This paper describes the rationale behind the specification and acquisition of a Digital Objects Management System (DOMS) at Deakin University. Key drivers are: compliance with the provisions of the Digital Agenda Act for the communication of copyright works; improved management of Deakin’s intellectual property, and reduction in costs of delivering online content via a learning management system.

Details of the desired functionality and potential integration issues are addressed. During the specification stage, additional uses for a digital object management system were identified that relate to the broader notion of knowledge management, and these will be discussed.

At the time of writing, no decision has been made as to which vendor(s) will be successful in gaining the University’s contract for the management of digital learning objects.

In desert rodents, the production of concentrated urine is essential for survival in xeric environments in order to conserve water. Reabsorption of water in the kidney is dependent on large osmotic gradients in the renal medulla. This causes the renal cells to be bathed in a hypertonic extracellular fluid that can compromise cellular function. In response to hypertonicity, kidney cells accumulate compatible, non-ionic osmolytes that lower the ionic strength within the cells to isotonic levels by replacing intracellular ionic electrolytes. The tonicity-responsive enhancer binding protein (TonEBP) is a transcription factor that regulates the expression of genes that encode proteins that catalyse the accumulation of compatible osmolytes. We investigated the expression of TonEBP mRNA and protein and compatible osmolyte genes in the Spinifex hopping mouse, Notomys alexis, an Australian desert rodent that produces a highly concentrated urine. TonEBP mRNA expression was unchanged after 3 days of water deprivation but was significantly increased after 7 and 14 days of water deprivation. Immunohistochemistry showed that during water deprivation TonEBP had translocated from the cytoplasm into the nucleus of cells in the renal medulla and papilla. In addition, 3, 7 and 14 days of water deprivation caused a significant increase in aldose reductase (AR), myo-inositol (SMIT), betaine/GABA (BGT-1) and taurine (TauT) transporter mRNA expression, which is indicative of an increase in TonEBP activity. In desert rodents, TonEBP regulation of gene transcription is probably an important mechanism to protect renal cells in the face of the large corticomedullary gradient that is required to concentrate urine and conserve water.

The effect of climate change and global warming has received increased attention in society with constant reminders about the importance of energy efficiency and sustainability in buildings. Whilst the focus is often placed on smaller items such as plastic bags, air conditioners and motor vehicles, the emphasis has recently shifted to structures in the built environment. Office buildings have been identified as contributing significantly to global warming during their building lifecycle with a substantial contribution to CO2 omissions. In response, building designs and construction techniques have evolved over time to improve energy efficiency and reduce CO2 omissions. Whilst property valuers, managers and analysts must remain up-to-date regarding changes, relatively little research has been conducted about whether and how increased sustainability, such as signified in a Green Star rating affects a property’s highest and best value and long-term lifecycle. This study investigates the degree to which sustainability is understood in the property marketplace, especially in relation to property values with the emphasis placed on a cost- benefit analysis from both an owner’s and tenant’s perspective. Whilst it may be argued that incorporating sustainability into a new office building is cost prohibitive on a financial cost-benefit analysis, often various minor steps can be taken to upgrade the sustainability of an existing building. This project examines recent trends in capital expenditure to increase the sustainability of offices and where Green Star ratings have been applied to establish whether any corresponding increase in value is evident. In order to develop a researchframework, a thorough literature review will be conducted of recent Australian and overseas studies. This will enable links between sustainability and office buildings to be highlighted, and vitally how they affect a property’s value in both the short and long-term.

This article aims to investigate the need for effective exchanges between knowledge generators and knowledge users in water management. Firstly, we explore the use of adaptive management for water governance and then outline the communication issues of water-management knowledge at a regional scale. Central to this approach is the need to harness 'local' knowledge that can be used to develop community participation in local water governance. Accordingly, we propose a three-network communication model to illustrate the process and identify the issues of concern for developing place-based strategies. Since research plays a central role in knowledge generation, one of the first ways to proceed is to recognise local research and incorporate it into an inclusive decision-making process. One way to achieve this is through the development of regional networks that are openly available to all, and we explore this by focusing on the place of 'network thinking' at local scale using a newly developed regional network for local knowledge dissemination in south-west Victoria, Australia. We conclude that so far this new network is too heavily reliant upon one web-based tool and outline a broader range of strategies that can be used to achieve its aims.

Unlike other fibres, wool felts readily when agitated in the presence of water. For this reason, only the minimum necessary quantity of water is used when the garments are drycleaned. However, wool fibres are often deliberately felted to obtain a warm bulky handle by controlled addition of water to the solvent. This process is known as solvent milling and recently, it has become a popular alternative to the traditional milling in water alone. Although the factors which influence milling in solvent are known, the relationships between them are not well defined. A comprehensive study of the relationship between water distribution and milling shrinkage during agitation of wool in perchloroethylene has been carried out in this thesis. The Karl Fischer method of determination was used throughout to establish the distribution of water between the wool fibre and the solvent liquor. The emphasis was placed on practical production variables. The role of surfactant in affecting milling shrinkage through its effect on the transport of water to the fibre from the solvent was examined. The ability of a suitable surfactant in promoting even and rapid sorption of water by the fibre was related to the colloidal properties of the milling liquor.

The City of Melbourne is aiming to be carbon neutral by 2020 (Arup 2008) and have set a target of adapting twelve hundred commercial buildings to incorporate sustainability initiatives to reduce greenhouse gas emissions from the sector (AECOM 2008). In order to meet this target the City of Melbourne is taking a proactive approach to establish strategies to deliver sustainability in the built environment within the 2020 timeframe. With regards to upgrading and building maintenance 71% of investment is used for such works (Department of the Environment 2008) and the total Australian property stock was worth over $6 trillion in June 2008. Given that building services in commercial buildings typically lasts between 20-30 years and the average age of the stock is 31 years – it appears that many properties are due for adaptation and there is major opportunity for adaptation that alleviates the impact of global warming and climate change.

Uncertainty surfaces such as; how much adaptation of existing stock is typically undertaken? And is the target of 1200 adaptations before 2020 achievable? Furthermore how could the City identify which buildings are most probable to be adapted prior to 2020? This paper details the configuration of a database of Melbourne buildings populated with data about physical, social, economic legislative and environmental attributes. There is a discussion about how the database will be used to determine; how much adaptive reuse has been undertaken historically; if any triggers to adaptation can be identified; and whether any relationships between adaptation physical, social, economic, legislative and environmental attributes and adaptation exist. The relevance of this research is obvious to all policy makers where adaptation of existing commercial buildings is perceived a as key component of delivering sustainability.

Many animals live in the deserts of Australia and survive without drinking water. This research examined desert adaptations in the Spinifex hopping mouse (Notomys alexis), and is the first study to demonstrate how many genes and exzymes in the kidney are controlled to maintain water balance in the absence of drinking water.

This thesis investigated the cracking and distortion of water jackets in engine blocks. The Taguchi method was utilized to improve production process and in doing so, reducing the scrap of water jacket cores by over 60%. Further, by altering core material and pouring temperature, casting distortion was improved.

The abolition of riparian entitlements in the early stages of colonial Australia and the vesting of these rights in the Crown represented a turning point for the evolution of private water rights. The extinguishment of common law rights connected to vested land interests and the introduction of new, unaligned statutory entitlements provided a new and fundamentally different system for the creation and regulation of private water entitlements. Unlike riparian entitlements, in the absence of express definition, statutory water entitlements may only be verified as property where such a construction is consistent with the nature and scope of the entitlement. In this respect, the statutory framework has disaggregated the propertisation of water rights from land ownership and linked the process to broader statutory interpretation principles. The shift away from institutional property has generated concerns about the interpretive approaches appropriate for the verification of legislative water entitlements. This article examines the existing interpretive approaches and argues that the blurring of the propertisation process with the separate issue of whether any change or modification of such water rights attracts s 51(xxxi) of the Commonwealth Constitution has produced a situation where core property indicia is increasingly overshadowed by legislative defeasibility. In the recent High Court decision of ICM Agriculture Pty Ltd v Commonwealth, the focus of the majority judgements upon the inherent susceptibility of legislative entitlements to variation or extinguishment acted as a catalyst for the non-propertisation of statutory bore water licences in New South Wales. The emphasis the majority judgements gave to legislative defeasibility precluded a full and balanced assessment of other highly relevant property indicia, in particular the expectation interests of the holders. Conflating property and constitutional evaluation in this way is inappropriate in an era where entitlements to natural resource interests are increasingly statute based and the verification process has significant social and economic repercussions. Determining whether a statutory entitlement constitutes property requires a careful balancing of legislative intent, social and environmental context and individual expectation and the vicissitudes of a regulatory context should not eclipse this process.

The quality of drinking water generally degrades when it is delivered through a distribution system due to the decay of disinfectant, which subsequently allows the re-growth of microorganisms in the distribution system. A model that describes the changes that occur in the water quality in distribution system is needed to determine whether to enhance the treatment processes or to improve the distribution system so that microbiological criteria are met. This paper describes how chlorine decay kinetics are modeled and the model output is used in finding the elements that are contributing to the consumption of chlorine at the treatment plant other than the water itself; this allows better control of chlorine dosing at the treatment plant, which in tum will reduce the formation of disinfectant by-products. In addition, the model will accurately predict the decay due to the organic/inorganic and nitrogenous compounds that are remaining in the water at any point in the distribution system, which will indicate the status of the distribution system with respect to its chlorine consumption. Further, if re-chlorination is introduced in the distribution system downstream of the treatment plant, the model will predict the chlorine decay due to the slow reacting organic and nitrogenous compounds accurately.

A postembedding method has been developed for localizing water soluble allergens in rye-grass pollen. This uses dry fixation in glutaraldehyde vapour, followed by 2,2-dimethoxypropane, prior to a 100% ethanol series leading into embedment in LR Gold. This has allowed the attachment of specific monoclonal antibodies to the allergen, which are themselves probed with specific immunogold labels to the antibodies. Wall and cytoplasmic sites have been identified, representing an improvement of fixation and localization of allergens over previous studies employing polyclonal, broad spectrum antibodies.

Rye-grass allergens are labelled in mature pollen grains in the exine (tectum, nexine and central chamber), and in the electron opaque areas of the cytoplasm, especially mitochondria. The allergens are absent from the intine, polysaccharide (P) particles, amyloplasts, Golgi bodies and endoplasmic reticulum. IgE antibodies derived from humans allergic to rye-grass pollen, bind to similar sites in the cytoplasm but only to the outer surface of the pollen grain wall. This method now provides a valuable tool for further developmental studies on the pollen grains, in order to establish the site/s of synthesis of the allergens.
