Fukuzawa Yukichi penned a series of articles from 1884 to 1896 on why the Japanese must emigrate and settle abroad. Most striking is Fukuzawa's opposition to any legislation preventing the movement of Japanese subjects abroad, including rural women who migrated with the purpose of engaging in prostitution abroad. According to Fukuzawa, the challenge facing Japanese government policy makers was not at what point do you say "no" to poor rural women migrating abroad, but the opposite, at what point should you say "yes."

This article describes the contribution of creativity to human development in the new nation of Timor-Leste, exemplified in a case study of community art centre Afalyca. By taking a creative approach to the challenges of life in his developing country, the young leader of this enterprise, Marqy da Costa, is realising his own potential more fully and offering enriching experiences to others. The impact of his centre on a range of stakeholders, including staff, participants and the wider community is discussed. For participants, the outcomes of their involvement include enjoyable opportunities for creative expression; valued recognition from national and international audiences; the broadening of life experience to encompass new possibilities for self-actualisation; skill development and income from employment and sales.

The factors that have contributed to Afalcya's creative achievements are examined. These include inspiration and assistance received from organisations and individuals in and outside of Timor, family support, and the age and gender of leaders. Also significant are founder Marqy's personal characteristics of artistic talent, social and language skills, love of learning, persistence and conciliatory approach to conflict. Barriers to the realisation of Afalcya's potential include lack of systemic recognition of the value of creativity for sustainable development, unsupportive bureaucracy and gender related restrictions of participation for women. The potential for similar initiatives to contribute to a positive future for Timorese people is explored.

Although formal institutions and entrepreneurial orientation have both been found to contribute separately and positively to firm performance, the interplay between the two factors has not received much attention. This study draws from institutional theory and the entrepreneurship literature to argue that entrepreneurial orientation (EO) provides the mechanism through which the formal institutional environment influences the performance of firms in the tourism sector. Using structural equation modelling and data from a large-scale survey of firms in the tourism sector in the Philippines, it is shown that elements of the institutional environment, by themselves, only have limited influence on tourism firms' performance. EO is shown to partially enhance the effects of the institutional environment on firm performance. The strong mediating effect of entrepreneurial orientation on the relationship between the institutional environment and firm performance is a novel finding and highlights the important role of the government in ensuring that the formal institutional environment promotes entrepreneurship which, in turn, enhances the performance of the tourism sector.

A new approach is presented for calculating the parent orientation from sets of variants of orientations produced by phase transformation. The parent austenite orientation is determined using the orientations of bainite variants that transformed from a single parent austenite grain. In this approach, the five known orientation relationships are used to back transform each observed bainite variant to all their potential face-centered-cubic (f.c.c.) parent orientations. A set of potential f.c.c. orientations has one representative from each bainite variant, and each set is assembled on the basis of minimum mutual misorientation. The set of back-transformed orientations with the minimum summation of mutual misorientation angle (SMMA) is selected as the most probable parent (austenite) orientation. The availability of multiple sets permits a confidence index to be calculated from the best and next best fits to a parent orientation. The results show good agreement between the measured parent austenite orientation and the calculated parent orientation having minimum SMMA.

‘Nation-building across Urban and Rural Timor-Leste’ provided an opportunity for East Timorese and people from around the world to reflect, discuss and debate the nation-building process in Timor-Leste since 1999. In this context, nation-building in Timor-Leste is taken to mean the many different attempts since 1999 to ensure the political, economic and cultural integration of the population to fulfil the ambition of self rule.

Ten years after the 1999 vote for independence, this conference considered how nation-building is being experienced and responded to across urban and rural communities in Timor-Leste. Broadening the discussion beyond that of ‘state-building’, at the core of the conference was a consideration of the myriad ways the new republic has been ‘built’. Here ‘nation-building’ considers not only in terms of policy and programmatic initiatives but also grass roots experiences and perceptions of how Timor-Leste as a nation is seen and understood. For this reason, the majority of participants were East Timorese representatives from across the districts, allowing them top share their stories of nation-building.


At this conference, nation-building was discussed in terms of what appears to be one of the most significant characteristics of contemporary Timor-Leste, namely the sharp distinction found between the urbanized capital and the rural communities where the majority of the population live. Dili has emerged as the centre for economic and political power in a way that is extraordinarily disproportionate with the remainder of the country, while rural areas often remain highly isolated and continue to be dominated by subsistence agriculture.

Since September 11 there has been a rise of Islamophobia in Australian public discourse, matched by a growth of racialised attacks on visibly identifiable Muslims in public space. These cultural racisms have arisen in a context where Islamic religious signifiers and practices have come to be read as signs of fundamentalism, terrorism and threat to national political traditions and cultural values. In particular, the hijab has become a symbol of these tensions, with the veiled woman being read as the embodiment of a ‘repressive and fundamentalist religion’. However, as some Muslim and feminist scholars have proposed, these readings rob Muslim women of their ability to articulate the reasons why wear the veil or engage in gendered religious practices. This paper argues that this enacts a form of disembodiment, whereby Muslim womens’ ability to comfortably inhabit their bodies and assert themselves in the public sphere is limited. In particular the paper draws upon two case studies which express this disembodiment, whilst highlighting the counter-strategies that devout Muslim women are adopting to reinsert their bodies and narratives in the national frame. The first refers to the recent media backlash which followed a public lecture held at Melbourne University by Islamic organization Hikmah Way, where the audience was segregated along gender lines. The second draws upon interviews conducted with veiled Muslim women in Sydney, following the Cronulla riot. These interviews show how Muslim women are contesting dominant representations of the hijab in western popular discourse by recoding it as a signifier of religious and national identity, and as an expression of democratic freedom.

The purpose of this paper is to examine the relationship between ‘market orientation’, ‘brand orientation’ and ‘perceived benefits’ in the non-profit sector from the perspective of the customers. Data were collected from a number of church organizations in Australia using a self-administered questionnaire. The tests for construct reliability, validity and research hypotheses were conducted using structural equation modelling. Findings reveal that ‘market orientation’ is significantly associated with both ‘perceived brand orientation’ and ‘perceived benefits’. An alternative model also reveals significant relationship between ‘brand orientation’ and ‘perceived benefits’ through ‘market orientation’ as the mediating variable. The study contributes to the body of literature and provides practical implications for non-profit managers and church leaders alike. An organization that endeavours to build a strong brand and deliver relevant benefits to its members should ensure that it has sufficient understanding of its members and utilizes the various resources of the organization to deliver superior values to its existing and prospective members.

Although a large amount of research has been undertaken into the application of marketing techniques in church organizations, few studies have provided empirical evidence on the effects of brand orientation on church participation. This empirical study sought to contribute to the body of literature via a survey of 344 church attendees of a particular church denomination in Australia. The conceptual model hypothesizes brand orientation as performing direct and indirect effects on church participation through perceived benefits as the mediating variables. A person's perception of the extent to which a church engages in brand-oriented activities and behavior is significantly related with his or her perception of the benefits associated with church activities, which then leads to a higher level of church participation. The results reveal that brand orientation is significantly related with perceived benefits and church participation.
