Commercial swimming pools, particularly aquatic centres are increasingly common features of large towns and cities in Australia as people are encouraged to increase their levels of physical activity. Swimming is regarded as a low impact form of exercise and use of indoor facilities allows this to continue all-year round. Aquatic centres are large users of energy for water and space heating with an energy intensity which can be up to seven times that of a commercial office building in Australia. Much of the energy is used to heat water to relatively low temperatures and therefore solar energy technology is capable of providing this energy. In the residential sector, solar thermal systems for heating water and swimming pools is well-established. This is not the case for commercial swimming pools i.e. aquatic centres. In Victoria, a program to encourage commercial pool operators to install solar systems was funded in the early 1980s. This paper describes an investigation into the current use of and attitudes to solar systems in commercial pools through a survey of municipal pool operators in Victoria, south-eastern Australia. The survey found that there has been very little increase in the use of solar energy and that barriers to the use of the technology remain the same as they were nearly 30 years ago. Lack of roof area, poor payback periods and an inability of solar to meet pool heating needs are the most common misconceptions. To improve the uptake of solar heating in commercial pools, further research, particularly looking at the feasibility of integrating traditional heat sources with solar collectors using smart control, is required. An incentive programme and the education of the new generation of consultants and aquatic centre operators, unfamiliar with the potential benefits of solar systems, would also help to increase their uptake.

This research aims to understand the attitudes and behaviours of stakeholders towards waste management and consequently identify ways of improving waste management practices in construction projects. Semi-structured interviews were conducted. The findings reveal that most of the decisions in construction projects are based on their financial returns unless there is a special requirement to comply with Green Star or any other sustainable building rating system. Even though there is a trend towards environment-friendly construction, contractors are favourable towards methods involving financial incentives. Results also indicate that private developers are more price-driven compared with government clients. Findings reveal the necessity of enforcing legislation to improve waste management practices until such practices become culturally embedded in organizations across the supply chain. Similarly, end users' motivation towards waste management was also identified as a key to encouraging stakeholders of construction projects and improving their attitudes and behaviours towards waste management practices.

Objective The aim of the present study was to identify areas where allied health assistants (AHAs) are not working to their full scope of practice in order to improve the effectiveness of the allied health workforce.

Methods Qualitative data collected via focus groups identified suitable AHA tasks and a quantitative survey with allied health professionals (AHPs) measured the magnitude of work the current AHP workforce spends undertaking these tasks.

Results Quantification survey results indicate that Victoria’s AHP workforce spends up to 17% of time undertaking tasks that could be delegated to an AHA who has relevant training and adequate supervision. Over half this time is spent on clinical tasks.

Conclusions The skills of AHAs are not being optimally utilised. Significant opportunity exists to reform the current allied health workforce. Such reform should result in increased capacity of the workforce to meet future demands.

What is known about the topic? Increasing skill shortages across Australia’s health workforce necessitates that the capabilities of all healthcare team members should be used optimally. AHA roles are an important and growing response to current health workforce needs. Increasing workforce capacity will ensure the right health workers are matched to the right task by skill, experience and expertise.

What does this paper add? This paper presents a model that assists services to identify tasks suitable for delegation to an AHA by an AHP. The model is unique because it describes a process that quantifies the need for AHAs and it has been successfully implemented in rural, regional and metropolitan health services in Victoria.

What are the implications for practitioners? Working collaboratively, with executive support, will lead to a sustainable and integrated approach to support workforce capacity building. Altering the skill mix of healthcare teams through increasing the role of AHAs has benefits for AHPs, patients and the healthcare system.

OBJECTIVE: Pricing strategies are a promising approach for promoting healthier dietary choices. However, robust evidence of the cost-effectiveness of pricing manipulations on dietary behaviour is limited. We aimed to assess the cost-effectiveness of a 20% price reduction on fruits and vegetables and a combined skills-based behaviour change and price reduction intervention. DESIGN AND METHODS: Cost-effectiveness analysis from a societal perspective was undertaken for the randomized controlled trial Supermarket Healthy Eating for Life (SHELf). Female shoppers in Melbourne, Australia were randomized to: (1) skill-building (n = 160); (2) price reductions (n = 161); (3) combined skill-building and price reduction (n = 161); or (4) control group (n = 161). The intervention was implemented for three months followed by a six month follow-up. Costs were measured in 2012 Australian dollars. Fruit and vegetable purchasing and consumption were measured in grams/week. RESULTS: At three months, compared to control participants, price reduction participants increased vegetable purchases by 233 g/week (95% CI 4 to 462, p = 0.046) and fruit purchases by 364 g/week (95% CI 95 to 633, p = 0.008). Participants in the combined group purchased 280 g/week more fruits (95% CI 27 to 533, p = 0.03) than participants in the control group. Increases were not maintained six-month post intervention. No effect was noticed in the skill-building group. Compared to the control group, the price reduction intervention cost an additional A$2.3 per increased serving of vegetables purchased per week or an additional A$3 per increased serving of fruit purchased per week. The combined intervention cost an additional A$12 per increased serving of fruit purchased per week compared to the control group. CONCLUSIONS: A 20% discount on fruits and vegetables was effective in promoting overall fruit and vegetable purchases during the period the discount was active and may be cost-effective. The price discount program gave better value for money than the combined price reduction and skill-building intervention. The SHELf trial is registered with Current Controlled Trials Registration ISRCTN39432901.

FOREWORDAs a culturally ambitious nation we are shaped by our cultural engagement and it is an important catalyst for critical discourse. It is vital that audiences and artists discuss their experiences, enabling us as a community to come together through engagement with diverse practice that challenges and entertains. This research has been undertaken in response to the Australia Council’s strategic vision for a nation where there are no borders to accessing Australian arts, and all Australians are able to experience and cherish Aboriginal and Torres Strait Islander arts and culture.Building Audiences provides an insight into the nature of existing Australian audiences and the broader public. It reveals how Australians engage with Aboriginal and Torres Strait Islander arts in the public sphere as audiences, highlighting that this engagement is part of a broader national dialogue about their relationship with and towards Indigenous Australia.

Energy and communication infrastructure for disaster resilience in rural and regional Australia, Regional Studies. Australia's rural and regional areas are prone to frequent natural disasters with extensive socio-economic impacts. Resultant damage to large-grid energy and communication networks can lead to widespread, lengthy outages, signalling the need for alternative infrastructure developments to aid disaster risk reduction and resilience-building (DRRR). Distributed smart renewable energy micro-grid systems can mitigate adverse impacts through outage prevention and rapid service restoration, increase rural and regional resilience, and offer communities opportunities for socio-economic development. However, renewable energy and digital communications policy uncertainty currently adversely affects disaster preparedness and investment in alternative infrastructure, undermining rural and regional futures.

Given the challenge presented by worsening racial and religious relations in many western countries around the world, a closer look at the interplay between racist attitudes among potential perpetrators and experiences of racism among likely targets, focusing on out-group status, can better inform the dynamics of culturally diverse societies. Melbourne, Australia is ideal for such an analysis given its highly diverse population. Building on recent scholarship detailing a new approach to examining the attitude-experience relationship, we add an important spatial dimension by investigating how patterns of association vary spatially within specific localities over and above citywide effects. Findings indicate significant associations between racist attitudes and experience of discrimination at the citywide and, in distinct ways, at the local (Local Government Area) level. Such relationships are shaped by socio-demographic and ethnic diversity profiles, embodying attribution and degree of out-group status, in complex and nuanced ways.

Since the late 1990s, the Indian community in Australia has grown faster than any other immigrant community. The Indian Diaspora has made substantial contributions to the multi-ethnic and multi-religious diversity within Australia. The growth of Hinduism and Sikhism through gurus, temples, yoga and rituals of many kind has brought new colours, images, customs and practices to the profile of Australian religion, and the Australian landscape more widely. At the same time, Hinduism and Sikhism have themselves been transformed as Hindus and Sikhs from different parts of India as well as Fiji, Malaysia and other parts of the world have come together to establish a pan-Indian ethos. Hindus and Sikhs here have also interacted with other sectors of the Australian population and with religions from the Western world. This is the theme of this book.The Indian Diaspora covers the theory of diaspora, the historical development of the Indian communities in Australia since the late 19th century to the present times, current practices and statistical profiles of Hindus and Sikhs in Australia, and interactions between Hindus and Sikhs with the wider Australian community. There are case-studies of the Indian students and women in the Australian community, of Indian communities in Melbourne and South Australia, and of temple building and the Sikh gurdwara. The book has been edited by and contains contributions from Purushottama Bilimoria, an internationally-known scholar of philosophy and religion, Jayant Bhalchandra Bapat, one of Australia’s most senior Hindu priests and a scholar of Hinduism, and Philip Hughes, a leading analyst of the religious profiles of the Australian people. It also contains contributions from several other prominent scholars. Included are special essays on the importance of diaspora by the late Ninian Smart and on the 19th century Afghan cameleers and Indian hawkers.
