This thesis identifies the rhetorical strategies by which the Menzies government reconciled acceptance of full employment, the welfare state and government intervention with a defence of liberalism. It argues that the Korean War offered the Menzies government an opportunity to reconstitute these key aspects of the postwar state as "liberal" rather than social democratic.

This thesis analyses the history of the influence of the Australian medical profession on government policies and community attitudes towards Asia. It concludes that, apart from their support of progressivist policies between 1880 and 1930, Australia's doctors had only a small and largely self-interested influence on Australia's Asian engagement.

A &lsquo;white elephant&rsquo; is a magnificent, high-status possession that is not particularly productive, costs a lot to maintain, and which you cannot get rid of. Since colonial times, Australians have had a weakness for white elephants. Traditionally, these were massive, debt-funded public works schemes that were economically, environmentally or socially dubious. In recent years, our white elephants have taken on different guises, but the ruinous expense and misdirected effort remain the same. This paper explores some of the reasons for our society&rsquo;s historic enthusiasm for white elephants, and suggests some remedies.<br />

This book provides a comprehensive coverage of one of Australia&rsquo;s most historic elections, which produced a hung parliament and a carefully crafted minority government that remains a heartbeat away from collapse, as well as Australia&rsquo;s first elected woman Prime Minister and the Australian Greens&rsquo; first lower house Member of Parliament.<br /><br />The volume considers the key contextual and possibly determining factors, such as: the role of leadership and ideology in the campaign; the importance of state and regional factors (was there evidence of the two or three speed economy at work?); and the role of policy areas and issues, including the environment, immigration, religion, gender and industrial relations. Contributors utilise a wide range of sources and approaches to provide comprehensive insights into the campaign. This volume notably includes the perspectives of the major political groupings, the ALP, the Coalition and the Greens; and the data from the Australian Election Survey. Finally we conclude with a detailed analysis of those 17 days that it took to construct a minority party government.

Over the past decade Australian theatre has seen an increased profile for works written and created by Indigenous artists. This paper looks at the development of Indigenous theatre in Australia and considers how increased mainstream production opportunities have facilitated this expansion of Indigenous theatre practice. Based on the textual analysis of a number of key works, this paper looks at the development of the one-person show as the dominant genre for Indigenous theatre practices, and investigates the relationship between autobiography and the celebration of &lsquo;otherness&rsquo;. This study argues that this theatre work represents a shift away from conventional representations of Aboriginality towards a more self-determined expression of political identity.<br />

Wilderness conservation has a checkered history in Australian politics. Initially, wilderness was protected in national parks, and specific areas or legislation did not exist. In the 1960s, wilderness conservation became an important issue in Australian politics. Pressure from environmental groups and the general public created several conflicts. Several successes were scored by the joint efforts of interest groups, the public, charismatic individuals, the media, and support of governments and politicians. A number of areas were declared wilderness areas and several states now have wilderness protected through legislation. The 1990s have not been as good as the previous decades for wilderness. Large forest areas are still being cleared and bias toward consumptive use of forest by governments is emerging. Clearly, wilderness protection in Australia is intensely political. It is important that interest groups maintain pressure to protect future wilderness. Efforts to obtain national legislation for wilderness and to couch wilderness in terms of other aspects such as biodiversity and ecosystems values may prove necessary.<br />

Lumiracoxib (Prexige&copy;) 200 mg was listed in Australia&rsquo;s Pharmaceutical Benefits Scheme (PBS) schedules on 01 August 2006. The listing was intended as a cost-minimisation strategy, as lumiracoxib 200 mg was deemed equivalent in therapeutic effect to celecoxib (Celebrex&copy;) 200 mg, and was available at a lower cost. By the time of listing on the PBS, a safety re-evaluation of the recommended daily dose of lumiracoxib was being considered in other national regulatory jurisdictions. Within 3 months of listing, the manufacturer revised the recommended dosage to half that of the PBS-listed dosage. However, the PBS listing was neither revoked nor modified. At the time of listing on the PBS, lumiracoxib was known to be 17 times as biochemically selective in inhibiting the COX-2 isoform as celecoxib, and twice as selective as rofecoxib, already withdrawn for safety reasons. Safety concerns had already been raised about adverse hepatic outcomes on daily doses of lumiracoxib 200 mg. Communication of information about the risk potential of lumiracoxib was inadequate. Economic and political considerations were prioritised over patient safety, and lumiracoxib 200 mg remained available via the PBS until 10 August 2007, when it was withdrawn for safety reasons following cases of hepatic morbidity and mortality.<br />

<b>Objective </b>Nutrient Reference Values (NRV) are evidence-based benchmarks for assessing the dietary adequacy of individuals and population groups as well as informing public health nutrition policies and programmes. The present paper presents the findings of an analysis of the views of submitters to a draft document associated with the development of the 2006 NRV for Australia and New Zealand. The aim of the study was to explore how these views were reflected in the policy-making process and final policy document.<br /><br /><b>Design </b>The information necessary to fulfil this aim required access to stakeholder submissions to the NRV development process and this necessitated exploiting the provisions of the Commonwealth of Australia&rsquo;s Freedom of Information (FOI) Act 1982. We understand that the present research represents the first time that an FOI request seeking information about a National Health and Medical Research Council food and nutrition policy process has been made and therefore is novel in its approach to public health nutrition policy analysis.<br /><br /><b>Results </b>The analysis of stakeholder submissions identified that stakeholders had particular concerns about the conduct of the review process and the future application of the nutrient values to policy and programmes. There is a lack of evidence that the majority of stakeholder comments were addressed in the final NRV document.<br /><br /><b>Conclusion </b>Although these findings cannot be interpreted to assess the validity or otherwise of the set nutrient values, they do raise questions about the process for their development and the adequacy of the final document to reflect the views of key stakeholders.<br />
