Information Systems (IS) research is characterized by plurality of methodologies, perspectives and contexts giving rise to various communities within the discipline. Studies of IS communities in North America, Europe and Asia-Pacific highlight the cognitive diversity, institutional distribution and research themes based on geography. While regional variations have been acknowledged, the debate on the identity and status of IS is on-going. In this paper we conduct an exploratory study of the IS research paradigm in India and contribute to IS discipline studies by bringing in the India perspective. We analyse the ‘cognitive’ and ‘behavioural’ legitimacy of IS discipline in India based on interviews conducted with Indian business school professors from IS and non-IS disciplines. The focus of the study is to understand the current state of IS research community in India. We find a need to establish a ‘collective identity’ of IS research in India, which will benefit both the Indian and larger IS community to work on unique research possibilities presented by the socioeconomic context of India.

Scientific projections for climate change induced sea level rise highlight the potential for serious consequences in low lying coastal areas, through impacts upon: built infrastructure; beneficial uses; and ecological values. An area of particular concern relates to the ways in which issues associated with land may be subject to future inundation and, or, erosion. Responding to such issues is complex and challenging, requiring consideration of multiple sources of evidence (with varying levels of certainty), diverse organisational settings and priorities, and multiple perspectives on what the evidence means. Further, limited attention has been directed towards exploring the knowledge dynamics associated with coastal adaption planning. In this paper we explore the knowledge dynamics associated with coastal adaption planning, in order to highlight the inter-organisational and inter-personal challenges involved. We do so by drawing on the views expressed in semi structured interviews by stakeholders with an interest in coastal climate change. The particular focus is on exploring how different actors perceive coastal adaption planning process, and the tensions, challenges, and implications associated with, and arising from, the way in which coastal adaptation knowledge is exchanged.

Australian agriculture is very susceptible to the adverse impacts of climate change, with major shifts in temperature and rainfall projected. In this context, this paper describes a research methodology for assessing potential climate change impacts on, and formulating adaptation options for, agriculture at regional level. The methodology was developed and applied in the analysis of climate change impacts on key horticultural commodities—pome fruits (apples and pears), stone fruits (peaches and nectarines) and wine grapes—in the Goulburn Broken catchment management region, State of Victoria, Australia. Core components of the methodology are mathematical models that enable to spatially represent the degree of biophysical land suitability for the growth of agricultural commodities in the region of interest given current and future climatic conditions. The methodology provides a sound analytic approach to 1) recognise regions under threat of declines in agricultural production due to unfolding climatic changes; 2) identify alternative agricultural systems better adapted to likely future climatic conditions and 3) investigate incremental and transformational adaptation actions to improve the problem situations that are being created by climate change.

In 2008 Sarah Oberklaid reviewed the state of Indigenous knowledge systems in the Planning Institute of Australia (PIA)-accredited University planning programs and found a fragmented unfocused suite of agendas and attempts at addressing this increasingly important moral, cultural and land use management issue. While Oberklaid statistically validated what several authors have observed, and continue to observe, there appears to have been little action by programs, and specifically the PIA (Planning Institute of Australia), to address this issue and reposition their education accreditation policies; with the latter increasingly reluctant to engage with their professional responsibilities. This paper appraises this situation and foreshadows continuing research that may better inform and support a change of perspective by the PIA andthese programs.

Increasing use of commercial off-the-shelf Mini-Micro Unmanned Aerial Vehicle (MAV) systems with enhanced intelligence methodologies can potentially be a threat, if this technology falls into the wrong hands. In this study, we investigate the level of threat imposed on critical infrastructure using different MAV swarm artificial intelligence traits and coordination methodologies. The critical infrastructure in consideration is a moving commercial land vehicle that may be transporting for example an important civil servant or politician. Non-dimensional fitness functions used for measuring MAV mission effectiveness have been established for the case studies considered in this paper. The findings indicated that increased in intelligent and coordination level elevate teams' efficiency, therefore poses a higher degree of threat to targeted land vehicle. Observations from the study have suggested that memory-based cooperative technique provides a consistent efficiency compared to other methods for the mission objectives considered in this paper. © 2014 The authors and IOS Press. This paper presents research insights on the challenges that Australian Aboriginal communities living within the South East Queensland (SEQ) metropolitan region face in seeking to exercise their contemporary responsibilities to care for Country in land-use and national park planning. A case study design was adopted to analyse the incorporation of two Aboriginal communities connections to Country in state-based planning systems, and to explore the responsibilities Aboriginal communities ethically seek to adhere to in maintaining Country from their own understandings.
Country, from an Aboriginal understanding, involves a deep ecological, cultural, economic and social comprehension of ‘law’ guided by a responsibility for Country. Otherwise known as customary law and custom, Country is that which both Aboriginals and their communities are intrinsically connected to. Country is the moral value that guides Aboriginal obligation to care and this obligation could well conflict
with mainstream contemporary Western management policy and legislation.
This research draws on insights from Quandamooka Country (North Stradbroke Island) and Jagera Country (Brisbane City and Ipswich), located within the Brisbane metropolitan region in South East Queensland of Australia. During this research, it was concluded that, in both Quandamooka Country and Jagera Country, the respective Owners are operating within a sphere of increasingly complex challenges that impact upon their ability to conserve and have recognized the values of their obligations to Country care in planning. Common themes occurring on Country identified in this research included issues relating to a neglect of care to maintain Country by planners and government officials, and interactions that prevent Traditional Owners from having their obligation of caring for Country on their terms expressed through land-use planning legislation. Political agendas of the Queensland State that influences the interactions of planners and government with Traditional Owners were also concluded to be detrimental, and to damaging trust, ongoing discussions and understandings. These insights indicate that Aboriginal communities are facing an increasing conflicting range of perceptions and comprehensions that are hindering the expression and execution of their moral responsibility embodied in their deep ecological law to care for Country in Western planning legislative obligations. It illustrates that the responsibilities given to practicing planners and government officials to care for Country under Western law are commonly not adhered to It concludes with the suggestion that for some progress to recognize an Aboriginal responsibility to Country in planning, state-Traditional Owner relations and collaboration is now needed to help transcend the legislative challenges underpinning Western planning law.

Much effort has been expended in recent years attempting to reform the Australian health system in order to deliver more efficient and effective systems of care for an ageing and increasingly chronically ill population. Rural health care systems in particular have been a focus of reform programs, and new initiatives such as University Departments of Rural Health, Regional Health Service structures and Commonwealth primary care initiatives have been designed to improve service provision and health status for rural people. However, with these attempts to reform the way rural communities understand and manage their health care, surprisingly little has changed in the day-to-day business of health care in rural and regional areas. Paradoxically, while rural communities have moved to embrace new farming technologies and environmental perspectives along with modern land management practices, revegetation and sustainable production systems, the same enthusiasm for change does not appear to have been kindled in relation to health system reforms. Rural communities, in terms of health care, are still using the equivalent of outmoded farming practices and other environmentally and economically unsustainable approaches to managing their affairs. Why might this be and what can be done to improve the current state of health reform in our rural and regional areas? The paper explores systems change in relation to health reform in rural communities and highlights several strategies for bringing about a functional synthesis of research and health service practice to create a more effective health care system in rural South Australia.
