This paper is concerned with the cost efficiency in achieving the Swedish national air quality objectives under uncertainty. To realize an ecologically sustainable society, the parliament has approved a set of interim and long-term pollution reduction targets. However, there are considerable quantification uncertainties on the effectiveness of the proposed pollution reduction measures. In this paper, we develop a multivariate stochastic control framework to deal with the cost efficiency problem with multiple pollutants. Based on the cost and technological data collected by several national authorities, we explore the implications of alternative probabilistic constraints. It is found that a composite probabilistic constraint induces considerably lower abatement cost than separable probabilistic restrictions. The trend is reinforced by the presence of positive correlations between reductions in the multiple pollutants.

This paper presents the techniques of likelihood prediction for the generalized linear mixed models. Methods of likelihood prediction is explained through a series of examples; from a classical one to more complicated ones. The examples show, in simple cases, that the likelihood prediction (LP) coincides with already known best frequentist practice such as the best linear unbiased predictor. The paper outlines a way to deal with the covariate uncertainty while producing predictive inference. Using a Poisson error-in-variable generalized linear model, it has been shown that in complicated cases LP produces better results than already know methods.

This report is the second presentation of the project ‘Falun above from Falun under’ and comprises one report on ongoing work within the project. The main aims of this particular project are to reconstruct the landscape surrounding Falu Copper mine before mining activity started and to determine how increasing activity in the area affected the environment, and whether this could be measured as an indicator of increasing human impact in the area. This report presents the mapping and investigation of quaternary deposits and landscape analysis, the results from cores taken at two lake sites, Önsbacksdammen and Stora Vällan, 14C dating on selected seeds, and planning of continued research within the project.

Syfte och utgångspunkt:    Att utifrån fyra organisationer undersöka faktorer som är viktiga för arbete med expatriering och att använda Mendenhall, Dunbar och Oddous modell som inspiration för att skapa en egen modell med faktorer värdefulla för en expatrieringsprocess.   Forskningsresan:                 Utifrån referensram samt ett empiriskt resultat av intervjuer identifieras fyra kategorier, betydelse av att ta med familjen, mentorskap och stöd, anpassning till kultur och karriärplanering. Det empiriska resultatet samt referensramen är sedan grunden till analys och slutsats.   Slutsats:                              I slutsatsen presenteras betydelsefulla faktorer för utgången av studiens syfte.   Dessa faktorer används sedan i den modell författarna skapat. Modellen visar hur behovet av de fyra kategorierna är beroende av den planerade utlandsstationeringens längd.   Metod:                                Författarna av studien utgår från en kvalitativ ansats med djupintervjuer som metod. Det empiriska resultatet baseras på det material som framkommit genom djupintervjuer med  respondenterna från de fyra organisationerna.

This article sets out to analyse recent regime developments in Ukraine in relation to semi-presidentialism. The article asks: to what extent and in what ways theoretical arguments against semi-presidentialism (premier-presidential and president-parliamentary systems) are relevant for understanding the changing directions of the Ukrainian regime since the 1990s? The article also reviews the by now overwhelming evidence suggesting that President Yanukovych is turning Ukraine into a more authoritarian hybrid regime and raises the question to what extent the president-parliamentary system might serve this end. The article argues that both kinds of semi-presidentialism have, in different ways, exacerbated rather than mitigated institutional conflict and political stalemate. The return to the president-parliamentary system in 2010 – the constitutional arrangement with the most dismal record of democratisation – was a step in the wrong direction. The premier-presidential regime was by no means ideal, but it had at least two advantages. It weakened the presidential dominance and it explicitly anchored the survival of the government in parliament. The return to the 1996 constitution ties in well with the notion that President Viktor Yanukovych has embarked on an outright authoritarian path.
