The need for conservation planning across the landscape, regardless of tenure, is widely recognised. In Australia, attempts to coordinate the management of conservation lands are characterised by models such as Biosphere Reserves and Conservation Management Networks. This paper outlines the history behind the formation and development of three networks in Australia—the Bookmark Biosphere Reserve, the Gippsland Plains Conservation Management Network, and the Grassy Box Woodlands Conservation Management Network—with particular emphasis on the tenure and protection attributes of the various components within these networks. Despite having a similar number of components, the total area represented in the networks varied markedly. There were few similarities in the proportion of components of various tenures and protection mechanisms among networks. Composition of networks is likely to be strongly influenced by both historical factors (degree of subdivision, land ownership and remaining vegetation) and contemporary factors (aims of the network and willingness of landowners to participate). Continued research into both the evolution and the physical and social dynamics of multi-tenure reserve networks enables a better understanding of their operation, and will ultimately assist in improved conservation planning across the landscape.

Most studies of habitat use by small mammals rely on data from trapping grids. Such studies pertain to habitat use by individuals, which may not reflect population-level requirements. To meet the challenge of landscape change, it is important to understand habitat use by populations across large geographic areas. We surveyed small mammals in 48 forest remnants across a 300 km2 study area, to investigate the influence of vegetation heterogeneity on regional distributions. Information-theoretic techniques were used to evaluate models of vegetation associations. Richness of native mammals was influenced by vegetation condition: disturbed sites supported fewer species. Models for individual species showed the agile antechinus, Antechinus agilis, to prefer structurally diverse forest vegetation, the long-nosed potoroo, Potorous tridactylus, to favour mesic shrub communities, the bush rat, Rattus fuscipes, to prefer complex low cover regardless of composition, the swamp rat, Rattus lutreolus, to favour reduced canopy cover, and the house mouse, Mus domesticus, to prefer disturbed vegetation. To satisfy the needs of all native species, a mosaic of natural vegetation is required. Degradation and simplification of forest vegetation have detrimental consequences. These results highlight the need to consider habitat quality, together with more traditional biogeographic variables, when investigating factors influencing patch occupancy by native fauna in modified landscapes.

Wildlife managers are often faced with the difficult task of determining the distribution of species, and their preferred habitats, at large spatial scales. This task is even more challenging when the species of concern is in low abundance and/or the terrain is largely inaccessible. Spatially explicit distribution models, derived from multivariate statistical analyses and implemented in a geographic information system (GIS), can be used to predict the distributions of species and their habitats, thus making them a useful conservation tool. We present two such models: one for a dasyurid, the Swamp Antechinus (Antechinus minimus), and the other for a ground-dwelling bird, the Rufous Bristlebird (Dasyornis broadbenti), both of which are rare species occurring in the coastal heathlands of south-western Victoria. Models were generated using generalized linear modelling (GLM) techniques with species presence or absence as the independent variable and a series of landscape variables derived from GIS layers and high-resolution imagery as the predictors. The most parsimonious model, based on the Akaike Information Criterion, for each species then was extrapolated spatially in a GIS. Probability of species presence was used as an index of habitat suitability. Because habitat fragmentation is thought to be one of the major threats to these species, an assessment of the spatial distribution of suitable habitat across the landscape is vital in prescribing management actions to prevent further habitat fragmentation.

The application of fire to fauna management, particularly for endangered species, is a significant issue for wildlife managers. Mammals respond to fire regimes including intensity, frequency and season of occurrence, and changes in fire-regimes are implicated in detrimental effects on mammal communities. For many species temporal habitat change is a key factor affecting the persistence of populations. These species require the option of colonising the shifting habitat mosaic. There is substantial evidence that species such as the native rodents New Holland Mouse (Pseudomys novaehollandiae) and Heath Rat (Pseudomys shortridgei) are early successional species dependent on such temporal habitat changes. In conrast species such as the dasyurid marsupial, Swamp Antechinus (Antechinus minimus) are late successional species, which may take up to 20 years to recolonise. In many situations ecological fire regimes need to be implemented to increase areas of suitable habitat for population expansion and reintroductions. This paper assesses research findings and the development of management actions incorporating ecological fire regimes for the recovery of Pseudomyine rodents and the Swamp Antechinus. Spatially explicit models are required to determine changes and patterns at the landscape level. The prospect of global climate change also is of significance and needs to be assessed.

Many species of reptiles are sedentary and depend on ground-layer habitats, suggesting that they may be particularly vulnerable to landscape changes that result in isolation or degradation of native vegetation. We investigated patterns of reptile distribution and abundance in remnant woodland across the Victorian Riverina, south-eastern Australia, a bioregion highly modified (>90%) by clearing for agriculture. Reptiles were intensively surveyed by pitfall trapping and censuses at 60 sites, stratified to sample small (<30 ha) and large (>30 ha) remnants, and linear strips of roadside and streamside vegetation, across the regional environmental gradient. The recorded assemblage of 21 species was characterised by low abundance and patchy distribution of species. Reptiles were not recorded by either survey technique at 22% of sites and at a further 10% only a single individual was detected. More than half (53%) of all records were of two widespread, generalist skink species. Multivariate models showed that the distribution of reptiles is influenced by factors operating at several levels. The environmental gradient exerts a strong influence, with increasing species richness and numbers of individuals from east (moister, higher elevation) to west (drier, lower elevation). Differences existed between types of remnants, with roadside vegetation standing out as important; this probably reflects greater structural heterogeneity of ground and shrub strata than in remnants subject to grazing by stock. Although comparative historical data are lacking, we argue that there has been a region-wide decline in the status of reptiles in the Victorian Riverina involving: (1) overall population decline commensurate with loss of >90% of native vegetation; (2) disproportionate decline of grassy dry woodlands and their fauna (cf. floodplains); and (3) changes to populations and assemblages in surviving remnants due to effects of land-use on reptile habitats. Many species now occur as disjunct populations, vulnerable to changing land-use. The status of reptiles in rural Australia warrants greater attention than has been given to date. Effective conservation of this component of the biota requires better understanding of the population dynamics, habitat use and dispersal capacity of species; and a commitment to landscape restoration coupled with effective ecological monitoring.

Multi-tenure reserve networks have been developed as a mechanism to improve cross tenure management and protection of biodiversity, but also as a means of accounting for biodiversity assets managed for conservation outside of protected areas on public land. We evaluated the contribution of multi-tenure reserve networks to enhancing the comprehensiveness and representativeness of ecosystems in publicly protected areas, using three Australian case studies. All networks contributed to enhancing comprehensiveness and representativeness, but this contribution varied between networks and between components of those networks. Significantly, components on private land and "other public land" in all three networks greatly enhanced the protection of some ecosystems at a subregional scale. The Grassy Box Woodlands Conservation Management Network, in particular made a substantial contribution to conservation, with most components protecting remnants of an endangered and under-represented ecosystem. Multi-reserve conservation networks not only act to protect threatened and under-reserved ecosystems, but they also provide a mechanism to account for this protection. Thus, multi-tenure reserve networks have the potential to provide increased knowledge and understanding to conservation planning decision making processes.

The changes in the diet of foxes (Vulpes vulpes) in the Jervis Bay Region was assessed following a long-term baiting program by analysing the composition of fox faecal excreta (scats). In all, 470 fox scats were collected between April and August 2003 from two baited sites, Booderee National Park (BNP) and Beecroft Peninsula, and from two unbaited sites in the southern and northern parts of Jervis Bay National Park (SJBNP and NJBNP respectively). Diet was compared between these sites and mammalian diet was also compared from scats collected before baiting in 1996 and after baiting in 2000 at Beecroft Peninsula and in 2001 at Booderee National Park. In 2003, the most common species consumed by foxes was the common ringtail possum (Pseudocheirus peregrinus), except at unbaited NJBNP, where the swamp wallaby (Wallabia bicolor) was the most frequent dietary item. Significant dietary differences were found between unbaited and baited sites, with the long-nosed bandicoot (Perameles nasuta) and P. peregrinus featuring more in the diet of foxes from the baited sites. Marked increases in the frequency of occurrence of P. peregrinus and P. nasuta in fox scats occurred from before baiting through to after baiting. Relative fox abundance, as indexed by the number of scats collected per kilometre, was lowest in Booderee, followed by Beecroft, then SJBNP, with NJBNP having the highest relative abundance of foxes. We suggest that baiting did affect the diet of foxes on both peninsulas and that the dietary changes across baiting histories were intrinsically related to an increase in abundance in some taxa as a result of relaxed predator pressure following sustained fox control. However, the lack of unbaited control sites over the whole study precludes a definitive conclusion.

A consistent and integrated approach to nature conservation across the landscape and regardless of tenure is widely recognised as essential in ensuring the effective conservation of biodiversity. 'Multi-tenure reserve networks', which incorporate public and private lands managed for conservation, are considered a means of achieving landscape scale conservation. Biosphere Reserves (BR) and Conservation Management Networks (CMN) are characteristic models in Australia. This thesis aims to evaluate the role of such networks in protecting biodiversity, specifically by: (1) analysing the spatial configuration (size, shape, connectivity) of networks and their individual components; (2) evaluating the contribution of networks (in real terms and in reporting procedures) to biodiversity conservation objectives; (3) analysing the influence of the attitudes and perceptions of land managers on the functionality of networks; and (4) evaluating the influence of coordinating bodies on network functionality. In order to account for deficiencies in existing classifications of conservation lands, a new classification system was developed for this thesis - the Conservation Lands Classification. This classification incorporates conservation mechanisms on public and private lands and forms the basis for comparing network components in three Australian case studies - the Bookmark BR located in the Murray Mallee of South Australia, the Gippsland Plains CMN on the eastern Gippsland Plains of Victoria and the Grassy Box Woodlands CMN across the inland slopes of New South Wales. The spatial configuration of individual components within networks was measured using spatial analysis techniques within a geographic information system (GIS). GIS was also used to measure the contribution that networks made to a comprehensive, adequate and representative reserve system through the ecosystems they protected. The attitudes and perceptions of landowners and managers within the networks were obtained using questionnaires. Questionnaires were also sent to network coordinators. Statistical and descriptive analysis was conducted on the results. The sizes of individual components varied markedly between the three networks, however within each network public reserves were on average larger than private conservation lands. Although levels of physical connectivity varied between networks, Bookmark BR and Gippsland Plains CMN showed greater similarity to each other than to the Grassy Box Woodlands CMN. The findings raise important questions about the real and perceived differences in the BR and CMN models. All networks, and particularly those components outside the public protected area estate, contributed to enhancing the protection of ecosystems unrepresented or under-represented in the reserve system, although the extent of this contribution varied between networks. Trade-offs between reserve design efficiency and a contribution to a comprehensive, adequate and representative reserve system were evident between networks. Bookmark BR was characterised by high connectivity, strong reserve design integrity but a lower contribution to protecting under-reserved ecosystems, whereas the opposite was evident in the Grassy Box Woodlands CMN. Over 88% of managers considered their involvement in multi-tenure reserve networks to be a positive or very positive experience. A lack of resources and time for management were considered major limitations of these networks. The majority (80%) of private land managers within networks were willing to be included in a national reserve system of conservation lands. This has important implications for the Australian National Reserve System, which currently incorporates mostly public land. The changing nature of the network coordination arrangements suggests an organic fluid evolution of network structures is likely, contrasting with the desire for legalistic and administrative rigidity promoted by government agencies. The thesis concludes that all the networks studied contribute in varying degrees to biodiversity conservation. The key factors influencing the current and potential contribution that such networks make are: (1) the aims, directions and restrictions set by or imposed upon the coordinating body; and (2) the biophysical nature of the surrounding bioregion and resultant historical land use and tenure pattern. Although the successful operation of such 'multi-tenure' networks ultimately relies on the willing participation of private landholders, ongoing institutional support is likely to be required for maintaining networks in the longer term. Considering networks are increasingly formed outside of the influence of government institutions, this presents a significant challenge for effective coordinated conservation.

This thesis is an investigation of the relevance of ‘people's war’ to contemporary Chinese defence policy. This loose concept has been eroded by 'modernity’, but a guerilla-based defence remains the essential theme. Prior to China's acquisition of nuclear weapons, people's war was the sole element of the state's deterrent policy, aiming to swamp an invader with China's numerical strength. In the 1980s and beyond people's war finds effectiveness through a combination of materiel of middle range technology and the traditional usage of massive manpower. People's war under modern conditions remains essentially defensive, but now incorporates 'active defence’ with accent on greater mobility. However, the central thesis of this work relates to how the traditional strategy may influence nuclear doctrine. This thesis proposes that China could abandon long-range ballistic missiles and adopt a new concept in nuclear strategy: that of, Guerilla Nuclear Warfare. Trained in guerilla tactics and equipped with battlefield nuclear weapons, this would represent the logical extension of China's people's war strategy to the new nuclear conditions associated with superpower research into space-based ballistic missile defences and which, in full deployment, could nullify a Chinese nuclear deterrent based only on 'mid-tech' delivery systems. Guerilla Nuclear Warfare, as a strategy, would involve the irregular use of locally held and controlled tactical nuclear weapons, but it would also be a method of circumventing the proposed Soviet missile defence shield by not challenging it. Guerilla Nuclear Warfare does not exist in the late 1980s, but evidence exists to suggest its development. It cannot yet be proven as the new direction but China's strategic circumstances add weight to available indications: unless the Strategic Defence programs of the established superpowers are arrested then it appears the sole option available to the Chinese for the maintenance of a nuclear deterrent in the early part of the 21st Century.
