BACKGROUND: As the changes underpinning the Coordinated Care Trials in South Australia have become more apparent, similarities have emerged between the rationalisation of public schooling in the mid 1980s and the transformation of public health in the 1990s.

OBJECTIVE: This article aims to discuss the evolution of health services in South Australia and help us answer the question of how best to manage our public and private health infrastructure in a changing economic and social context.

DISCUSSION: Both strategies in education and health share common elements of cost cutting, attempts at improving efficiencies, a flirting with the private sector and the attendant risk of reduced quality of services to the public. This situation in both sectors is indicative of a shift in public policy and a growth in the belief that private management of public sector infrastructure can help resolve the funding crises around our education and health systems.

Internationally, the importance of science, technology, engineering and mathematics (STEM) for innovation and competition drives concerns about the adequacy of national STEM workforces. Data from the UK, USA and Australia suggest that, even immediately post-graduation, a significant proportion of engineering bachelor graduates do not work in engineering roles. Using the 2011 Australian census data, we present an investigation into the relationship between educational qualifications and occupational status of Australian engineering bachelor graduates, and how this status varies specifically with graduate age. We consider the implications of these findings and present recommendations for the recruitment and education of Australian engineering undergraduates. We conclude that engineering students would be better informed about, and equipped for, the world of post-graduation work if they were exposed to the likely options for their career trajectory. Likewise, secondary school students and others considering engineering undergraduate study would be more honestly advised if they were informed about the full range of career possibilities for engineering graduates and the probability that they are just as likely to work out of engineering as in it.

Dramatic play is recognised as an important source of learning and development for preschool children, yet there are increasing reports that the quality of dramatic play is declining. This paper aims to report on the findings of a mixed method study that examined the constructs of Australian preschool children’s dramatic play behaviour. Video observations and the Smilansky Scale for the Evaluation of Dramatic and Socio-Dramatic Play (Smilanksy & Shefatya, 1990) were used with 101 preschool children aged 4 to 6 years in selected early childhood educational settings in Melbourne, Australia. Findings reveal that the overall level of children’s dramatic play behaviour was low. A typology of four play styles will be presented. Implications on educators’ pedagogy are discussed.

In this research, an ADRI approach was introduced in the teaching and learning process of an introductory programming course. The result shows that the ADRI approach impacted positively on the students learning outcomes. The ADRI approach not only reduced the failure rate but also improved student’s retention in the course.

The relationship between war, militarization, and landscapes is far more complex and nuanced than one characterized by domination and destruction. While the preparation, waging, and aftermath of war clearly have a range of negative landscape impacts, military forces are holding increasingly important, complementary roles in the defense of high conservation value sites.

The purpose of this paper is twofold. Firstly, its aim is to ascertain the major aspects of job satisfaction for South Australian construction workers including the main ramifications of job satisfaction in the working environment. Secondly, it investigates the influence of key age-related factors i.e. chronological age, organisational age and length of service on major aspects of job satisfaction. The collected data for this study comprised 72 questionnaires completed by construction practitioners working at operational levels in the South Australian construction industry. Based on the responses from the target group, this study deduced that job dissatisfaction was predominantly related to the adverse impact on personal health and quality of life. In addition, indifference and the perception of dejection in the workplace are the main consequences of low levels of job satisfaction. Inferential analyses revealed that none of the age-related factors could significantly affect the major aspects of job satisfaction of construction workers in the South Australian context. The study concludes with providing practical suggestions for redesigning human resources practices for increasing the level of job satisfaction within the South Australian construction industry.

Over the past decade alcohol-related violence in and around licensed premises has given rise to significant legislative, regulatory and operational policing developments. In Australia, the State of Victoria introduced police-imposed banning notices as part of a range of provisions and new powers targeting alcohol-related disorderly behaviour. Banning notices exemplify a broader shift towards discretionary, pre-emptive, regulatory, summary justice which circumvents the criminal law, dilutes individual rights, and reconfigures expectations of balance in the administration of justice. The legal principles upon which banning notices are based and the way in which they were enacted by the Victorian Parliament challenge both the purpose and specific requirements of Victoria’s Charter of Human Rights and Responsibilities Act 2006. Detailed analysis of the application of the Charter compliance processes to the banning notice provisions point to a notable disparity between the expectations of formal human rights policy and the reality of substantive practice. The broader effect of such a disconnect is potentially significant, but has been largely opaque to meaningful scrutiny.

In response to recent events, Australian scholars examine the prospects of conflict and cooperation between the Muslim world and the West and the future of Muslim communities in Australia. The essays fall into three thematic sections: the broad international context, with reference to the repercussions of the war in Iraq and the initiatives launched by Muslims, namely the Organization of Islamic Conference, and the current discourse among radical Islamic groups about prospects of "conflict" between the Muslim world and the West; the implications of growing Islamic agitation and the heightened sense of insecurity for Muslim states in South and Southeast Asia; the challenges faced by Muslim communities in Australia and implications for interethnic relations and asylum-seekers.

The purpose of this paper is to use Kane's notion of the regulatory dialectic to analyse the changing nature of bank regulation in Australia. Throughout Australia's economic history, economic regulation of the Australian banking system has not been static but has responded to changes in technology, market forces, and the behaviour of regulated institutions. From this analysis, some inferences about general banking principles and policy can be made.

The construction of evaporative ponds and wetlands for the disposal of waste water high in ionic concentrations is a waste disposal strategy currently considered by many industries. However, the design, construction and management of these ponds and wetlands are not straightforward as complex chemical interactions result in both spatial and temporal changes in water quality. The effects of evaporation and drainage on the water quality in two constructed ponds, an adjacent man-made wetland and local groundwater at Portland Aluminium were investigated. The minimum volume of water entering the ponds during the study period was 0.96±0.16 ML per month. The predicted theoretical evaporative capacity of the two ponds was calculated to be 0.30±0.07 ML per month. More water enters the ponds than it is theoretically possible to evaporate under the ambient weather conditions at Portland, yet the ponds do not overflow, suggesting percolation through the pond lining. No spatial differences in solute concentrations (fluoride, sulphate, bicarbonate, carbonate, sodium, potassium, calcium, and magnesium ions) were found within the waters of either pond, although temporal differences were apparent. The results support the conclusion that the ponds are not impermeable, and that much of the waste water entering the ponds is being lost through seepage. The impacts on local groundwater chemistry of this seepage are addressed. Significant correlations exist between solute presence within and between the ponds, wetland and groundwater. Fluoride and sulphate concentrations were significantly higher in pond waters throughout the duration of the experiment. Pond sediments revealed a high degree of spatial and temporal heterogeneity in the concentration of all monitored ions resulting from the chemical heterogeneity of the material making up the pond linings. Adsorption isotherms for fluoride indicate that the adsorption capacity of the pond linings remains high for this ion. Implications for the management of waste water by this strategy are discussed.

This article explores the political beliefs and the forms of reasoning about racism, national identity and Other developed by young Australian women and men from different ethnic and class backgrounds. The interviews on which the discussion is based are drawn from a larger longitudinal study of Australian secondary school students which examines how young people develop their sense of self and social values over time. The present article has two overall purposes: to add to understandings of how the cultural logic of racism functions in one national setting, and to consider political reasoning about race and ethnicity in relation to processes of young people's identity positioning. Three main lines of argument are developed. The first concerns students' positioning of themselves vis-a `-vis the current 'race debate' in Australia, and in relation to us as researchers, including their negotiation of the protocols for speaking about 'race' and racism. This includes consider ation of the methodological and political effects of white Anglo women asking questions about racism and ethnicity to ethnic minority students who are routinely constituted as 'Other': what blindnesses and silences continue to operate when posing questions about racism directly? A second and related focus is the range of emotional responses evoked by asking questions about racism and about an Australian politician (Pauline Hanson), who has been prominent in race debates. Third, the authors examine young people's construction of 'us and them' binaries and hierarchies of Otherness and whiteness. They argue throughout that reasoning about race, national identity and Others, and the taking up of 'political positions', is intimately linked to identity formation and to how we imagine ourselves in the present, the past and the future.

Occupational stress is a serious threat to the health of individual workers, their families and the community at large. The settings approach to health promotion offers valuable opportunities for developing comprehensive strategies to prevent and reduce job stress. However, there is evidence that many workplace health promotion programs adopt traditional, lifestyle-oriented strategies when dealing with occupational stress, and ignore the impact that the setting itself has on the health of employees. The aim of the present study was to address two of the barriers to adopting the settings approach; namely the lack of information on how psycho-social work characteristics can influence health, and not having the confidence or knowledge to identify or address organizational-level issues. A comprehensive occupational stress audit involving qualitative and quantitative research methods was undertaken in a small- to medium-sized public sector organization in Australia. The results revealed that the work characteristics ‘social support’ and ‘job control’ accounted for large proportions of explained variance in job satisfaction and psychological health. In addition to these generic variables, several job-specific stressors were found to be predictive of the strain experienced by employees. When coupled with the results of other studies, these findings suggest that work characteristics (particularly control and support) offer valuable avenues for creating work settings that can protect and enhance employee health. The implications of the methods used to develop and complete the stress audit are also discussed.

Examination of samples of bryozoans from the south- eastern slope sediments of Australia ("Franklin" SLOPE Stations 6, 7), has revealed the presence of many specimens of several genera with species which have minute, rooted colony forms. Among these are new species of the genera Batopora Reuss (B. problematica) and Lacrimula Cook (L. affinis). The structure of colonies is briefly described. The family Batoporidae is considered to contain only these two genera, although they have relationships with the discoidal genus Orbitulipora, and similarities in colony form to the genera assigned to the Conescharellinidae.
