Multiculturalism is now seen by many of its critics as the source of intercultural and social tensions, fostering communal segregation and social conflicts. While the cultural diversity of contemporary societies has to be acknowledged as an empirical and demographic fact, whether multiculturalism as a policy offers an optimal conduit for intercultural understanding and social harmony has become increasingly a matter of polarised public debate.
This book examines the contested philosophical foundations of multiculturalism and its, often controversial, applications in the context of migrant societies. It also explores the current theoretical debates about the extent to which multiculturalism, and related conceptual constructs, can account for the various ethical challenges and policy dilemmas surrounding the management of cultural diversity in our contemporary societies. The authors consider common conceptual and empirical features from a transnational perspective through analysis of the case studies of Australia, Canada, Columbia, Germany, New Zealand, the United Kingdom and Uruguay.

This essay explores why the relationship between news media and local government has been of little interest in journalism studies, especially in the Australian context. We argue that the reasons are complex but can be traced to issues of symbolic recognition and legitimacy. An overview of local government and news media in Australia and Aotearoa/New Zealand grounds the discussion in journalism and democratic theory. We draw on Bourdieu’s tradition of field-based research and theories of media power to highlight the important role 19th-century newspapers played in the establishment of municipalities. We then argue that local government’s omission from the Australian Constitution relates to issues of legitimacy and recognition that are reflected in the wider field of power and perpetuated within journalism practice and scholarship. Finally, practitioner perspectives and contemporary research underline the need for critical engagement and inquiry that recognise the fundamental importance of news and politics closest to the people.

This article is based on recent Ph.D research. The practices for appointing Vice Chancellors (VC's) in Australian Universities were examined, together with the changing role of the VC and new demographic patterns in VC backgrounds. A number of other issues were also examined, including the training and preparation of VC's, mentoring and the changing skill base required to be effective in the role. In addition, the paradox was investigated of appointing academics from the ranks of individuals with non-business backgrounds, to run large enterprises which are being compelled to adopt an increasingly business-oriented focus. The methodology employed involved the use of a survey instrument administered to present and former VC's, Chancellors and members of selection panels, supplemented by interviews. Representatives of the Australian Vice Chancellors Committee (AVCC) and consultants operating in the academic field were also interviewed. In addition, extensive use was made of public domain material. The research was mainly qualitative in nature. However, use was also made of descriptive statistics to provide an insight into how higher education in Australia is changing and to analyse survey findings. Some key results of the research are reported, including the importance of informal processes such as networking in the selection of VC's, the key role played by Chancellors, and the continued practice of appointing VC's from within academia rather than the private sector. This is in spite of evidence that the role of the VC has changed to one of strategic planner and business manager rather than the more traditional role, in the context of a rapidly changing external environment. Suggestions are also made for ongoing research in the area.

A plethora of reports, research papers and commentaries have focused on teacher education in Australia, its quality, status and ability to adequately prepare teachers for the 21st century. There is however, little research on the worklives of teacher educators, in particular Australian teacher educators. That which does exist tends to focus on new teacher educators (how to best prepare and induct them) and experienced and senior teacher educators (personal reflections and narratives) (see for example, Acker, 1997; Cochran-Smith, 2002; Murray & Male, 2005). What is missing from this research field is an exploration of the contemporary contexts that shape the worklives of Australian teacher educators, and in particular how these contexts influence the work of teacher educators in between these two demographic groups. How post-induction early-mid career teacher educators (re)negotiate their professional identities in view of the changing role of ‘the teacher educator’ in the 21st century is therefore, an under-researched area of study. This paper provides a brief overview of the existent research on teacher educators and highlights areas in need of further examination. Two particular contexts shaping the work of Australian teacher educators are examined: the standards movement, and marketisation and the rise of new mangerialism as are the ramifications of these on the teacher education landscape. How these have impacted on how teacher educators perceive themselves and are perceived by others is subsequently explored as are the implications of these changing contexts on the work of teacher educators in the 21st century. To discuss these issues I draw on my experiences in teacher education and highlight the challenges and opportunities available for teacher educators as we try to ‘survive the maelstrom’. This paper is significant given the federal government’s commitment to social inclusion and an ‘Education Revolution” (ACDE, 2008). Education academics are critical to advancing the [Government’s] complex agendas around innovation, productivity and inclusion (ACDE, 2008, p1). In the next 15 years, over half of the currently working teacher education academics will retire. There is therefore a need to not only attract new and talented people into the teacher education workforce, but to retain those early-mid career academics who have entered teacher education, and are like me, finding it hard to “survive the maelstrom”.

Sister City agreements have historically provided a goodwill platform for countries 10 undertake activities for the enhancement of peaceful and cooperative relations. They have also become instruments for cities 10 develop their own form of internationalization and to provide for specific activities of cullural,
educational or other similar cooperative exchanges between cities generally in different nations. Sisler City Relationships are broadly-based, officially approved, long-IeI'm partnership between two communities in two countries. Using on-line questionnaires distributed through the membership of Australian Sisler City Association (ASCA), this pilot study confirmed that the existing relationships are mainly focused on cultural exchange, education and council exchange. An overwhelming majority of the local governments, however, are ready for the
extension of the Sister City Relationship by developing business and economic related activities. in fact the pilot study confirms this research is timely and necessaty especially in developing policy guidelines and operation
frameworks.

This paper argues that a particular form of selfhood has come to dominate the horizons of identity in the Western democracies at this time - I refer to this form of personhood as the entrepreneurial self. The paper argues that the figure (population) of ‘Youth at-risk’, in its negativity, illuminates the positivity that is the entrepreneurial Self. That is, the discourses that construct Youth at-risk reveal the truths about whom we should, as adults, become. The paper engages with Foucault’s theories of government, of (Neo)Liberalism as a problematisation of the practise of Liberal welfare government, and of the ways in which certain psychological discourses articulate with (Neo)Liberal views of enterprise to produce a view of the Self as the entrepreneurial Self.

For the last decade or so, educational policy makers and researchers in many countries have been calling for significant changes to the way mathematics is taught in secondary schools. Australian mathematics curriculum documents now promote learning goals that go beyond mastery of a pre-determined body of knowledge and procedures - the traditional emphasis on facts, skills, formulae - to include mathematical reasoning and problem solving, communication, and real world applications. There is also pressure to move away from over-reliance on teacher-centred practices such as exposition and individual seatwork, towards activities that promote learners' involvement in constructing, applying, and evaluating mathematical ideas. Further impetus for reform comes from research recommending that if learners are to develop mathematically powerful forms of thinking and habits of mind, then classrooms should immerse them in the authentic practices of the discipline by supporting a culture of collaboration and sense-making. Teaching Secondary School Mathematics - incorporates recent developments in research and practice and applications to teaching mathematics in Australian secondary schools. Covering such areas as curriculum, pedagogy and assessment; teaching mathematical content; equity and diversity in the classroom; and professional and community engagement, it is an invaluable resource for all practising and pre-service mathematics teachers.

Over the past 3 decades, the status of sea turtles and the need for their protection to aid population recovery have increasingly captured the interest of government agencies, non-governmental organisations (NGOs) and the general public worldwide. This interest has been matched by increased research attention, focusing on a wide variety of topics relating to sea turtle biology and ecology, together with the interrelations of sea turtles with the physical and natural environments. Although sea turtles have been better studied than most other marine fauna, management actions and their evaluation are often hindered by the lack of data on turtle biology, human–turtle interactions, turtle population status and threats. In an effort to inform effective sea turtle conservation a list of priority research questions was assembled based on the opinions of 35 sea turtle researchers from 13 nations working in fields related to turtle biology and/or conservation. The combined experience of the contributing researchers spanned the globe as well as many relevant disciplines involved in conservation research. An initial list of more than 200 questions gathered from respondents was condensed into 20 metaquestions and classified under 5 categories: reproductive biology, biogeography, population ecology, threats and conservation strategies.

One consequence of the development of cultural policy has been a demand for more creative leadership in arts organisations. This article provides a case study of how leadership of the Australia Council changed from the 1970s to the beginning of the 21st century. It argues that changes to the way in which Australia Council chairs approached their role was shaped by, and contributed to, the trend towards constructing the arts as an industry. Part of this change sees the Australia Council subjected to aspects of reform, which were widely endorsed by the Australian public sector. The article identifies three styles of leadership exhibited by the chairs over the period: visionary, statesman and reformer, in three phases of the Council's history. It examines the political and social imperatives shaping these leadership styles.
