Regulation and autonomy in teacher education: government, community or democracy?

Current attempts in industrialised countries to regulate teacher education in increasingly prescriptive ways raise profound social, ethical and pedagogical issues. This paper looks at the challenge such prescriptions pose and suggests that such regulation serves the democratic state less well than a more autonomous form of education. The implications of this alternative for teacher education are explored.

A new relationship between planning and democracy? Urban activism in Melbourne 1965-1975

This paper is a reflective overview of urban social protest in the years 1965-1975 and its influence on post-war planning, especially on models of public participation in planning, and conceptions of effective local democracy. Drawing extensively on a major study of urban activism in Melbourne, Australia, the paper discusses the political and organisational strategies used by activists in Melbourne’s inner city areas to resist the large-scale planning/urban renewal projects especially of the Victorian state government. The paper focuses on Melbourne’s inner city Residents’ Action Groups and examines their motivations, strategies and rationales, placing them within an international context of urban protest movements demanding local democracy and consultation. The paper concludes that the Melbourne urban protest movements of the late 60s and early 70s deserve recognition for their contribution to inclusive, consultative processes in planning decision-making. This is done within a context of questioning contemporary academic discussion around the interpretative concept of gentrification, widely and indiscriminately applied to this and later periods of urban change.

Democracies of the globalised world has been have been striving towards citizen empowerment in the recent decade where E-Governance is perceived as a facilitator. Democratic governments in general feel that being accessible online 24/7 to the average citizen not only makes them transparent, but also empowers the average citizen. In this process, citizen data privacy, information sharing across nations and uniform accessibility to electronic services delivery, emerge as pertinent issues. Through a critical discourse analysis, we take a deeper look at the perception of egovernance being a catalyst in empowering citizens in the global progress towards electronic democracies.

E-democracy: media-liminal space in the era of age compression

In this chapter, the authors will look at the ideas of e-government and e-governance and practical examples of how new media are being used to enhance decision-making in democratic societies. The authors argue that the learning environments that have emerged from interactive entertainment and other contexts signal a change in the nature and role of liminality-the transition to citizen and civic engagement-in modern society.

Protection for sale in a developing country : democracy vs. dictatorship

For a "genuine" small open economy that has experienced both dictatorship and democracy, we find support for the predictions of the Grossman-Helpman (1994) "Protection for Sale" model. In contrast to previous studies, we use various protection measures (including tariffs, the direct measure of the theoretical model) and perform both single-year and panel regressions. Using Turkish industry-level data, the government's weight on welfare is estimated to be much larger than that on contributions. More importantly, we find that this weight is generally higher for the democratic regime than for dictatorship.
