Borassus akeassii Bayton, Ouedraogo & Guinko sp. nov. (Arecaceae) is described as a new species from western Burkina Faso in West Africa. It has been confused with the widely distributed African species B. aethiopum and more recently with the Asian B. flabellifer. However, it is distinguished by its glaucous, green leaves with weakly armed petioles and a characteristic pattern of lamina venation. The fruits have a pointed apex and are greenish when ripe, and the flowers of the pistillate inflorescence are arranged in three spirals. The pollen has a reticulate tectum and distinctive ornamentation. The distribution of B. akeassii is discussed and the status of the varieties of Borassus aethiopum (var. bagamojensis and var. senegalensis) is examined. (c) 2006 The Linnean Society of London.

Cet article décrit et analyse le travail des enfants dans une carrière de granit d’un quartier de la ville de Ouagadougou, interroge le rapport entre l’école et le travail du point de vue des acteurs du site pour apprécier l’argument de la scolarisation comme solution alternative au travail des enfants. Les données proviennent d’une enquête réalisée dans le cadre de notre recherche doctorale au Burkina Faso, de février à avril 2009, dont la carrière de Pissy a été un des terrains d’enquête1. Les enquêtés sont constitués de parents et de leurs enfants âgés de moins de 16 ans ayant des trajectoires différentes : non scolarisés,scolarisés, déscolarisés et à la fois écoliers et travailleurs. Les personnes ont été choisies aléatoirement selon leur accord et disponibilité, en variant leur emplacement. L’approche choisie privilégie le point de vue des différents acteurs du site,l’analyse de leurs discours et l’observation de leurs pratiques de travail. La prise en compte du point de vue des enfants s’appuie sur la perspective théorique développée par James & Prout (1997), où les enfants sont des acteurs compétents dans la sphère du travail et de la vie sociale. L’article présente d’abord le processus d’institutionnalisation de l’école et la situation du travail des enfants au Burkina Faso, puis décrit les logiques autour du travail des enfants dans la carrière en montrant que celui-ci n’est pas seulement lié à la nécessité économique. Enfin, il confronte les alternatives au travaildes enfants invoquées par les enfants et leurs parents aux solutions d’éducation proposées par l’état et la société civile. This article is about a particular case of children in working situation: children crushing the granite in the quarry of Pissy. Their working conditions are considered as dangerous by national and international legal texts. This article aims to grasp the experience of children who work in this frame in order to test the hypothesis according to which schooling would be an effective tool of struggle against child labour. The fieldwork reveals that child labour in the quarry is not only guided by economic aspects. The wish of the parents (and of some children and teenagers) to find another job for working children reopen the debate on “the right to work” for children.

Dans une perspective historique, ce chapitre cherche à comprendre comment le travail des enfants a été construit comme « problème » dans les politiques publiques au Burkina Faso. En remontant aux politiques coloniales françaises dans le pays, il se propose de répondre à la question suivante : face à l’émergence et au renforcement des politiques publiques de lutte contre le travail des enfants, assiste-t-on à une disparition du modèle de l’enfant du lignage qui percevait l’enfant comme une « richesse » et une force de travail complémentaire? Le chapitre présente d’abord la construction progressive du travail des enfants en « problème » de politiques publiques pendant la colonisation. Il analyse ensuite l’évolution et la portée de l’intervention des gouvernements successifs après l’indépendance pour imposer une nouvelle vision de l’enfant (l’enfant de la Nation). Enfin, il révèle que malgré l’engouement récent pour la prise en compte du point de vue l’enfant, le statut de l’enfant travailleur comme sujet peine à être reconnu. L’analyse globale montre une tension permanente, à des degrés différents, entre les modèles de l’enfant de la nation, de l’enfant du lignage et de l’enfant sujet : ce qui traduit aussi la complexité du travail des enfants et de sa lutte au Burkina Faso contemporain. Le texte est issu d’un travail de terrain mené au Burkina Faso en 2008 et 2009 dans le cadre de notre thèse.

The majority of children in Burkina Faso undertake work and, compared to other West African countries, it has the highest rate of children involved in hazardous work (Diallo 2008; NISD 2008), which is one working child out of two. Based on a qualitative survey, this chapter presents the perspectives of Burkinabe children working in two of the hazardous sectors: a quarry and an artisanal mine. The findings show that children acknowledge very difficult working conditions in these sites. However a variety of reasons maintain them in work, which they perceive as a solution and thus challenging action against child labour in Burkina Faso.

La lutte contre le travail des enfants au Burkina Faso a resurgi dans la scène publique ces dix dernières années avec un engouement sans précédent aussi bien de la part des acteurs étatiques, des ONG que des organismes onusiens. Ce chapitre traite, dans une double perspective sociologique et anthropologique, de la dimension « genre » de cette lutte et cherche à voir dans quelle mesure celle-ci est prise en compte (ou non) dans les pratiques concrètes de retrait d’enfants des travaux considérés comme dangereux. Peut-on parler de politiques et de programmes « genrés » dans le champ de la lutte contre le travail des enfants au Burkina Faso ? Le chapitre est structuré en trois parties. Il présente d’abord les éléments caractéristiques de l’approche genre dans la lutte contre le travail des enfants. Ensuite, il aborde les politiques et les acteurs de cette lutte au Burkina Faso, en décrivant les processus de problématisation et publicisation de la question. Enfin, il traite du cas spécifique d’un projet triennal de retrait d’enfants des mines artisanales des régions du Nord et du Sahel burkinabè pour questionner la prise en compte du genre, des obstacles sociaux, culturels et d’autres contraintes possibles à l’égalité fille-garçon dans cette intervention. Il questionne par ailleurs la part des acteurs de terrain dans la (re)production des normes et des rôles sexués. Les données sont issues de quatre années de recherche menée au Burkina Faso entre 2008 et 2011, auprès d’acteurs engagés dans la production des politiques de lutte et/ou engagés dans la lutte concrète, mais également avec des enfants, parents et employeurs.

Polychaete worms are abundant in many mudflats but their importance to coastal food web Hg biomagnification is not known. We sampled sediments and polychaete worms from mudflats in the Bay of Fundy to investigate the bioaccumulation of mercury (Hg) and methylmercury (MeHg) in the coastal invertebrate food web. Hg concentrations in the sediments were low (<20 μg kg−1). Labile Hg (methanol/KOH sediment extraction) in surface sediments (0–1 cm) was positively correlated with Hg bioaccumulation by surface sediment-ingesting polychaetes but, surprisingly, there was a negative correlation between δ15N (i.e. trophic level) and THg bioaccumulation factors in polychaete worms. Worms feeding on deeper sediments contained the greatest MeHg concentrations (69.6 μg kg−1). Polychaetes are an important vector for Hg biomagnification to the coastal avian food web. This research demonstrates that feeding depth and method of feeding are more important than trophic position or sediment Hg concentrations for predicting Hg bioaccumulation.

Peroxy radicals were measured onboard two scientific aircrafts during the AMMA (African Monsoon Multidisciplinary Analysis) campaign in summer 2006. This paper reports results from the flight on 16 August 2006 during which measurements of HO2 by laser induced fluorescence spectroscopy at low pressure (LIF-FAGE) and total peroxy radicals (RO2* = HO2+ΣRO2, R = organic chain) by two similar instruments based on the peroxy radical chemical amplification (PeRCA) technique were subject of a blind intercomparison. The German DLR-Falcon and the British FAAM-BAe-146 flew wing tip to wing tip for about 30 min making concurrent measurements on 2 horizontal level runs at 697 and 485 hPa over the same geographical area in Burkina Faso. A full set of supporting measurements comprising photolysis frequencies, and relevant trace gases like CO, NO, NO2, NOy, O3 and a wider range of VOCs were collected simultaneously. Results are discussed on the basis of the characteristics and limitations of the different instruments used. Generally, no data bias are identified and the RO2* data available agree quite reasonably within the instrumental errors. The [RO2*]/[HO2] ratios, which vary between 1:1 and 3:1, as well as the peroxy radical variability, concur with variations in photolysis rates and in other potential radical precursors. Model results provide additional information about dominant radical formation and loss processes.

Cet article porte sur l’analyse de trois configurations institutionnelles de la protection de l’enfance : celle en place au Burkina Faso, en Belgique et au Québec. Pour chaque configuration, le texte explore les transformations qui ont marqué le passage de la prise en charge exclusive de l’enfant par la famille vers la présence accrue de l’État et la manière dont la Convention internationale des droits de l’enfant de 1989 a influencé ce passage. Il montre, au travers d’une lecture historique, que l’implication de l’État dans la protection des enfants a connu des formes et des modalités variables selon le temps et l’espace. L’approche actuelle en matière de protection de l’enfance au Nord et au Sud, approche largement inspirée de la perspective des droits, représente un défi tant pour les intervenants que pour les familles, car son application dépend à fois des ressources disponibles pour aider les enfants et les familles en difficulté, de la capacité d’action des institutions publiques et de l’efficacité des interventions. This article deals with the analysis of three institutional configurations of child protection: those in Burkina Faso, in Belgium, and in Québec. With respect to each configuration, the text explores the changes from situations in which the family had sole control of the child to those where the State played a greater role, and the manner in which the 1989 International Convention on the Rights of the Child has affected such changes. It shows, through a reading of history, that the involvement of the State in child protection has gone through different forms and stages over time and space. The current strategies as regards child protection in the North and in the South—an approach that is largely subject to a legal perspective—represent a challenge both for intervenors and for families, since their application depends on the resources available for helping children and families in difficulty, on the ability of the public institutions to intervene, and on the efficiency of such interventions.

This paper critiques contemporary research and policy approaches taken toward the analysis and abatement of mercury pollution in the small-scale gold mining sector. Unmonitored releases of mercury from gold amalgamation have caused considerable environmental contamination and human health complications in rural reaches of sub-Saharan Africa, Latin America and Asia. Whilst these problems have caught the attention of the scientific community over the past 15-20 years, the research that has since been undertaken has failed to identify appropriate mitigation measures, and has done little to advance understanding of why contamination persists. Moreover, the strategies used to educate operators about the impacts of acute mercury exposure, and the technologies implemented to prevent farther pollution, have been marginally effective at best. The mercury pollution problem will not be resolved until governments and donor agencies commit to carrying out research aimed at improving understanding of the dynamics of small scale gold mining communities. Acquisition of this knowledge is the key to designing and implementing appropriate support and abatement measures. (c) 2005 Elsevier B.V. All rights reserved.

This paper critiques the approach taken by the Ghanaian Government to address mercury pollution in the artisanal and small-scale gold mining sector. Unmonitored releases of mercury-used in the gold-amalgamation process-have caused numerous environmental complications throughout rural Ghana. Certain policy, technological and educational initiatives taken to address the mounting problem, however, have proved marginally effective at best, having been designed and implemented without careful analysis of mine community dynamics, the organization of activities, operators' needs and local geological conditions. Marked improvements can only be achieved in this area through increased government-initiated dialogue with the now-ostracized illegal galamsey mining community; introducing simple, cost-effective techniques for the reduction of mercury emissions; and effecting government-sponsored participatory training exercises as mediums for communicating information about appropriate technologies and the environment. This paper examines the barriers to mitigating mercury pollution at small-scale gold mines in the Guianas (Guyana, French Guiana and Suriname), and prescribes recommendations for overcoming these obstacles. Whilst considerable attention has been paid to analysing the environmental impacts of operations in the region, minimal research has been undertaken to identify appropriate policy and educational initiatives for addressing the mounting mercury problem. Findings from recent fieldwork and selected interviews with operators from Guyanese and Surinamese gold mining regions reveal that legislative incapacity, the region's varied industry policy stances, various technological problems, and low environmental awareness on the part of communities are impeding efforts to facilitate improved mercury management at small-scale gold mines in the Guianas. Marked improvements can be achieved, however, if legislation, particularly that pertaining to mercury, is harmonised in the region; educational seminars continue to be held in important mining districts; and additional outlets for disseminating environmental equipment and mercury-free technologies are provided.

The introduction of the EU Water Framework Directive requires policy to address non-point source pollution as part of an overall integrated strategy to improve the ecological status of water bodies. In this paper, we combine an economic optimisation framework with a dynamic simulation model of N transport in the Kennet Catchment to link decisions taken at the farm level to reductions in nitrate concentrations in the River Kennet. We examine a variety of policies targeted at reducing fertiliser use and changing the way in which farm land is used. We find that a tax on nitrogen emerges as the best policy both in terms of cost- and environmental effectiveness. Such a policy involves a considerable reduction in fertiliser use, as well as, a restructuring of land-use away from arable towards increased use of set-aside. Budgetary implications of such a radical move towards set-aside would be huge and hence unlikely to be politically palatable given the objective of reducing the EU budgetary allocation to agriculture. Additionally, the current rise in world demand for food may also mitigate calls for increasing the proportion of land taken out of agricultural production. Although the study succeeds in establishing a link between actions on the farm and nitrate concentrations in the stream water, further work is required to explore the effect of the retention of nitrates in the unsaturated zone and groundwater on this link.

The INtegrated CAtchment (INCA) model has been developed to simulate the impact of mine discharges on river systems. The model accounts for the key kinetic chemical processes operating as well as the dilution, mixing and redistribution of pollutants in rivers downstream of mine discharges or acid rock drainage sites. The model is dynamic and simulates the day-to-day behaviour of hydrology and eight metals (cadmium, mercury, copper, zinc, lead, arsenic, manganese and chromium) as well as cyanide and ammonia. The model is semi-distributed and can simulate catchments, sub-catchment and in-stream river behaviour. The model has been applied to the Roia Montan Mine in Transylvania, Romania, and used to assess the impacts of old mine adits on the local catchments as well as on the downstream Aries and Mures river system. The question of mine restoration is investigated and a set of clean-up scenarios investigated. It is shown that the planned restoration will generate a much improved water quality from the mine and also alleviate the metal pollution of the river system.

Shallow groundwater beneath a former airfield site in southern England has been heavily contaminated with a wide range of chlorinated solvents. The feasibility of using bacterial biosensors to complement chemical analysis and enable cost-effective, and focussed sampling has been assessed as part of a site evaluation programme. Five different biosensors, three metabolic (Vibrio fischeri, Pseudomonas fluorescens 10568 and Escherichia coli HB101) and two catabolic (Pseudomonas putida TVA8 and E. coli DH5alpha), were employed to identify areas where the availability and toxicity of pollutants is of most immediate environmental concern. The biosensors used showed different sensitivities to each other and to the groundwater samples tested. There was generally a good agreement with chemical analyses. The potential efficacy of remediation strategies was explored by coupling sample manipulation to biosensor tests. Manipulation involved sparging and charcoal treatment procedures to simulate remediative engineering solutions. Sparging was sufficient at most locations. (C) 2004 Elsevier Ltd. All rights reserved.

Determining the degree of nitrate pollution in Chalk groundwater is difficult without a clear understanding of concentrations naturally present. In the UK, a general shortage of long-term records of nitrate concentrations in Chalk groundwater prevents a full quantification of baseline concentrations. This paper presents late nineteenth and early twentieth century data on nitrate concentrations in Chalk groundwater in south Dorset, UK and compares them with corresponding data for the last 25 years. The nitrate record is instructive in (1) providing an insight into the baseline nitrate concentration of groundwater; (2) defining the level of nitrate pollution in potable supplies from the Chalk aquifer; and (3) identifying the long-term variations in local nitrate concentrations. Over a period exceeding 100 years mean nitrate concentrations increased from 1.04 mg NO3-N l(-1) to 6.37 mg NO3-N l(-1). Anthropogenic modification of the local groundwater composition is not evident in the early nitrate record. Nitrate data throughout this early period reflect natural background concentrations of approximately I mg NO3-N l(-1) Intensified fertilser use and increased livestock numbers are suggested as the fundamental cause of the rise in nitrate concentrations. The implications of the nitrate record for regional hydrogeological processes are discussed. (C) 2003 Elsevier Science B.V. All rights reserved.
