This paper attempts to examine agreements between two high conflict states - India and Pakistan - in comparison with those between parties characterized by high degrees of conflict along ethnic and religious lines, from a theoretical perspective with a view to determining if legalization has any correlation between the commitments embodied in agreements between such states and the degree of compliance. For purposes of comparison, I examine the historic agreement between Israel and Egypt, and the Darfur Peace Agreement (DPA) as exemplars of similar conflicts where legalization has salience. I adopt the lens of legalization articulated by Abbott, et al, and bring recent advances from the intersection of international relations theory and international law to the design and structuring of agreements between states beset by persistent hostilities. I analyse agreements between India and Pakistan, Israel and Egypt, and the Darfur Peace Agreement, to demonstrate that agreements that are high on the precision-obligation-delegation matrix enjoy higher degrees of success than those that are low on this matrix when concluded between high conflict states. I conclude by arguing that India and Pakistan should aim for hard legalization to solve the Kashmir dispute, and that they must learn from the painful experience of the Darfur Peace Agreement and include non-state actors as signatories to any agreement.

Television may be the most pervasive medium of mass communication but, unlike the print media. Australian television news and current affairs have largely defied the efforts of researchers to mount comprehensive retrospective research into their form and content. This paper looks at the reasons for the dearth of this research. It considers the technical and the policy issues involved in preserving Australian television and argues that media researchers need to take a greater interest in the preservation of and access to archival television.

Although it has its origins earlier, philosophy as we know it in the West took its shape from the Socrates of Plato's Dialogues. It is not implausible to regard the Dialogues as heuristic devices designed for engaging in philosophical inquiry. As such, they would model the process of philosophical inquiry as well as illustrate the common pitfalls or errors to avoid when engaging in such inquiry. So it will not be surprising to see Socrates, the character of the Dialogues, modeling questionable, even poor, inquiry techniques as well as good; admonishing other characters for poor technique and reminding them of lessons they should have learned earlier in their tuition. Plato presumably would expect students reading and role-playing a Dialogue to recognise when and where such instances occur. It is instructive then to take a close look at one of the longer dialogues featuring Socrates engaging in such inquiry, not with an untutored interlocutor, but with a professional, the sophist Protagoras, in order to identify the features of the inquiry itself. For this will reveal something of what Plato conceived to be the activity of philosophy to which we are the heirs. The Protagoras can be read as an illustration (not a definition) of how to do philosophy. And to aid this reading, I propose to focus on the logical form of the inquiry, the moves made by the characters and the techniques displayed, rather than the adequacy of the substantive arguments they mount.

Is the idea of the liberal university dead, has the postmodern university any chance of being emancipatory, has the theory–practice divide merely collapsed in an era of 'new knowledge work', or has the university just become one aspect of market states and global capitalism? Knowledge-based economies locate universities as central to the commodification and management of knowledge, while at the same time the legitimacy of the university and the academic as knowledge producers is challenged by postmodernist, feminist, post-colonial and indigenous claims within a wider trend towards the 'democratisation of knowledge' and a new educational instrumentalism and opportunism. What becomes of the educational researcher, and indeed their professional organisations, in this changing socio-political and economic scenario? Is our role one of policy service, policy critique, technical expert or public intellectual? In particular what place is there for feminist public intellectuals in a so-called era of post feminism and public–private convergence? The paper draws on feminist and critical perspectives to mount a case for the importance of the public intellectual in the performative postmodern university.

In this paper, we mount the first algebraic attacks against clock controlled cascade stream ciphers. We first show how to obtain relations between the internal state bits and the output bits of the Gollmann clock controlled cascade stream ciphers. We demonstrate that the initial states of the last two shift registers can be determined by the initial states of the others. An alternative attack on the Gollmann cascade is also described, which requires solving quadratic equations. We then present an algebraic analysis of Pomaranch, one of the phase two proposals to eSTREAM. A system of equations of maximum degree four that describes the full cipher is derived. We also present weaknesses in the filter functions of Pomaranch by successfully computing annihilators and low degree multiples of the functions.

Victoria is facing its driest summer for nearly one hundred years, with conditions worse than in 1983 when the state was swept by the devastating Ash Wednesday bushfires. The fires were particularly fierce in Mount Macedon in central Victoria, and the Woodend Fire Brigade is in the front line of the struggle to avoid a repeat of Ash Wednesday. Trial by Fire follows this brigade as they do all that they can to keep their community safe from the devastation of the fires.

The field of electronic noses and gas sensing has been developing rapidly since the introduction of the silicon based sensors. There are numerous systems that can detect and indicate the level of a specific gas. We introduce here a system that is low power, small and cheap enough to be used in mobile robotic platforms while still being accurate and reliable enough for confident use. The design is based around a small circuit board mounted in a plastic case with holes to allow the sensors to protrude through the top and allow the natural flow of gas evenly across them. The main control board consists of a microcontroller PCB with surface mount components for low cost and power consumption. The firmware of the device is based on an algorithm that uses an Artificial Neural Network (ANN) which receives input from an array of gas sensors. The various sensors feeding the ANN allow the microcontroller to determine the gas type and quantity. The Testing of the device involves the training of the ANN with a number of different target gases to determine the weightings for the ANN. Accuracy and reliability of the ANN is validated through testing in a specific gas filled environment.

The bovine Muc1 protein is synthesized by mammary epithelial cells and shed into milk as an integral component of the milk fat globule membrane; however, the structure and functions of this mucin, particularly in relation to lactation, are poorly defined. The objectives of this investigation were to investigate the Muc1 gene and protein structures in the context of lactation and to test the hypothesis that Muc1 has a role in innate immune defense. Polymerase chain reaction analysis of genomic DNA from 630 cattle revealed extensive polymorphism in the variable number of tandem repeats (VNTR) in the bovine Muc1 gene. Nine allelic
variants spanning 7 to 23 VNTR units, each encoding 20 AA, were identified. Three alleles, containing 11, 14, and 16 VNTR units, respectively, were predominant. In addition, a polymorphism in one of the VNTR units has the potential to introduce a unique site for N-linked glycosylation. Statistical analysis indicated weak associations between the VNTR alleles and milk protein and fat percentages in a progeny-tested population of Holstein-Friesian dairy cattle. No association with somatic cell count could be demonstrated. Bovine Muc1 was purified from milk fat globule membranes and characterized. The protein was highly glycosylated, primarily with O-linked sialylated T-antigen [Neu5Ac(α2–3)-Gal(β1–3)-GalNAcα1] and, to a lesser extent, with N-linked oligosaccharides, which together accounted for approximately 60% of the apparent mass of Muc1. Purified bovine Muc1 directly bound fluorescently labeled Escherichia coli BioParticles (Invitrogen, Mount Waverley, Australia) and inhibited their binding to bovine mammary epithelial cells grown in vitro.

Our paper explores how and what adults living and working in the Alpine region of Victoria understand and are learning about the changes to water availability, in a time when the response to water availability is subject to extensive debate and policy attention. Interviews for this study were conducted in the towns of Bright and Mount Beauty, with participants drawn from across the Alpine region. The interviews focused on what local stakeholders from the Alpine region understood about water availability in the region and how and what they had learned about living and working with climatic changes in their local area.

The findings of our study see that there was evidence of a strong understanding of the direct and indirect impact of climate change on participants' local community area. The study also sees evidence of learning through a community 'frames of reference' as outlined by Berkhout, Hertin and Dann et al.

The mechanisms responsible for the immunosuppression associated with sepsis or some chronic blood infections remain poorly understood. Here we show that infection with a malaria parasite (Plasmodium berghei) or simple systemic exposure to bacterial or viral Toll-like receptor ligands inhibited cross-priming. Reduced cross-priming was a consequence of downregulation of cross-presentation by activated dendritic cells due to systemic activation that did not otherwise globally inhibit T cell proliferation. Although activated dendritic cells retained their capacity to present viral antigens via the endogenous major histocompatibility complex class I processing pathway, antiviral responses were greatly impaired in mice exposed to Toll-like receptor ligands. This is consistent with a key function for cross-presentation in antiviral immunity and helps explain the immunosuppressive effects of systemic infection. Moreover, inhibition of cross-presentation was overcome by injection of dendritic cells bearing antigen, which provides a new strategy for generating immunity during immunosuppressive blood infections.

Of all the factors contributing to turbulent times in Australia, climate change is one that offers both challenges and opportunities for VET. In a time when the response to water availability is subject to ‘extensive debate and policy attention’, our presentation explores what adults living and working in the Alpine region of Victoria understand about the changes to water availability, and what they have learned about adapting to significant climatic changes in their local area. Interviews were conducted in the towns of Bright, Mount Beauty and Albury, with participants from across the Alpine region. Our study found evidence of a strong understanding of the direct impact of climate change on participants’ local community area, and a keen desire to learn about adaptation to change. In addition to an identified need for more information around climate change issues and projected impacts in general, participants saw practical hands-on water education strategies as an important way to educate people to help themselves. Conversations about where or how people learned to adapt to change were broad ranging, and clearly connected to the participants’ backgrounds, livelihoods or where they were situated. This raised the question of what responses VET might develop to address these identified learning needs. Major local industries
of tourism, agriculture, water harvesting and land care are all covered by national Training Packages that include industry- specific units of competence to support learning to live and work in an environmentally sustainable way. In addition, the national Employability Skills framework offers opportunities to build climate change awareness and adaptation into units of competency where they may not be explicitly incorporated. Our presentation will outline the opportunities for VET to act as a change agent in this and other Australian communities impacted by climate change.
