Background : To assess from a societal perspective the incremental cost-effectiveness of the Walking School Bus (WSB) program for Australian primary school children as an obesity prevention measure. The intervention was modelled as part of the ACE-Obesity study, which evaluated, using consistent methods, thirteen interventions targeting unhealthy weight gain in Australian children and adolescents.

Methods : A logic pathway was used to model the effects on body mass index [BMI] and disability-adjusted life years [DALYs] of the Victorian WSB program if applied throughout Australia. Cost offsets and DALY benefits were modelled until the eligible cohort reached 100 years of age or death. The reference year was 2001. Second stage filter criteria ('equity', 'strength of evidence', 'acceptability', feasibility', sustainability' and 'side-effects') were assessed to incorporate additional factors that impact on resource allocation decisions.

Results : The modelled intervention reached 7,840 children aged 5 to 7 years and cost $AUD22.8M ($16.6M;$30.9M). This resulted in an incremental saving of 30 DALYs (7:104) and a net cost per DALY saved of $AUD0.76M ($0.23M; $3.32M). The evidence base was judged as 'weak' as there are no data available documenting the increase in the number of children walking due to the intervention. The high costs of the current approach may limit sustainability.

Conclusions : Under current modelling assumptions, the WSB program is not an effective or cost-effective measure to reduce childhood obesity. The attribution of some costs to non-obesity objectives (reduced traffic congestion and air pollution etc.) is justified to emphasise the other possible benefits. The program's cost-effectiveness would be improved by more comprehensive implementation within current infrastructure arrangements. The importance of active transport to school suggests that improvements in WSB or its variants need to be developed and fully evaluated.

Personal passenger transport faces several challenges in the coming decades: depletion of cheap oil reserves, increasing congestion, localised pollution, the need for reduced carbon emissions and the long term goal of sustainability. One way of solving some of these problems could be to introduce comfortable, energy efficient, battery electric vehicles.

Currently, hybrid vehicles have been presented as a means to reducing the transportation related oil demand. New developments in materials and technologies have made them, cleaner and safer as well as more fuel efficient. However, hybrids will only prolong the use of oil until alternatively fuelled vehicles are developed.

One long term alternative is the battery electric vehicle (BEV). A BEV designed to be light, aerodynamic with high efficiency drive train and latest battery technology would have a performance comparable to a typical internal combustion engine vehicle (ICEV). Recent developments in virtual engineering, rapid prototyping and advanced manufacturing might enable low-cost development of niche market BEV’s designed and built in New Zealand for export markets.

This work examines the collaborative development of a twin seat BEV using new materials and latest technologies by the University of Waikato’s Engineering Department and a group of NZ and foreign companies. The car will be used to research the potential of BEVs and will also compete in the Commuter Class of the World Solar Challenge in 2007.

This paper investigates whether low technology driver-only, battery electric commuter vehicles are feasible for New Zealand. Personal passenger transport faces several challenges in the coming decades: depletion of cheap oil reserves, increasing congestion, localised pollution, the need for reduced carbon emissions and the long term goal of sustainability. One way of solving some of these problems could be to introduce low cost, comfortable, energy efficient, driver-only electric vehicles. These would still give the driver a weatherproof, safe and comfortable means of commuting, but at a fraction of the energy and running costs of conventional petrol/diesel cars. To help assess their viability, the performance and energy use of the E-POD electric commuter vehicle is used as a benchmark. The work shows that such a vehicle could be made cheaply, using readily available technology with a range of 180km and a top speed of over 90km/h. The chassis could be made from natural fibre composite materials that might reduce significantly the embedded energy required for its manufacture. The electricity taken from the grid to charge the batteries could be replaced by electricity generated from grid connected photovoltaic panels mounted on the garage roof of the vehicle owner.

One way to represent and communicate density in the spatial disciplines including architecture, town planning and geography is through the map, plan or aerial photograph. These media and tools are generally perceived to be objective and analytical modes of practice. But what else do these modes of representation mediate? The paper will respond to this question by exploring notions of ontology, notions of dwelling and being in relation to lines and drawing techniques. A map or plan is an image, in addition to a mode of communication, and affects visual pleasure. As proposals of an unbuilt world and documents of existing environment, drawings contain lines of desire. The thesis is that the lines provide a corporeal framework for an imaginary projection between the viewer and a ‘real’ built environment. The paper becomes focussed on the specifics of the ‘green line’ that has represented post-war Beirut, and is typical of representation of sites of conflict.

In the plans of post-war Beirut an almost straight line running from the top to the bottom of the page is highlighted and represents a trajectory from the Place des Martyr to the Pine Forest. To descend from this metaphoric height of the map into the streets of Beirut is to confront urban density, traffic congestion, pollution exacerbated by dust, and a lack of greenery. During the war much of the fighting occurred across this marker, and since, it has been described as an empty neutral space due to the destruction of edifices on either side, and is often proposed as the only appropriate site for building projects of national significance. Is its emptiness an a priori condition of imaginary projections? Will it remain forever empty of the density everywhere else in Beirut? Who wants to dwell there?
This paper will examine the several nuances of the ‘green line’ and what role it plays between representation and defining ontological environments.

The current automotive industry and todays car drivers are faced with every increasing challenges, not previously experienced. Climate Change, financial issues, rising fuel prices, increased traffic congestion and reduced parking space in cities are all leading to changes in consumer preferences and the requirements of modern passenger vehicles. However, despite the shift in the industry dynamics, the principal layout of a car hasn’t changed since its invention. The design of a ’conventional’ vehicle is still principally a matchbox with four wheels, one at each corner. The concept has served its purpose well for over 100 years, but such a layout is not suited to solving today’s problems. To address the range of problems faced by the industry, a number of alternative commuting vehicles have been developed. Yet the commercialization of these ‘alternative’ vehicles has yet to be successful. This is largely due failure of these vehicles to meet the changing demands of the industry and the limited understanding of consumer behaviour, motivation and attitudes. Deakin University’s Tomorrow’s Car concept tackles all of these problems. The vehicle is a novel three-wheeler cross over concept between a car and a motorbike that combines the best of both worlds. The vehicle combines the low cost, small size and ‘fun’ factor of a motorbike together with the safety, comfort and easy to drive features of a car produce a vehicle with a fuel efficiency better than either car or scooter. Intensive market research has been conducted for various major potential markets of alternative vehicles including India, China and Australia. The research analysed consumer attitudes in relation to narrow tilting vehicles, and in particular towards Deakin’s Tomorrow’s Car (TC). The study revealed that a relatively large percentage of consumers find such a concept very appealing. For the other consumers, the overall appearance and perception of safety and not the actual safety performance were found to be the most impeding factors of such vehicles. By addressing these issues and marketing the vehicle accordingly the successful commercialization of Tomorrow’s Car can be ensured.

Networking of computing devices has been going through rapid evolution and thus continuing to be an ever expanding area of importance in recent years. New technologies, protocols, services and usage patterns have contributed to the major research interests in this area of computer science. The current special issue is an effort to bring forward some of these interesting developments that are being pursued by researchers at present in different parts of the globe. Our objective is to provide the readership with some insight into the latest innovations in computer networking through this. This Special Issue presents selected papers from the thirteenth conference of the series (ICCIT 2010) held during December 23-25, 2010 at the Ahsanullah University of Science and Technology. The first ICCIT was held in Dhaka, Bangladesh, in 1998. Since then the conference has grown to be one of the largest computer and IT related research conferences in the South Asian region, with participation of academics and researchers from many countries around the world. Starting in 2008 the proceedings of ICCIT are included in IEEExplore. In 2010, a total of 410 full papers were submitted to the conference of which 136 were accepted after reviews conducted by an international program committee comprising 81 members from 16 countries. This was tantamount to an acceptance rate of 33%. From these 136 papers, 14 highly ranked manuscripts were invited for this Special Issue. The authors were advised to enhance their papers significantly and submit them to undergo review for suitability of inclusion into this publication. Of those, eight papers survived the review process and have been selected for inclusion in this Special Issue. The authors of these papers represent academic and/or research institutions from Australia, Bangladesh, Japan, Korea and USA. These papers address issues concerning different domains of networks namely, optical fiber communication, wireless and interconnection networks, issues related to networking hardware and software and network mobility. The paper titled “Virtualization in Wireless Sensor Network: Challenges and Opportunities” argues in favor of bringing in different heterogeneous sensors under a common virtual framework so that the issues like flexibility, diversity, management and security can be handled practically. The authors Md. Motaharul Islam and Eui-Num Huh propose an architecture for sensor virtualization. They also present the current status and the challenges and opportunities for further research on the topic. The manuscript “Effect of Polarization Mode Dispersion on the BER Performance of Optical CDMA” deals with impact of polarization mode dispersion on the bit error rate performance of direct sequence optical code division multiple access. The authors, Md. Jahedul Islam and Md. Rafiqul Islam present an analytical approach toward determining the impact of different performance parameters. The authors show that the bit error rate performance improves significantly by the third order polarization mode dispersion than its first or second order counterparts. The authors Md. Shohrab Hossain, Mohammed Atiquzzaman and William Ivancic of the paper “Cost and Efficiency Analysis of NEMO Protocol Entities” present an analytical model for estimating the cost incurred by major mobility entities of a NEMO. The authors define a new metric for cost calculation in the process. Both the newly developed metric and the analytical model are likely to be useful to network engineers in estimating the resource requirement at the key entities while designing such a network. The article titled “A Highly Flexible LDPC Decoder using Hierarchical Quasi-Cyclic Matrix with Layered Permutation” deals with Low Density Parity Check decoders. The authors, Vikram Arkalgud Chandrasetty and Syed Mahfuzul Aziz propose a novel multi-level structured hierarchical matrix approach for generating codes of different lengths flexibly depending upon the requirement of the application. The manuscript “Analysis of Performance Limitations in Fiber Bragg Grating Based Optical Add-Drop Multiplexer due to Crosstalk” has been contributed by M. Mahiuddin and M. S. Islam. The paper proposes a new method of handling crosstalk with a fiber Bragg grating based optical add drop multiplexer (OADM). The authors show with an analytical model that different parameters improve using their proposed OADM. The paper “High Performance Hierarchical Torus Network Under Adverse Traffic Patterns” addresses issues related to hierarchical torus network (HTN) under adverse traffic patterns. The authors, M.M. Hafizur Rahman, Yukinori Sato, and Yasushi Inoguchi observe that dynamic communication performance of an HTN under adverse traffic conditions has not yet been addressed. The authors evaluate the performance of HTN for comparison with some other relevant networks. It is interesting to see that HTN outperforms these counterparts in terms of throughput and data transfer under adverse traffic. The manuscript titled “Dynamic Communication Performance Enhancement in Hierarchical Torus Network by Selection Algorithm” has been contributed by M.M. Hafizur Rahman, Yukinori Sato, and Yasushi Inoguchi. The authors introduce three simple adapting routing algorithms for efficient use of physical links and virtual channels in hierarchical torus network. The authors show that their approaches yield better performance for such networks. The final title “An Optimization Technique for Improved VoIP Performance over Wireless LAN” has been contributed by five authors, namely, Tamal Chakraborty, Atri Mukhopadhyay, Suman Bhunia, Iti Saha Misra and Salil K. Sanyal. The authors propose an optimization technique for configuring the parameters of the access points. In addition, they come up with an optimization mechanism in order to tune the threshold of active queue management system appropriately. Put together, the mechanisms improve the VoIP performance significantly under congestion. Finally, the Guest Editors would like to express their sincere gratitude to the 15 reviewers besides the guest editors themselves (Khalid M. Awan, Mukaddim Pathan, Ben Townsend, Morshed Chowdhury, Iftekhar Ahmad, Gour Karmakar, Shivali Goel, Hairulnizam Mahdin, Abdullah A Yusuf, Kashif Sattar, A.K.M. Azad, F. Streaming applications over Mobile Ad-hoc Networks (MANET) require a smooth transmission rate. The Internet is unable to provide this service during traffic congestion in the network. Designing congestion control for these applications is challenging, because the standard TCP congestion control mechanism is not able to handle the special properties of a shared wireless multi hop channel well. In particular, the frequent changes to the network topology and the shared nature of the wireless channel pose major challenges. In this paper, we propose a novel approach, which allows a quick increase of throughput by using explicit feedback from routers.

This paper proposes a method of improving level of service in congested urban railways by means of a triple-track line operation for a highly dense urban area with special travel demand characteristics. Where the future travel demand forecasts show sluggish growth or no growth at all, there is little to no incentives for heavy railway investments like quadruple-track extension and construction of new railway routes to alleviate current railway congestion problems. In such a situation, triple-track line operation can be the best alternative due to its moderate investment cost and ease in land acquisition for just an additional single track along the existing tracks. Our simulation investigation in one of the congested railway lines in Tokyo showed that triple track line operation increases railway capacity by 26% and shortens travel time by 38% in peak direction during morning peak hours. These results are encouraging and are useful for removing current railways problems in Tokyo and in similar urban situations elsewhere.

With urbanization and vehicle availability, there exist many traffic problems including congestion, environmental impact and safety. In order to address these problems, we propose a video driven traffic modelling system in this paper. The system can simulate real-world traffic activities in a computer, based on traffic data recorded in videos. Video processing is employed to estimate metrics such as traffic volumes. These metrics are used to update the traffic system model, which is then simulated using the Paramics™ traffic simulation platform. Video driven traffic modelling has widespread potential application in traffic systems, due to the convenience and reduced costs of model development and maintenance. Experiments are conducted in this paper to demonstrate the effectiveness of the proposed system.

We propose Video Driven Traffic Modelling (VDTM) for accurate simulation of real-world traffic behaviours with detailed information and low-cost model development and maintenance. Computer vision techniques are employed to estimate traffic parameters. These parameters are used to build and update a traffic system model. The model is simulated using the Paramics traffic simulation platform. Based on the simulation techniques, effects of traffic interventions can be evaluated in order to achieve better decision makings for traffic management authorities. In this paper, traffic parameters such as vehicle types, times of starting trips and corresponding origin-destinations are extracted from a video. A road network is manually defined according to the traffic composition in the video, and individual vehicles associated with extracted properties are modelled and simulated within the defined road network using Paramics. VDTM has widespread potential applications in supporting traffic decision-makings. To demonstrate the effectiveness, we apply it in optimizing a traffic signal control system, which adaptively adjusts green times of signals at an intersection to reduce traffic congestion.

Traffic congestion is one of the major problems in modern cities. This study applies machine learning methods to determine green times in order to minimize in an isolated intersection. Q-learning and neural networks are applied here to set signal light times and minimize total delays. It is assumed that an intersection behaves in a similar fashion to an intelligent agent learning how to set green times in each cycle based on traffic information. Here, a comparison between Q-learning and neural network is presented. In Q-learning, considering continuous green time requires a large state space, making the learning process practically impossible. In contrast to Q-learning methods, the neural network model can easily set the appropriate green time to fit the traffic demand. The performance of the proposed neural network is compared with two traditional alternatives for controlling traffic lights. Simulation results indicate that the application of the proposed method greatly reduces the total delay in the network compared to the alternative methods.

We examine the relationship between atmospheric and water pollution, traffic congestion, access to parkland and personal well-being using a survey administered across six Chinese cities in 2007. In contrast to existing studies of well-being determinants by economists which typically employ single-item indicators, we use the Personal Well-being Index (PWI). We also employ the Job Satisfaction Survey (JSS) to measure job satisfaction, which is one of the variables for which we control when examining the relationship between environmental surroundings and personal well-being. Previous research by psychologists has shown the PWI and JSS to have good psychometric properties in western and Chinese samples. A robust finding is that in cities with higher levels of atmospheric pollution and traffic congestion, respondents report lower levels of personal well-being ceteris paribus. Specifically, we find that a one standard deviation increase in suspended particles or sulphur dioxide emissions is roughly equivalent to a 12-13% reduction in average monthly income in the six cities. © 2010 Springer Science+Business Media, LLC.

Traffic signal controlling is one of the solutions to reduce the traffic congestion in cities. To set appropriate green times for traffic signal lights, we have applied Adaptive Neuro-Fuzzy Inference System (ANFIS) method in traffic signal controllers. ANFIS traffic signal controller is used for controlling traffic congestion of a single intersection with the purpose of minimizing travel delay time. The ANFIS traffic controller is an intelligent controller that learns to set an appropriate green time for each phase of traffic signal lights at the start of the phase and based on the traffic information. The controller uses genetic algorithm to tune ANFIS parameters during learning time. The results of the experiments show higher performance of the ANFIS traffic signal controller compared to three other traffic controllers that are developed as benchmarks. One of the benchmarks is GA-FLC (Araghi et al., 2014), next one is a fixed-FLC, and a fixed-time controller with three different values for green phase. Results show the higher performance of ANFIS controller.
