In New Zealand the most important institutions that are responsible for the delivery of vocational education and training programs are the government owned and operated tertiary education institutions known as polytechnics.' The New Zealand polytechnics deliver programs at the certificate, diploma and degree level. During the course of the 1990s, expansion of participation in vocational education and training was a major priority on the part of the New Zealand Government. In order to enable this to occur without placing too great a financial burden on the government and taxpayers, the polytechnics have become more dependent upon non-government sources of income (both student fees and other sources) and have been opened up to increasing levels of competition with the view that this will compel them to operate at higher levels of efficiency. As well, it is thought competition will make the polytechnics more responsive to the demands of students and industry. At the same time the polytechnics have been given more autonomy such that they have been able to move into the delivery of programs formerly denied to them. The purpose of this paper is to look at some aspects of the cost efficiency of the operation of polytechnics in New Zealand between the years 1995 and 2002. The efficient operation of the polytechnics in New Zealand is important because they need to operate at high levels of cost efficiency if they are to provide the greatest possible contribution to the development of New Zealand's skill and knowledge base. In particular one issue to consider was whether the creation of larger polytechnic institutions could achieve lower unit costs and, therefore educate a greater number of students without significantly increasing costs. In order to achieve these larger institutions, the various polytechnics have attempted to 1) expand enrolments by diversifying into the delivery of degree programs, 2) attract additional students from overseas and 3) arrange (or been forced by circumstances into) mergers in order to create larger scale institutions. In the next section, a background account of the nature of the vocational education sector and the role of the New Zealand polytechnic is given. Following this, a section containing an analysis of the cost efficiency of New Zealand's polytechnics is provided, and in the final section some conclusions are given.

This study examines the adjustment process and the adaptability of the Chinese migrant spouses’ in Auckland, New Zealand. A total of 97 spouses participated in a survey from a random sample of 200. The results suggest that both anticipatory and in-country experiences are relevant to adjustment. The results of the study, specifically suggest that the adjustment process experienced by the Chinese spouses in the New Zealand environment is based on a number of factors such as (1) the amount of information and knowledge of New Zealand they have prior to arrival in New Zealand, (2) the backgrounds of the spouses, (3) their experiences prior to and on arrival in New Zealand, and (4) their ability to cope in the new environment.

The crystallographic rotation field for deformation in torsion is such that it is possible for orientations close to stable orientations to rotate away from the stable orientation. A Taylor type model was used to demonstrate that this phenomenon has the potential to transform randomly generated low-angle boundaries into high-angle boundaries. After imposing an equivalent strain of 1.2, up to 40% of the simulated boundaries displayed a disorientation in excess of 15°. These high-angle boundaries were characterised by a disorientation axis close to parallel with the sample radial direction. A series of hot torsion tests was carried out on 1050 aluminium to seek evidence for boundaries formed by this mechanism. A number of deformation-induced high-angle boundaries were identified. Many of these boundaries showed disorientation axes and rotation senses similar to those seen in the simulations. Between 10% and 25% of all the high-angle boundary present in samples twisted to equivalent strains between 2 and 7 could be attributed to the present mechanism.

There are many different versions of partnerships between teachers and academics and both authors have themselves been involved in various collaborations with classroom teachers. This paper is concerned with the construction of teacher identity within such collaborative partnerships. We will focus on the problematic nature of some of these partnerships by examining the discourses that construct teachers as 'resistant', or 'unwilling' in accounts of collaborative work that was not necessarily successful. In particular we will ask: Why are the relationships seen to be problematic? In whose terms are they problematic? This critique of existing discourses within accounts of collaborative partnerships will allow a rethinking of the relations between teachers and academics. In the conclusion to this paper we will attempt to answer the question: What are the features of particular relationships that can produce shifts in discourses so that teachers are 'truly' located and positioned as collaborative partners?

Landscape disturbances associated with human activities result in many changes in vegetation structure and floristics. These changes include invasion of native vegetation by both introduced and native species, which leads to the development of 'new' vegetation types. These new vegetation types are often associated with greatly increased fuel loads, and increased levels of fire hazard. Two of these 'new' fuel types are dense thickets of woody weeds, such as Coyote Bush (Baccharis pilularis) and swards of exotic grasses with very high fuel loads, such as Buffel Grass (Cenchrus ciliaris) and Para Grass (Urochloa mutica). The 'new' fuel types which can now be recognized have significant implications for the accuracy of fire behaviour prediction and modelling. For example, modelling fire behaviour in areas invaded by exotic grasses in Australia is problematic, as current grassland fire behaviour models do not allow for the input ofthe high fuel loads associated with these invasive grasses. In forest, McArthur Forest Fire Danger Meters may not be appropriate for forests with significant levels of elevated fuels. Two case studies from southeastern Australia are discussed: the invasion of native vegetation in the urban interface by the woody shrub Burgan (Kunzea ericoides) and invasion of native grasslands by Phalaris (Phalaris aquatica).

The New Zealand public sector has gone through major reform as a result of fiscal deficit in 1984 (KettI, 1997; Schwartz, 1997), resulting in shift of emphasis from quality service provision to establishing financial supremacy (Kettl, 1997). This raises concern as to how public sector employees are attaining balance between their service objectives with financial ones and how is the ethics negotiated in this process. Following this concern, this paper focuses on determining the organisational variables consisting of organisational policies in the District Health Boards (DHBs) and hospitals of New Zealand on ethical behaviours of managers and the ethical climate of these departments. The aim of this study is to increase our understanding of the ethical climate of the public health. Our findings suggest that little emphasis has been provided to the aspect of ethics in New Zealand health sector. There is no reward for employees who exhibit exemplary ethical behaviour, no hot line to consult/report about ethics, any detailed guidelines and policies, and not enough ethics-related training provided to staff.

Today’s workforce is characterised by an increasing mix of people with varying career aspirations, work motivators and job satisfiers. This paper discusses the intergenerational nature of today’s workforce, which is currently dominated by the age groups commonly referred to as Baby Boomers and Generation X. The Baby Boomers defined and redefined work during the last quarter of the twentieth century, but as they track towards retirement, GenXers’ valued work patterns and their career and life aspirations are increasingly dominating. This paper draws on a body of literature about a younger generation of workers and the current world of work in today’s knowledge society, and discusses possible implications for the teaching profession, particularly for attracting and retaining young people as teachers.
