A study to assess distribution, numbers and habitat of the Rufous Bristlebird was conducted during 1997 and 1998 along the coast at Aireys Inlet, Victoria. Monthly surveys were conducted along selected pathways for 1 h at sunrise, noon and late afternoon. Birds were recorded on the basis of sightings and calls; 75% of records were from calls. The number of records of birds for April–June was significantly lower than for January–March, July–September and October–December. There was no difference in frequency of records due to weather conditions (clear, overcast or rain), presence of wind or difference in temperature. The Rufous Bristlebird inhabited remnant coastal vegetation, but also utilised nearby house gardens and road verges. Birds appeared to occupy distinct territories, with each separate territory occuring along a narrow strip of land on the coastal cliffs. The number of territories identified ranged from 14 to 33. Territories were occupied predominantly by pairs of birds. The minimum number of birds present was estimated for each survey session and ranged from 2 to 34. A conservative estimate of the bristlebird population in the area, based on the assumption that a territory was occupied by a pair, was thus between 28 and 66. A number of threats to the Rufous Bristlebird were identified in the study area including loss and fragmentation of habitat from housing developments and walking tracks. Introduced predators including foxes, cats and rats have been recorded, but their impact is unknown. The effect of people walking along the tracks and the presence of dogs is unclear.

In secondary school biology in Victoria State, Australia, practical work including laboratory exercises, fieldwork and other research activities is carried out more frequently than in Japanese senior high school biology. The authors examined the contents of the practical work and how often such practical work is carried out in some urban and rural secondary schools in Victoria. The topics of biology practical work were based on the VCE Biology Study Design which was published by the Victorian Board of Studies. Some of the activities continued for some weeks. Sometimes students went out from their school for fieldwork for a few days. The average number of practical work per credit was about 4. This number is consider ably larger than the value (2.3 per credit) which was reported on senior high schools in Osaka Prefecture. Why so often can the practical work be carried out? The main reason is that as well as the scores of ordinary paper tests, the evaluation of each practical work is taken into consideration at the entrance examination of universities and other tertiary education institutes in Victoria State.

The impact of time since fire after two consecutive wildfires 44 years apart (1939 and 1983) within the same area, and the distance from the fire boundary «100 m or 500-2000 m), were investigated in relation to the distribution and abundance of arboreal marsupials in 1994. Arboreal marsupials were censused by stagwatching and spotlighting in two relatively young age classes of mountain ash (Eucalyptus regnans) dominated forest in the Central Highlands of Victoria. Five species of arboreal marsupial were detected, but only three were detected in sufficient numbers to determine habitat preferences. Petauroides volans (greater glider) was statistically more abundant in 1939 regrowth forests, while Trichosurus caninus (mountain brushtail possum) showed no significant preference for either age class of forest. All but one record of Gymnobelideus leadbeateri (Leadbeater's possum) came from young forest, though the effect of age-class was not statistically significant. Distance from fire boundary explained little or no variation in mammal distribution or abundance. While the actual number of hollow-bearing trees was similar in both age classes of forest, the long-term lifespan of hollow-bearing trees in more recently burnt forest is predicted to be lower than in unburnt or not recently burnt forest. Post-fire salvage logging following the 1983 wildfires appears to have reduced the number of hollow-bearing trees at sites burnt in 1983.

In Australia 'the hospital' has long been considered the cornerstone of small, rural health services. However, this premise has been altered significantly by the introduction of casemix loading and diagnostic-related groups that promote a rationalised output-based model of management. In the light of these changes, many rural health services have struggled to reinvent themselves by establishing a range of service models such as Multi-purpose Service (MPS) and Health Streams, while maintaining traditional models (i.e. bush nursing centres, nursing homes and aged-care facilities). These changes are about survival. This paper analyses one such case in south-west Victoria, the Macarthur and District Community Outreach Service, and compares the outcomes with other similar Victorian rural health research projects. Particular attention is paid to the nature of the health services, the management of change and the proposed health outcomes for the local rural communities. In conclusion, it is argued that this study adds to the body of knowledge surrounding the construction of models of community health and development programming, These models impact upon future rural and remote area initiatives throughout Australia.

The performance of a strip search by a police officer is a serious interference with the liberty and dignity of an individual. However, it is considered by police to be an important part of their law enforcement armory and one that is increasingly necessary to utilise to assist in the investigation and prosecution of drug-related crimes. This article considers the troublesome issue of whether and in what circumstances the common law may extend to police the power to conduct a strip search. In addition, there is an examination of the statutes and regulations that purportedly give police in Victoria the power to strip search with particular attention given to ss 81 and 82 of the Drugs, Poisons and Controlled Substances Act 1981 (Vic).

Substantial State Government funding has bun committed in Victoria for the enhancement of maternity services. The funding is intended to improve the quality of care for women and meet consumer expectations for choice and continuity of care in maternity services. This paper reports on a mid-term review (the 'review') of the Victorian Maternity services Program. which was conducted by the authors on behalf of the Victorian Department of Human Services. Documentary analysis was conducted for the review, and workshops and key informant interviews were held throughout Victoria with midwives, medical staff and Department of Human Services staff. The review found that there had been many gains as a result of the Maternity services Program and identified directions for further development. Issues of change and facilitators of change processes in maternity services are highlighted in this article.

A testing facility for combustion of biomass and sampling of emissions has been established at Deakin University. In this pilot project using this facility, four kinds of locally grown wood species were burned and the particle emissions sampled and analysed for Polycyclic Aromatic Hydrocarbons (PAHs). The selected wood species covering pine, red gum, yellow box and sugar gum, are the most popular domestic fuel wood in Australia. Particulate matter emissions from burning of each load of wood were sampled from the flue using a standard stack emission sampling train. The particle-laden filters were extracted and the .extract analysed to determine PAH concentrations by Gas Chromatographyl Mass Spectrometer (Gc/MS). The sampling was conducted under two different burning conditions with the air inlet of the combustion chamber fully open and with it half open. A suite of 15 PAHs, ranging from naphthalene (C IOHB) to dibenzolahlanthracene (C12H14), were selected for analysis. PAH profiles for the four wood species, under the different burning regimes, have been generated. Some preliminary emission factors for the different wood species have been derived as microgram of summed PAHs (rPAHs) emittedlkilogram of wood burned. Total Particulate Matter (TPM) emission factors were also obtained from gravimetric measurement of the sample filter before and after the combustion. Based on these emission factors, pine displayed the highest level of rPAHs emitted from the combustion of the four wood species, with sugar gum showing the lowest level of rPAHs emission. Emission factors associated with the slow burning condition clearly showed higher l:PAH levels compared to the faster burning condition. During the faster burning condition, red gum and pine show a higher percentage of rPAH to TPM than sugar gum or yellow box. Under the slower burning. the l:PAHlTPM ratio in every case was greater.

The promotion of closer settlement in the Australian state of Victoria between 1898 and 1914 was viewed as a panacea to many of the problems that beset the state. The region known as the Western District of Victoria was seen as particularly suitable for the application of land re-settlement policy. The study of this region highlights several important features of the closer settlement experiment in Victoria. First, it illustrates how the basic principles of closer settlement were used to further the interests of particular groups. Second, it highlights the flaws in foundations of the Closer Settlement Act which impacted on the settlers chances of success. And thirdly it points to the disastrous implications of policy implementation that paid little attention to the geographical and economic parameters governing the outcome of farming enterprises.

The purpose of this article is to consider some different legal models for the liability of corporations for the deaths and serious injuries of their employees, with particular emphasis on the law in Victoria.

Two recent developments in Victoria prompt this consideration. First, on 30 July 2001, the Victorian Supreme Court handed down its sentencing decision in the case arising from the explosion on 25 September 1998 at the Longford gas plant operated by Esso Australia Pty Ltd. The decision marked the end of the formal public consideration of a devastating event in Victorian industrial history, which began with the Royal Commission set up on 20 October 1998 to investigate the causes of an explosion in which two workers died and eight others were injured. Second, in early 2002, the Victorian Government failed in its attempt to introduce new criminal offences for corporate employers whose employees are killed or seriously injured at work. In spite of their failure to be passed by the Legislative Council in Victoria, these proposals warrant consideration. They represent a growing trend by policy makers in attempting to address more effectively the question of the liability for deaths and serious injuries of workers to employers who operate through the corporate form.

Issue addressed: Health programs have been part of the responsibility of Victorian school education for 90 years. Yet rarely have there been studies to identify what is happening in school health promotion, or what the differences between schools might be, particularly in relation to the socioeconomic status of the school community and whether the school is in a metropolitan or regional area. Methods: In 1997 all Victorian schools (primary and secondary) in the State, Catholic and Independent systems were sent questionnaires in order to promote broader awareness about health promotion, and to identify what health programs, policies and activities the schools believed existed within their school community. A response rate of 43% was achieved, and results were collated under the six domains of the Health Promoting School model as outlined by the Western Pacific Regional Office of the World Health Organisation. Data analysed in this paper compared highest versus lowest quartiles for socioeconomic status (SES), and schools in metropolitan Melbourne versus regional areas. Results: Most differences between schools based on socioeconomic status occurred in secondary schools and were related mainly to environmental policies and practices, use of back packs, the presence of safety policies, involvement of parents in school activities and the provision of services for mental and social health needs. All differences were in favour of the highest SES quartile schools. Environmental policies and procedures, and school-based health and welfare services were present more often in metropolitan schools than in regional and rural schools. Conclusion: Although there were notable differences between schools, the audit results pointed to more similarities than differences between schools in the highest and lowest SES quartiles for health-related policies and practices; there were even fewer differences between metropolitan and non-metropolitan schools. So what: Regardless of the actual advantages and disadvantages schools experience with respect to location or socioeconomic status, it is important to understand that school staff perceive that they can and do have reasonably comprehensive health policies, procedures and practices to address health issues. Nevertheless, clear differences between schools did emerge in certain health areas and findings will assist policy making and the allocation of limited resources.

This note reports an incidental observation of a Black Falcon Falco subniger taking a Zebra Finch Taeniopygia guttata. The captured Finch voided the contents of its crop, revealing that it had been feeding on Onion Grass Romulea rosea. Zebra Finches have not been reported in the diet of Black Falcons, and Onion Grass seeds have not been reported in the diet of Zebra Finches previously.

Observations are presented of Forest Ravens Corvus tasmanicus, and an Australian Magpie Gymnorhina tibicen, foraging by gleaning the sand on a beach.
