John Blaylock from The Hunger (1983), crystlised the pure qualities of white masculinity while demonstrating its violent, queer and subversive nature. The chapter will suggest that Bowie has constantly operated along a white continuum, self-consciously embodying it, granting it carnal and ideological power, while drawing attention to its death-like instinct, its anti-reproductive progeny, its implicit queerness.I have chosen to read Bowie’s whiteness through this shortened window of temporality to enable me to draw into the analysis the historical and cultural issues of the period in question. 1983 registers as the year in which whiteness is acutely imagined to be under threat from the Asian tiger and transforming geo-political realities, its own languid anti-corporeality, the AIDS ‘epidemic’, and from the rise of racism in Europe and elsewhere - realities which require it to re-position its power relations with the sexual, and ethnic Other. The whiteness in/of David Bowie speaks particularly eloquently to this historical moment.

This paper proposes a concept of Pedagogy of the Rural that draws together current rural education theory and practice to illustrate the complexities of rural space and place often overlooked in teacher education more broadly. We firstly examine notions of size, and then we explore how this impacts on the ways in which teachers in rural locations are positioned in terms of their identity. Finally, we provide a way forward for valuing rural contexts for what they bring to teacher identities beyond traditional deficit positionings dominant in current discourses on rural education.
