This simple and scalable Differentiated Services (DiffServ) QoS control model is acceptable for the core of the network. However, more explicit and stringent admission and reservation based QoS mechanisms are required in the wireless access segment of the network, where available resources are severely limited and the degree of traffic aggregation is not significant, thus rendering the DiffServ principles less effective. In this paper we present a suitable hybrid QoS architecture framework to address the problem. At the wireless access end, the local QoS mechanism is designed in the context of IEEE 802.11 WLAN with 802.11e QoS extensions. At the edge and over the DiffServ domain, the Fair Intelligent Congestion Control (FICC) algorithm is applied to provide fairness among traffic aggregates and control congestion at the bottleneck interface between the wireless link and the network core.

Recent research has shown that the single-user security of optimistic fair exchange cannot guarantee the multi-user security. This paper investigates the conditions under which the security of optimistic fair exchange in the single-user setting is preserved in the multi-user setting. We first introduce and define a property called “Strong Resolution-Ambiguity”. Then we prove that in the certified-key model, an optimistic fair exchange protocol is secure in the multi-user setting if it is secure in the single-user setting and has the property of strong resolution-ambiguity. Finally we provide a new construction of optimistic fair exchange with strong resolution-ambiguity. The new protocol is setup-free, stand-alone and multi-user secure without random oracles.

Optimistic fair exchange (OFE) allows two parties to exchange their digital items in a fair way. As one of the fundamental problems in secure electronic business and digital rights management, OFE has been studied intensively since its introduction. This paper introduces and defines a new property for OFE: Strong Resolution-Ambiguity. We show that many existing OFE protocols have the new property, but its formal investigation has been missing in those protocols. We prove that in the certified-key model, an OFE protocol is secure in the multi-user setting if it is secure in the single-user setting and has the property of strong resolution-ambiguity. Our result not only simplifies the security analysis of OFE protocols in the multi-user setting but also provides a new approach for the design of multi-user secure OFE protocols. Following this approach, a new OFE protocol with strong resolution-ambiguity is proposed. Our analysis shows that the protocol is setup-free, stand-alone and multi-user secure without random oracles.

Significant change to Australian higher education occurred between March, 1987 and March, 1996, under the direction of a Federal Labor Government. At one level, the period witnessed an increase in the provision of higher education and variation in the criteria used to grant student entry. Such change represented a crisis in higher education's traditional or 'qualified-entry' settlement which led to its resettling around a more 'diversified-entry' arrangement. The organising logic of this diversified-entry was characterised by the discourses of 'contest' (fairness in competition) rather than 'sponsorship' (selection by association), although the latter appears to have been just better 'hidden'.

Equity is back on the higher education policy agenda. After nearly 20 years of federal government policy championing the cause, with embarrassingly little change in the participation rates of equity groups, particularly indigenous students, rural and regional students and students from low socioeconomic backgrounds, there is a potential new era looming in equity policy and practice.
