Traditionally the role of Sister City relationships has been a political and cultural one involving local governments across the world. Over the decades this role has been questioned in both its efficacy as well as its
focus. Hundreds of Sister City relationships have developed and in Australia velY few can be said to have produced long term and worthwhile outcomes. New interpretations of the /ill1ctionality of Sister City relationships in Australia (and elsewhere) has resulted and has shifted towards an inclusion of a consideration of the commercial utility of such relationships and not solely cultural (0 'Toole 2001). Today especially with current strong trade relations with China, new models are sought to provide sustainability and long term prospects to such relations. This paper examines the possibility of special sister city relations between
Australian and Chinese cities using their sister city links. Specifically an examination in this paper is undertaken of the City of Latrobe and Taizhou as a case study of interest which provides sustainable trade potential between two strong small medium enterprise (SME) economies.

Zoophycos composite ichnofabrics (ZCI) comprising two or more suites of the same form of Zoophycos are widespread and densely distributed in Early and Middle Permian (Cisuralian–Guadalupian) neritic limestones (Qixia and Maokou Formations) of palaeotropical origin in the Laibin area, Guangxi, South China. Similar ZCI also occur in neritic greywackes of glaciomarine origin from the Middle Permian (Guadalupian) Westley Park Sandstone Member (Broughton Formation) in the southern Sydney Basin, southeastern Australia. Zoophycos from both regions consists of planar spreite with major and minor lamellae and a cylindrical tunnel interpreted as a marginal tube and ⁄ or axial shaft. The cylindrical tunnel is herein considered to be an essential component of Zoophycos, and thus can be used to define and characterize the morphological variability of Zoophycos. It is suggested that the variation of spreite and major and minor lamellae originated from the different morphologies and migration manners of the cylindrical tunnel. The shallowest, shallow, middle and deepest Zoophycos tiers have been distinguished in ZCI on the basis of cross-cutting relationships, the soft-sediment deformation and the contrast in colour between Zoophycos and its host rock. The multiple tiers may represent the substrate consistency spectrum from a softground through a stiffground to a firmground.The different Zoophycos tiers may have been constructed by tracemakers of either different or the same taxonomic affinities in response to the gradual accretion and lithification of sediment layers on the seafloor. The tracemakers appeared to be very sensitive to neither climate nor lithology. The width of the planar spreiten of Zoophycos decreases slightly with the depth of tiering in ZCI

In the context of the rise of China, Southeast Asian countries and Australia have begun shifting towards an accommodation policy. Robert Ross examines the accommodation policy in South Korea, Mochizuki discusses Japanese accommodationists, and Manicom and O’Neil show some evidence of Australian accommodation of Chinese strategic preferences. The scholarship has, however, narrowly focused on and overestimated the role of security. Through a study of the origin, process, structural conditions and impacts of accommodation policy, this paper broadens the concept of accommodation to capture its multiple meanings and practices. It finds that a selective accommodation policy and strategy toward the rise of China developed in Australia is a sign of the changing power relations under which the mainstream paradigms of containment and engagement, hard balancing or bandwagoning, have proved inadequate to the task of dealing with China, and that economic interdependence has driven the politics of accommodation in Australia and several Asian countries.

The Ecomusée, as emerged in France in the 1970s, is a form of open-air museum that aims to maintain collections in their original environments with local communities serving as curators and managing their own heritage. This approach and philosophy implies and is dependent upon democratic principles in the conservation and interpretation processes. Since the 1990s, China has adopted the ecomusée concept for the conservation of selected ethnic villages to relieve tensions between poverty and heritage conservation. However, does this concept really work in China? To answer this question, the Suojia Ecomuseum, the first such initiative - has been selected as a case study and assessed using the mixed methodologies of on-site observation, documentation and semistructured interviews. This process has identified several issues and problems associated with this ecomuseum. It demonstrates that Suojia Ecomuseum has not achieved international benchmarks, neither philosophical nor practical expectations have been met. This conclusion challenges the internationally acknowledged notion that all ecomuseums develop and are operated using a bottom-up approach, that they were all community-based and democratic. These discrepancies lead to other questions about the differences between ecomuseums in China and elsewhere. In order to map and compare the differences between ecomuseums in China and in Western democracies, a detailed survey was undertaken using Melbourne’s Living Museum of the West, Australia. Applying the same methodologies as in China, a comparable examination was undertaken as to its background, objectives, management structures, programs and activities, and project outcomes as well as problems. The differences between Suojia Ecomuseum and Melbourne’s Living Museum are then explained and shown. They demonstrate quite diverse organisations with different objectives and management structures relating to different cultural and natural resources. However, the unexpected finding was that the futures of both ecomuseums relied on the financial support and passion of younger generations and hence were vulnerable.

The study investigated the mathematics curricula standards set by the governments in China, Australia(Victoria) and Finland in the aspects of the amount of content statements, the structure of content areas, level of details, level of requirement, the distribution of content, and the changes of content areas. The results show that China's mathematics standard has the biggest amount of and the most detailed content statements; that of Australia is in the second place; and Finnish standard has the least amount of content statements that are very general. The standards in all three countries emphasize numbers and operation and geometry.However,China's standards present a dynamic change, with different focus for different grades; Australian standards have similar proportion of each part of content for different grades and the amount of each part increases with grade; there is no fixed setting and proportion of content in Finnish standard, which is not confined by any mode.

Abundant, well-preserved Zoophycos is common in the lower and middle Permian paleotropical neritic limestone of South China and in the middle Permian glaciomarine lithic wackestone of southeastern Australia. Zoophycos from both regions is composed of a marginal tube and a tongue-like spreiten complex, the latter itself consisting of primary lamellae in planar view and backfill structures (dark and light menisci) in cross-sectional view. The Zoophycos tracemaker is interpreted to have periodically collected and fed on the surrounding nutrient-enriched sediments within a shallow depth of the seafloor. The dark menisci may correspond to the burrowing phase, whereas the light menisci may be related to a multiple-behavior phase, including dwelling, feeding, farming, resting, and excreting. Symbiotic microorganisms (e.g., sulphate-reducing bacteria) may have been closely involved with the Zoophycos tracemaker in producing the complex structures of the spreiten, based on the abundant pyrite framboids that were found in the Zoophycos spreiten. We suggest that Zoophycos is not simply a biogenic sedimentary structure formed by the motion of the tracemaker; rather it represents a set of complex and elaborate biogenic structures formed by a succession of life behaviors of the tracemaker along with its symbiotic microorganisms. The complete formative process of Zoophycos is reconstructed and linked to its morphology, based on this interpretation.

International Association for the Evaluation of Educational Achievement (IEA) cross-national studies (FIMS, SIMS and TIMSS) show that gender differences in mathematical achievements and attitudes have decreased considerably over thirty years (Hanna, 2000), however, mathematics is still historically stereotyped as a male domain with crucial evidence supporting this belief (Forgasz, Leder, & Kloosterman, 2009). Previous research showed that gender differences in mathematics participation,performance and achievement existed widely in the majority of English speaking countries, specifically favouring boys (Forgasz, 1992; Hyde, Fennema, & Lamon, 1990; Tiedemann, 2000). Hyde, Lindberg, Linn, Ellis and Williams (2008) pointed out that the stereotype that females lack mathematical ability persists and is widely held by parents and teachers.Mathematics teaching materials play an important role in mathematics teaching and learning. The contents within mathematical teaching materials are rational, and deliver both explicit and implicit information. The explicit information refers to mathematics knowledge that students can learn from textbooks, while the latter one, also named as hidden curriculum, contains social and cultural messages. Hidden curriculum is a side effect of education. It has deep and long-term influences on students’ construction of math-gender stereotype that impact their future mathematicallearning (Zhang & Zhou, 2008). Therefore, this study will investigate Chinese andAustralian elementary mathematics teaching materials to explore the messages of gender equity and inequity delivered through hidden curriculum including names, images and problem-solving contexts. Based on the findings, practical implications concerning the promotion of equitable gender environments within elementary mathematics teaching materials from a cross-cultural perspective will be discussed.

The editors of this extraordinary book, Indika Liyanage and Badeng Nima, have brought together a wonderfully wide-ranging collection of chapters. The breadth and depth of the studies of education issues in China and Australia are impressive. The topics encompass important questions concerning education policies, curricula, pedagogy, equality, parental engagement, cultural heritage, and anti-drug education. The scope of the book includes Chinese and Australian settings that range from kindergartens to higher education, and from rural to urban environments. The diversity of the book strengthens rather than weakens its coherence, because the golden thread running through all the chapters is a portrayal of the complexity of education provision when global, national and local forces interact. Written by academics with hands-on experience, the chapters provide evidence-based discussions of practical conundrums, enriched by the sophisticated use of interdisciplinary approaches. As a result, this book is powerful, challenging and ground-breaking.

The majority of today’s authoritarian regimes have little hope of promoting autocracy beyond their own borders, let alone to consolidated democratic countries. However, China and Singapore are two prominent examples of non-democratic countries whose soft power arsenals have given them some global appeal beyond that enjoyed by most authoritarian regimes. But to what extent has China’s and Singapore’s power of example influenced consolidated democracies in terms that the latter wanting to replicate some political practices or even norms in these non-democratic regimes? In this article, we engage recent works to examine this question in relation to how Australians perceive the political example offered by China and Singapore. Focusing our analysis on several prominent polls conducted recently by the Lowy Institute for International Policy, we suggest that at present there is little evidence of a causal impact of the rise of authoritarian powerhouses such as China and Singapore on how Australians view democracy at home. Through these case studies, this article sheds some light on the theoretical as well as practical questions about the inherent impediments of authoritarian diffusion in consolidated democracies.

This comparative review of statutory provisions of Australian and Chinese law focuses on accessibility of mental health care, diagnosis, admission and treatment orders for involuntary patients in civil cases as well as discharge procedures. The introduction contextualises the object of the comparative study, including key rights and principles that are used as the basis for analysis. Such factors as different political and legal systems, history, culture, and infrastructure resources of China and Australia form the background for the legal examination. Not surprisingly, these five factors, rather than statutory texts per se, are found to be the most important drivers of each country’s approach to the law of mental health. Two cases, XX v WW [2014] VSC 564 in Australia and Xu Lixin v Xu Canxing, Qingchun Psychiatric Rehabilitation Hospital of Shanghai [2015], known as the Right to Liberty Case, in China illustrate practical differences in legal approach to involuntary treatment. The comparative analysis concludes by identifying the most problematic aspects of the legislation in each country.

There is a widely held view in the literature that foreign companies looking to invest in the China market should opt for joint ventures rather than wholly foreign-owned enterprises for many reasons, ranging from a smaller capital commitment to utilising the market knowledge of local Chinese partners. This paper examines this issue in the light of the experience of the Foster's Brewing Group which established three joint ventures in China only to reject this form of market entry option within a few years. The paper looks at some of the reasons behind Foster's rejection of the joint venture option and proposes some key guidelines that foreign companies should follow if they are to successfully establish joint ventures in China.

The protection of minority shareholders has become one of the key features of company law reform in many countries in recent years. Various mechanisms have been created to achieve this objective. Australia has introduced the statutory derivative action procedure mainly based on models drawn from Canada and New Zealand; this provision was inserted into the Corporations Act in March 2000. China has also adopted a similar mechanism – known as the shareholder representative action; this scheme was based upon China’s understanding of statutory derivative actions in Western countries. China’s derivative action mechanism is reflected in amendments to the 2005 PRC Company Law and 2005 Securities Law that both were passed on 27 October 2005 and came into effective on 1 January 2006. The development of statutory derivative actions in different countries demonstrates the interaction between forces of convergence and divergence in company law reforms. This article reviews different mechanisms adopted in the Chinese law for the protection of minority shareholders. It especially focuses on an analysis of the nature of the shareholder representative action and the procedures for its utilisation in China – the equivalent to Western countries’ derivative actions. In comparison with statutory derivative actions in Australia, this article argues that the concept of the shareholder representative action in China rests upon a misunderstanding of Western derivative actions; this has involved a compromise between the dire need to protect shareholders and the ambiguities of a weak court system. As a consequence, China’s reforms in this area are largely a tentative gesture and are therefore unlikely to be very effective.
