K’gari-Fraser Island, the world's largest barrier sand island, is at the crossroads of World Heritage status, due to destructive environmental use in concert with climate change. Will K’gari-Fraser Island exemplify innovative, adaptive management or become just another degraded recreational facility? We synthesize the likely impact of human pressures and predicted consequences on the values of this island. World-renown natural beauty and ongoing biological and geological processes in coastal, wetland, heathland and rainforest environments, all contribute to its World Heritage status. The impact of hundreds of thousands of annual visitors is increasing on the island's biodiversity, cultural connections, ecological functions and environmental values. Maintaining World Heritage values will necessitate the re-framing of values to integrate socioeconomic factors in management and reduce extractive forms of tourism. Environmentally sound, systematic conservation planning that achieves social equity is urgently needed to rectify historical mistakes and update current management practices. Characterizing and sustaining biological refugia will be important to retain biodiversity in areas that are less visited. The development of a coherent approach to interpretation concerning history, access and values is required to encourage a more sympathetic use of this World Heritage environment. Alternatively, ongoing attrition of the islands values by increased levels of destructive use is inevitable.

The socially transformative potential of philosophy education (PhE) to support a broadening of students' horizons and a fostering of their ability to deal with difference and diversity is the focus of this article. This article explores this potential through its examination of whole school values and PhE at one primary school in Queensland, Australia. The central argument is that the school's prioritizing of social outcomes within its values framework can be supported by PhE at the classroom level. In making this case, this article draws on interview data from the school principal (“Ms A”), the school's Philosophy Mentor and Grade Four teacher (“Ms B”) and a Year 4 PhE student (“Jacob”). Given the transformative role schools are expected to play in the teaching of values, the centrality of school and teacher values in shaping student learning and the potential of PhE to enhance the social outcomes of schooling, this article provides a warrant for further interrogation of the agenda and values transmitted through this curriculum area.

Harm minimization as a drug-policy approach represents a major step forward in Australian society's method of dealing with the myriad problems associated with illicit drug use. However, harm minimization lacks a substantial theoretical underpinning and there has been little debate about harm minimization at the sociological level. This article investigates a number of the assertions made within the harm minimization literature and the assumptions on which they are based. These assumptions are critically deconstructed from a number of points of view, including a Foucauldian perspective. Areas investigated include: the use of epidemiological data as a foundation for many harm-reduction strategies, the failure of harm minimization theories to deal adequately with the role of discourse in the drug policy arena, the harm minimization claim to amorality, the use of a utilitarian set of values, the supposed popularity of harm reduction and the idea that the current harm-reduction paradigm clearly acts as an extension of 'surveillance medicine' through the vehicle of governmentality. It is concluded that, whilst harm minimization represents the most promising advance in drug policy in the past, the lack of theoretical rigour in the development of these initiatives results in many of the claims made by proponents of harm-reduction strategies being either overly optimistic or fundamentally flawed.

Defining the meaning of a specific place is difficult. Blairgowrie is a peaceful and naturally protected beach haven on the Nepean Peninsula on the tip of the Mornington Peninsula, in Victoria, Australia. When a major development is perceived as threatening the quality of place, it is perhaps already too late to begin to name its characteristics or particular attributes. The evocative and poetic qualities of Blairgowrie do not reveal themselves immediately. Only over a period of time, and by visiting at various times of the day in all seasons, can one begin to fathom its moods, its soul, its many colours; and to touch its memories. Here sea and sky can meet, or divide, totally unobstructed, depending on climatic conditions, seasonal weather patterns and diurnal changes. It is still possible to get a sense of scale and wide-angle limitless vision. When a Safe Boat Harbour was proposed for Blairgowrie, residents came out in force to voice their objections or their support. A tribunal hearing was put in place. In light of the dismissal of qualitative data, of reflective experiential material, of community opinion, of values of the 'other' in planning tribunal hearings, this paper attempts to build a case for putting into words 'the meaning of place'. The Safe Boat Harbour proposal was the catalyst for this exploration of 'meaning of place', and is not itself primarily the subject of this paper. This very personal paper begins to examine the meaning of this place. Through images, perceptions, and representations; through time; history, topography; flora and fauna: it attempts to find a way of coming to terms with this extraordinary land/seascape. In the long term this project aims to produce relevant, authoritative, and defensible research that provides the context and rationale for the selection and assessment of places of outstanding heritage significance. Further, it will provide a case study in support of new planning regulations for 'place' zones (Mant, 2001) rather than the generic land use zones, which are current in Victoria.

Enforceable undertakings have proven to be a useful mechanism for achieving regulatory compliance in the trade practices context. This paper argues that enforceable environmental undertakings could prove equally useful. An administrative measure of this kind has the potential, if used appropriately, to encourage organisations to take greater ownership of their problems and responsibility for finding solutions.

A short questionnaire was completed by 276 South Australian consumers, which examined postulated relationships between personal values, food lifestyle, demographics and their usual consumption of 24 vegetables. Principal components analyses showed that consumers' vegetable consumption could be divided into several categories, most notably salad and boiled vegetables. In multiple regression analyses different sets of values and lifestyle factors predicted intakes of overall vegetable (Rsq=27 per cent), salad (16 per cent) and boiled (27 per cent) vegetables. Path analysis revealed a complex set of pathways leading from values and personal demographics through motives, perceived food attributes and cooking skills to consumption. These partly confirmed the food lifestyle model proposed by Grunert et al. The findings show that vegetable consumption has a number of contextual and cognitive antecedents but strongly suggest that other likely predictive variables require investigation.

Integrated coastal management (ICM) has been slowly accepted over the last decade as a unifying approach for coastal planning and management throughout the world. Coastal planning aimed at achieving the objectives of ICM can be implemented by varying processes and faces many challenges. One major challenge for coastal planning is to adapt the well-developed theoretical principles of ICM to practical and understandable outcomes in local areas. Associated with this challenge is the need to balance coastal planning objectives for conservation and economic development of a nation or state/province with the objectives of the local community. This article describes a three-tiered approach to coastal planning in Victoria, Australia, which will be of value to other countries, particularly those with subnational coastal planning jurisdictions. This approach not only has the aim of balancing subnational (e.g., state government) and local objectives, but also of applying the theoretical concept of ICM in practice on the ground. In addition, the approach sets out to achieve a sense of ownership of the planning process by local communities by maximizing their involvement at all levels of planning and also by making the state strategy as easy to understand and follow as possible.

Background: This paper proposes that the adequacy of service delivery and caregiving to people who are disabled should be assessed using two criteria. One is the objective circumstance of living, which should be at a standard acceptable to the community at large. The other is a level of subjective wellbeing (SWB) within the normal range. Method: This latter criterion is a novel conception based on an understanding that SWB is homeostatically managed to lie normally within a narrow range of values. Results: People who have a disability are more likely than usual to have a fragile homeostatic system because of the additional life challenges imposed by their disability. Conclusions: The role of a caregiver is to provide resources and protection against strong threats to homeostasis, thereby ensuring that the person in their care has a normal-range level of SWB.

Current changes in the funding of health promotion in community health in Victoria require community health agencies to integrate health promotion with service delivery. This provides both opportunities and challenges for community health staff. Members of the Children’s Service Team at Plenty Valley Community Health Inc. addressed these changes by developing an integrated health promotion plan. The approach used involved identifying client pathways and then integrating opportunities for health promotion interventions into these pathways. Staff perceptions of the process involved in developing the plan were examined. The use of client pathways to integrate health promotion into everyday practice proved a successful approach for members of the Children’s Services Team, and provides a useful model for health promotion planning in community health that helps staff to see the relevance of health promotion to their practice, and engages staff in the planning process. Members of the Children’s Services Team reported that the process involved in developing their integrated health promotion plan was a very worthwhile experience that allowed them a strong sense of ownership of the plan.

The research design for this paper is based on the critical need for greater emphasis by Australian arts organizations on relationship marketing as a means of achieving sustainability. Recent injections of government funds into the performing arts in Australia, to meet a "crisis" in financial viability and audience development, highlighted the dependence of arts organizations on government funds in building audiences. A hypothesis was developed through an analysis of the literature on relationship marketing, cultural economics and value measurement, and an analysis of the long-term outcomes of government strategies for the funding of arts marketing. The hypothesis is that while social intervention is acceptable (even desirable and necessary), and achieves the social goals of governments, market intervention reduces the benefits of relationship-building and the exchange of values between arts organizations and their audiences.

Analysis of government documents and primary research in audience development proved the hypothesis. Empirical research resulted in the development of a theory and model that describe the limits of market intervention and in the development of a definition of values in the continuum of government activity from social to market intervention. The model could be useful for governments in developing arts policy with regard to audiencebuilding. It could also be useful in demonstrating to arts managers that sustainability results not from government funding but rather from relationship-marketing strategies.

Although the development of geographic information system (GIS) technology and digital data manipulation techniques has enabled practitioners in the geographical and geophysical sciences to make more efficient use of resource information, many of the methods used in forming spatial prediction models are still inherently based on traditional techniques of map stacking in which layers of data are combined under the guidance of a theoretical domain model. This paper describes a data-driven approach by which Artificial Neural Networks (ANNs) can be trained to represent a function characterising the probability that an instance of a discrete event, such as the presence of a mineral deposit or the sighting of an endangered animal species, will occur over some grid element of the spatial area under consideration. A case study describes the application of the technique to the task of mineral prospectivity mapping in the Castlemaine region of Victoria using a range of geological, geophysical and geochemical input variables. Comparison of the maps produced using neural networks with maps produced using a density estimation-based technique demonstrates that the maps can reliably be interpreted as representing probabilities. However, while the neural network model and the density estimation-based model yield similar results under an appropriate choice of values for the respective parameters, the neural network approach has several advantages, especially in high dimensional input spaces.

Presents a formative perspective on vocational learning that proposes that vocational competence is dependent upon dispositional development, which in turn results in moves towards maturation. Further, that dispositional and maturational outcomes occur as a result of a lifetime goal-setting intervention employed prior to training Reports qualitative and quantitative research with unemployed adults engaging in vocational education that resulted in four findings. Firstly, that while Training Packages describe assessable outcomes in competency-referenced terms, trainees describe learning outcomes in non-competency referenced terms. Secondly, that vocational trainees describe their learning in terms of dispositional outcomes, that is, in terms of values, interests and attitudes. Thirdly, that dispositions can be categorised in terms of maturational concepts. Fourthly, in support of incremental theory, that trainees made moves towards maturation as a result of a lifetime goal-setting intervention employed prior to training.

The research described in this paper investigated the understandings of the concept of learning styles among VET teachers and trainers; and the perceived usefulness of learning styles as part of VET delivery considerations. The research took place in six provider sites across three States, and involved some 240 VET practitioners in a questionnaire, in focus groups, and in case studies. The questionnaire component of the research indicated that VET practitioners identify learning styles among their students along two major dimensions. The first of these relates to teacher observation of group and individual responses to content presentation methods; and the other is associated with observation of preferred contexts for learning. The qualitative components of the research indicated that VET practitioners identify a wide range of values in an understanding of style, as well as display a considerable understanding of style as an expression of individual differences. An iterative model of practitioner
style identification and response to style was developed from the combined quantitative and qualitative data.

Our construction involves tuples of values that are absorbent, that is, that decide the result of aggregation. We analyze some basic properties of this generalization and determine the absorbent tuples of some popular classes of aggregation operators.

We generalize the notion of a neutral element of aggregation operators. Our construction involves tuples of values that are neutral with respect to the result of aggregation. Neutral tuples are useful to model situations in which information from different sources, or preferences of several decision makers, cancel each other. We examine many popular classes of aggregation operators in respect to their neutral sets, and also construct new aggregation operators with predefined neutral sets
