This research provides a deeper insight into the performance of alliances for the construction of road, rail and water projects. The principle objective of alliances is to align team member expectations so that they work together for the benefit of the project. To date, this has been a challenge, and as such this makes alliances an innovative approach to procurement of infrastructure. The paper reports on a survey of 18 public infrastructure projects across Australia that utilized the alliance form of procurement. The results were based on alliance team interviews, which addressed the most critical management issues impacting on the performance of process. The research identified a sample of stakeholders form alliance leadership teams (ALT) and the alliance management teams (AMT) that had recently completed a major infrastructure projects. Results revealed that communication and trust between the ALT and AMT teams was a major issue that impacted on the effectiveness of the alliance. Furthermore, the research identifies several key factors that were necessary preconditions for successful alliances.

Since the end of the Cold War, U.S. policymakers have faced the challenge of addressing the technological requirements of both economic competitiveness and national security. Promoting the technological objectives of competitiveness and security poses a daunting task, as these objectives can differ significantly in terms of autonomy, the private sector’s role, and the time frame involved. The difficulties inherent in meeting these competing needs for technological investment and resources are exacerbated by growing technological globalization. American Technology Policy analyzes the ongoing efforts of politicians, legislators, policymakers, and industry leaders to balance their often-conflicting technological requirements. J. D. Kenneth Boutin examines recent trends and developments in American technology policy as it strives to support high-technology firms without undermining national security. He then considers issues of autonomy, relations between the federal government and industry, and the time frame involved in formulating and implementing policy initiatives, all in the context of globalization. Though satisfying the ambitious American technological agenda is difficult, it is impossible for authorities to avoid making the effort, given the high stakes involved. Boutin’s analysis is intended to inform those who are charged with prioritizing and balancing the technological needs of national defense and economic growth. Although the post–Cold War technology policy of the United States has been characterized by efforts to achieve a balance between these two competing priorities, the dominant focus remains on national security. Boutin explains the ways in which American authorities seek to limit the extent of compromise necessary by working with local and foreign actors and by encouraging structural changes in the environment for technological development, application, and diffusion.

This paper aims at critiquing several existing strategic international human resource management frameworks and discusses their inadequacy to apply directly to emerging multinational companies, especially those generated from Brazil, Russia, India, China and South Africa. To complement the existing strategic international human resource management frameworks, key variables relevant to emerging economies are identified and an extended model with reference to emerging multinational companies is developed with several research propositions. It is believed that the proposed model would better capture the current development of multinationals in transition, and alert emerging international managers to address several people management challenges in the global context.

Alliances are complex projects with high levels of risk and uncertainty. Despite the pain share and gain share commercial arrangement in alliances, Trust is still an issue between the Alliancing Leadership Team (ALT) and Alliancing Management Team relationship (AMT). Although the concept and components of trust have been discussed by various researchers, the characteristic of trust under different situations has not been tested within the procurement research domain. Based on semi-structured interviews with the members of the ALT and AMT of an alliance project in Australia the underlying trust based relationships between the AMT and ALT were investigated using the Soft Systems Methodology (SSM). Results demonstrate that cognitive, affect, system and cognitive-affect based trust are mediated by common good, needs, sharing, breach temptation and mishap situations. This research demonstrates that the adversarial culture of the Australian construction industry cannot be changed by the implementation of trust principles alone. The culture of suspicion dominating the ideological view of the construction industry requires organizational learning between alliance parties to execute appropriate behaviours, aligned with the alliancing philosophy, to effectively achieve ideal collaboration.

This paper examines the “Respect for History” project on Turkey's Gallipoli Peninsula sponsored by a Turkish oil company, OPET. The project sought to enhance and protect the cultural and historical experiences of tourists visiting Gallipoli, and to bring direct and indirect benefits to local communities through enhancing tourism-related business opportunities and improving community infrastructure. This research investigates the project's impact on residents’ perceived social and economic wellbeing, using a quality of life framework, and also ascertains residents’ views of the sponsoring firm. The context illustrates key differences between pure philanthropy and strategic philanthropy; the latter defined as doing good by purposefully achieving corporate and civic benefits. The role of strategic philanthropy as a sustainable tourism development tool, and its impact on tourism governance, are considered. Data were collected from 674 residents on the Turkish Gallipoli Peninsula in areas impacted by OPET's investment program. The results, using structural equation modelling (SEM), identify that respondents generally believe that both their economic and social quality of life have improved. This, in turn, has positively influenced respondents’ views of the sponsoring organization. The concept of strategic philanthropy appears valuable as a private sector, non-tourism, sustainable tourism development tool in some circumstances.

To date, many of the models and theories that seek to explain problem solving and decision making, have tended to adopt an overly reductionist view of the processes involved. As a consequence, most theories and models have proved unsuitable in providing managers with a practical explanation of the dynamics that underpin problem solving. A substantial part of a manager’s time is taken up with problem solving and decision making issues. The question of whether managers possess the necessary problem solving skills, or have access to “tools”, which can be used to manage different types of problems, has become an issue of some importance for managers and organisations alike. This paper seeks to contribute to the current literature on problem solving and decision making, by presenting a conceptual model of problem solving, which is intended to assist managers in developing a more holistic framework for managing problem solving issues.

Governments in Australia face the challenge of meeting the growing demand for new infrastructure, which can be delivered more quickly in an increasingly complex environment. Alliance Contracting has been introduced to overcome some of the challenges by, aligning the incentives of the partners, clearly defining their rights and responsibilities, and providing the means for resolving disputes when they arise. The purpose of this research was to explore the critical success factors of Alliance Contracting in order to understand the roles of the various terms and conditions and how they fit together to create a relationship-based contract. A qualitative technique of semi-structured in-depth interviews was used to gather primary data in response to the research questions. The research aimed to develop an in-depth understanding of Alliance Contracting. The results show that the key contributor to the success or failure of Alliances is whether all the partners benefit equitably from the venture. Analysis of the data indicates that, in general, trusting attitudes/behaviour is perceived to be the most important critical success factor for Alliance Contracting in the broader construction industry. The second most popular critical success factor was shared and aligned goals. The third issue was the evidence of open behaviour, and the final issue was the presence of shared knowledge. The implication of this research is that there are several key factors that were necessary preconditions for successful Alliances.

Local governments are increasingly seeking new ways to engage with communities through a variety of productive avenues. Yet strategic planning lags behind with an accepted method to consult and engage with communities about proposed policy changes. When engagement methods are used which go beyond those which are legislated for, the process often involves members of communities who are familiar with planning processes, or have time to participate, thereby excluding large sections of the community. In addition, consultation methods often lack rigour in data collection upon which major strategic decisions are based, thereby undermining government's capacity to make quality and informed planning decisions. The aim of this paper is to assist local government urban planners with their community engagement practice in order to form policies which are acceptable to the affected communities. The paper proposes a community engagement framework which introduces rigour within the community engagement process by drawing on research methods from psychology and political science.

This article describes the implementation of machine learning techniques that assist cycling experts in the crucial decision-making processes for athlete selection and strategic planning in the track cycling omnium. The omnium is a multi-event competition that was included in the Olympic Games for the first time in 2012. Presently, selectors and cycling coaches make decisions based on experience and opinion. They rarely have access to knowledge that helps predict athletic performances. The omnium presents a unique and complex decision-making challenge as it is not clear what type of athlete is best suited to the omnium (e.g., sprint or endurance specialist) and tactical decisions made by the coach and athlete during the event will have significant effects on the overall performance of the athlete. In the present work, a variety of machine learning techniques were used to analyze omnium competition data from the World Championships since 2007. The analysis indicates that sprint events have slightly more influence in determining the medalists, than endurance-based events. Using a probabilistic analysis, we created a model of performance prediction that provides an unprecedented level of supporting information that assists coaches with strategic and tactical decisions during the omnium.

Purpose - This paper evaluates the main elements of building performance namely building function, building impact and building quality in order to promote strategic facilities management in healthcare organisation to improve core (health) business activities. Design/methodology/approach - Based on current available toolkits, a questionnaire is issued to healthcare users (staff) in a public hospital about their level of agreement in relation to these elements. Statistical analysis is conducted to regroup the elements. These regrouped elements and their inter relationships are used to develop a framework for measuring building performance in healthcare buildings. Findings - The analysis helped to clarify the understanding and agreement of users in Australian healthcare organisation with regards to building performance. Based on the survey results, 11 new elements were regrouped into three groups. These new regrouped elements will be used to develop a reliable framework for measuring performance of Australian healthcare buildings. Originality/value - Currently there is no building performance toolkit available for Australian healthcare organisation. The framework developed in this paper will help healthcare organisations with a reliable performance tool for their buildings and this will promote strategic facilities management.
