Following a long independence struggle and international intervention, in 2006 the tiny impoverished state of Timor-Leste almost imploded in civil chaos and institutional collapse. The events of the time were quickly defined in terms of an east-west geographical and, broadly, linguistic and political divide, corresponding to pro- and anti-government groupings. International intervention quelled the worst of the violence, although elections in 2007 confirmed the general tendency, if not an absolute alignment, to the divide that had appeared in 2006. However, much also united Timor-Leste historically and culturally and, increasingly, in a broad acceptance of civic institutions. It was from this base that the small and sometimes fragile state began to build what promised to be a more coherent future.

Green marketing is not achieving its potential for improving the quality of life of consumers, while improving the natural ecosystem. The failure is the result of the inability of consumers, firms and governments to adopt systems thinking, in which macro-marketing perspectives are integrated into their respective micro-decisions, that is, the anthropocentric view of the natural world is disregarded. The paper discusses why the three groups above have had difficulties in embracing environmental issues, thus impeding real transformative green marketing from occurring. To address the difficulties three proposed actions need to be undertaken: (1) Marketers need to look for new ways of calculating and communicating value that integrates environmental value, thereby moving away from financial measures which have no real environmental meaning. (2) Change the discourse regarding the environment, highlighting the importance of action and inaction, which needs to be based on increased education about the human–environment interface. (3) Marketing needs to refocus its emphasis on want satisfaction, shifting away from the acquisition of goods, thereby enhancing how marketers create value. Making these changes will allow marketers to operationalize transformative green marketing so the human condition and the natural system that humans operate within are both improved and bring about transformative green marketing.

The author provides a diagram and table which reflect his conceptualisation of issues surrounding the definition of a doctorate. Two broad questions frame this characterisation: (i) what defines the doctorate? and (ii) where to now? In relation to the first question the author contends that the resources available to students, supervisors and institutions significantly influence what is regarded as a 'good' doctorate and the 'protection' of this standard. An overlapping set of issues is identified in response to the question 'where to now'? These are expressed as strategies in negotiating doctorate definitions and futures; some more reminiscent of times past and some cognisant of prevailing conditions, while others offer a qualitatively different strategy that explores (or generates) possibilities and opportunities within the parameters of the doctorate.

This research provides a deeper insight into the performance of Alliances for the construction of road, rail and water projects. The results review 18 public infrastructure projects across Australia that utilized the Alliance form of procurement. The results were based on interviews which addressed the most important management issues impacting on the performance of Alliances. The respondents were selected from a sample of members of the Alliance Leadership Teams (ALT) and the Alliance Management Teams (AMT) that had recently completed a range of infrastructure projects. Results revealed that communication and trust between the ALT and AMT teams was a major issue that impacted on the effectiveness of the Alliance. Further, the research identified several factors that are necessary preconditions for the Alliance to be successful. The study reported on the perceived performance of Alliances to deliver in the key areas that was identified by the client organizations prior to commencement of the project. There are an increasing number of international organizations contemplating construction projects using “Alliancing”. The results of this paper will assist clients in making more informed decisions about the possibility that this form of procurement will be effective in meeting the needs of the project and its stakeholders.

From 2011 the teaching and learning of History will be expanded into all primary schools (Kindergarten – Year 6) throughout Australia under a National Curriculum, including the formal preschool/kindergarten year. History as one of four core subjects will replace current studies of society and environment curriculum taught in primary schools across. The curriculum implementation process will involve a cultural and pedagogical shift as primary teachers make adjustments to the discipline of History. This article begins with an outline of the current curriculum context. An analysis of the New South Wales Human Society and Its Environment and the Australian Curriculum: History Draft Consultation documents follows. The findings indicate that the History Draft Consultation lacks clear guidance for teachers and has a number of shortcomings compared to the NSW HSIE syllabus. There are opportunities, however, for primary teachers because of the broad similarities of content knowledge in both documents and the embedded historical concepts in the NSW syllabus document.

The current study aims investigate the relationship between participants’ neighbourhood perceptions and social capital and resident well-being using data from the Neighbourhood Renewal Project (NRP; n = 7855). Resident well-being was positively associated with the quality of the physical environment and safety of the neighbourhood, but negatively associated with government trustworthiness and community connections. Life satisfaction had a positive relationship with community connections, resident well-being, as well as quality of community services and safety. We conclude that free or low-cost opportunities to engage and connect with neighbours through participation in activities such as sporting groups, volunteer organizations, and leisure/hobby groups may increase life satisfaction of individuals in a neighbourhood, particularly for those living in low socioeconomic or stigmatized areas.

This article examines the findings from a survey of 207 regional small businesses and 68 regional lawyers that explored the small business experience of accessing legal services in rural and regional Victoria. In particular, it considers small business expectations of local legal practices, their degree of satisfaction with existing legal services and identifies current and potential demand and supply gaps. By doing so it seeks to determine potential areas in which regional law firms can improve, expand and refine their services in response to the current and emerging demands on them and the communities they serve.

This paper emerges in response to the recent initiative by the Australian Association of Social Workers (AASW) to mandate the inclusion of specific, clinically based mental health curriculum into qualifying social work programs across Australia. Whilst the authors affirm the importance of an emphasis of mental health in social work education, we further suggest that the professional repositioning of social work in mental health must be informed by critical/postmodern theoretical approaches. If social work is to engender and maintain its unique and vital role in problematising simplistic, depoliticised and individualising constructions of mental health and illness, we need to promote more contextualised and holistic understandings of people’s experiences. The paper concludes by offering an example of critical mental health curriculum.
