Assistive technologies (AT or aids and equipment) are a key intervention used by occupational therapists and others to minimise the impact of disability or the effects of ageing upon life participation. Our capacity to provide optimal AT is however subject to pragmatic factors such as the availability of public funding and the complexities of government policy and service provision. The Equipping Inclusion Studies conducted in Victoria between 2008 and 2010 were designed to encompass both health sector and individual perspectives on the effectiveness of AT as it is currently delivered, compared with optimal delivery.

The project aims to identify, evaluate and make recommendations to improve the pathways by which West Australian (WA) Home and Community Care (HACC) clients access daily living equipment. Otherwise known as assistive technology (AT), these devices are largely non-complex and often low cost. Funded by HACC and conducted within the context of the WA Assessment Framework (WAAF), the project seeks to answer the following question:

    How can aids and equipment be most effectively assessed, accessed, funded and used?
The research is designed to inform WA state government policy and Commonwealth HACC government policy in relation to the funding of HACC client access to assistive technology. Whilst set in WA, the topic and findings have relevance to HACC in other Australian states and territories, as well as other aspects of aged care policy, other sectors such as disability, and other areas of inquiry such as competency standards and consumer self-direction.

While social media tools enable new kinds of creativity, cultural expression and forms of public, civic and political participation, we often hear more about the harms that arise from instances of trolling and 'aberrant' online participation, including racist provocation. In media and communications research, these issues have been framed in a number of ways, usually focusing on new tools for civic engagement, political participation and digital inclusion. Government policy has been shifting steadily towards potential regulation of social media 'misuse' in relation to appropriate forms of 'digital citizenship'. It is in this evolving context that we consider several instances of cultural or nationalistic provocation and conflict in which social media platforms (YouTube and Facebook in particular) have been central to the social dynamic that has unfolded. We examine the recording and uploading of racist rants and associated bystander actions on public transport in Australia and elsewhere around the world. In this article, we contend that while racism remains an issue in uses of social media platforms such as YouTube, this focus often overshadows these platforms' productive potential, including their capacity to support agonistic publics from which productive expressions of cultural citizenship and solidarity might emerge.

Western culture over the last two centuries has become significantly ecologically 'dis-embedded', with nature increasingly reduced to resources for human use. The consequence is global environmental degradation, including accelerating climate change. Much recent research supports associations between nature contact and human health and well-being, and between feelings of nature-connectedness and pro-environmental attitudes and behaviours. The oft-cited Ottawa Charter for Health Promotion (WHO, Ottawa Charter for Health Promotion, 1986) emphasises human-environment inextricability; however public health discourse and response has not fully engaged with this recognition. This qualitative study explored the attitudes, motivations, and experiences-including formative influences-of six individuals whose behaviour was congruent with recognition of human-nature interconnectedness; such individuals may be understood as ecologically embedded. Key aspects of participants' experience, identified through grounded theory thematic analysis, were (i) connecting with nature (especially in childhood); (ii) seeing the threat and taking it personally; (iii) the nature of reality; (iv) dedicated beyond the ego-oriented self; and (v) sustaining the eco-centric self. The findings highlight the necessity for cross-sectoral advocacy at all levels of government policy development focused on recognition of human-environment connectedness, especially bridging health, planning and education policies affecting children. Only thus will both population health and ecological health on which population health depends be possible.

ABSTRACTThis study will consider the case of TBAs (traditional birth attendants) under the health cosmopolitan banner. Fifteen interviews with health administrators, obstetricians, midwives, traditional birth attendants and women in Timor Leste, provide evidence : (1) that the WHO (1992) directive to dismiss the inclusion of TBAs within the formal maternity care system has been precipitous (2) that TBAs could, with adequate training in emergency obstetric techniques and hygienic practices, assist in meeting MDG No 5, and (3) that TBAs may assist in sustaining hybrid cosmologies and serving other cultural aims. Although Millennium Development Goals embrace the idea of the universal right to health, a human rights framework remains abstract and legalistic. I argue that health cosmopolitanism offers a more inclusive lens. Applied to maternity care it shifts childbirth to a central focus of government policy, obliges all nations to contribute international aid yet recognises the interpretation of complex needs at the local level. It defines a philosophy of care that is person-centred (not professional or institution-centred), ensures equal access to quality care (based not on ability to pay or other obstacles such as geographical distance) and choice of carer and modality (Western, traditional or hybrid). It underlines the argument here that TBAs trained in emergency obstetric care and hygiene and funded by international agencies would ensure every woman has a known carer, plus choice of location, modality and provider. Health cosmopolitanism thus embraces universality, individual autonomy, reciprocal respect and global responsibility.

Quantitative comparisons of subjective wellbeing (SWB) between samples of Indigenous and non-Indigenous Australian adolescents are scarce. This paper contributes to this literature by studying adolescents 'at-risk' of disengaging, or who have already disengaged, from school, their families or society. A three-group cross-sectional comparative design was employed, comparing Indigenous (N = 3,187) and non-Indigenous (N = 14,522) 'at-risk' adolescents with a mainstream sample of Victorian high-school students (N = 1,105). Age and gender differences in SWB within the three groups were also explored. All participants completed the Personal Wellbeing Index-School Children (PWI-SC), which measures SWB. Mean SWB was significantly higher in the mainstream sample than in both the Indigenous and non-Indigenous 'at-risk' groups. However, within the at-risk adolescents, the Indigenous sample scored higher than the non-Indigenous. In the mainstream sample, male and female SWB did not significantly differ, whereas males scored higher than females in both at-risk groups-with males scoring higher on all seven PWI-SC domains. Finally, in all three samples, a decline in SWB from early to mid-adolescence was observed. This suggests that mid-adolescence is a challenging time for all young people as they approach adulthood. The implications of this research for educational and government policy concerning youths in Australia is discussed. For example, the importance of obtaining normative data that will assist in the identification of young people who are most at-risk for experiencing low personal wellbeing and who are in the greatest need of support. © 2014 Springer Science+Business Media Dordrecht.

Aspirations for higher education by people from low socioeconomic status backgrounds are now a focus of government policy in many OECD nations. This is part of a global trend emphasizing the perceived benefits of ‘raising’ aspirations among under-represented groups as a social inclusion strategy to widen university participation, but also ultimately as a strategy to increase national competitiveness in the global knowledge economy. Yet despite its importance, aspiration tends to carry simplistic meanings in much higher education policy and practice. This paper attempts to craft a more nuanced account of the term, informed by four concept-clusters derived from sociological and philosophical literatures and research, and with a more mutual relation of public and private interests. It complements this ‘intellectual craftsmanship’ or ‘systematic reflection’ (Mills in The sociological imagination, 1959) with data drawn from a future-focused survey of secondary school students from low and low-mid socioeconomic status backgrounds in regional Australia. Results from the survey provide illustrations that help expand understandings of student aspirations for higher education, from a group presumed to be deficit in aspirations.

AbstractThe latest Australian Commonwealth Government Close the Gap Report reveals the circumstances of many of Australia’s Indigenous Peoples are either stagnant or going backwards. This paper argues that such ongoing injustice is a consequence of systemic racism that has been perpetuated since colonization and sustained in the twenty first century by discussion or mention of racism being taboo. A counter colonial educational framework is then provided that has the potential to address such institutional racism. The paper begins by providing a definition of systemic racism. Following this there is a brief explanation of the unique geographical context and the racist history of colonization in Australia. The nature of remote communities, the link between traditional law, country and identity will be outlined. Based on readily available sources such as media reports, social media links, and public policy announcements by government the paper then reflects on what has been reported about closure of remote communities in Western Australia. Government policy, announcements and events of the past year will be described and critically discussed in light of the definition of racism provided at the beginning of the article. The proposed framework requires self-reflexivity of organisations and individuals with a particular focus on aspects of sovereignty, healing, re-learning history and starting with a focus on agency instead of deficit. Being guided by this framework has the potential to avoid arbitrarily forcing people from their physical, spiritual and ancestral home, though this is likely to be a long term proposition rather than a quick fix.

Social inclusion in Australian higher education was high on the agenda of the recent Rudd/Gillard Australian Government. This paper offers an assessment of that agenda, particularly the extent to which it worked in favour of under-represented groups. It argues that the Government’s widening and expansion policies and its equity and aspiration strategies lacked sociological imagination, projecting deficits onto individuals who refused to be taken in by its ambitions for higher education participation. The paper concludes that in the absence of a sociological imagination in government policy, the freedoms of disadvantaged groups continued to be curtailed: not just to choose futures in keeping with their goals but also the freedom to formulate choices.

Project and program alliances have been an accepted form of project procurement for public infrastructure engineering projects in Australia and New Zealand (Australasia). Alliancing often provides best value and superior value for money when compared to traditional approaches such as Design and Construct, however considerable debate continues about its success and applicability. This paper reports on three studies of completed construction project alliance performance in 2008, 2010 and 2012. Consolidated findings are presented on 61 project alliances, data is analysed and emerging trends discussed. Recent government policy changes in Australia at Federal and State level have led to a decline in the number of project alliances, however, while the volume of alliance activity is declining it still represents billions of dollars of infrastructure construction work being undertaken. Results also revealed that communication and trust between the executive leadership and operational management teams was a major factor contributing to the functioning of the alliance. Furthermore, the research identifies several key factors that were necessary preconditions for successful alliances.

The recent focus on the category of culture provoked by Peter Sutton's The Politics of Suffering (2009) has revived questions of the meaning and utility of indigenous alterity in Australia. The end of the liberal consensus, contemporary with a declared end of ideology in Australian Indigenous† public policy, has been doubled in post-ethnic academic work harbouring a renewed suspicion of what Dombrowski (2010, 21: 129-140) has called indigeneity's distinctive sympathy. Within a cultural economy of commensurability, the fact that political claims are often contingent on the indigenous people themselves maintaining sufficient alterity to warrant the special treatment afforded them is taken by some as proof of voluntarism and bad faith. In order to gauge this immanent reorientation of indigeneity in Australia, this paper surveys the works of two prominent figures in policy debates-the anthropologist Peter Sutton and indigenous public intellectual Noel Pearson-who have both argued that remote Indigenous communities suffer from a cultural pathology. This paper presents a conceptual critique of their popular press works between 2000 and 2011. Within the context of post-ethnic government policy after self-determination and scholarship after identity, this paper contends that we are witnessing the (re)appearance of an equalitarian humanism which proposes, following Esposito [2008 (Orig. pub. 2004)], to immunize indigenous polities and the settler-colonial state against the historical frames and alterity of indigeneity.

The world’s oceans cover about 70% of our planet. To safeguard the delicate ecological and environmental functions of the oceans and their remarkable biodiversity, networks of marine protected areas are being created. In some of these areas, human activity is restricted to non-exploitative activities and in others it is managed in a sustainable way. Australia is at the forefront of marine conservation, with one of the largest systems of marine protected areas in the world.Big, Bold and Blue: Lessons from Australia’s Marine Protected Areas captures Australia’s experience, sharing important lessons from the Great Barrier Reef and many other extraordinary marine protected areas. It presents real-world examples, leading academic research, perspectives on government policy, and information from indigenous sea country management, non-governmental organisations, and commercial and recreational fishing sectors.
