A holistic perspective on changing rainfall-driven flood risk is provided for the late 20th and early 21st centuries. Economic losses from floods have greatly increased, principally driven by the expanding exposure of assets at risk. It has not been possible to attribute rain-generated peak streamflow trends to anthropogenic climate change over the past several decades. Projected increases in the frequency and intensity of heavy rainfall, based on climate models, should contribute to increases in precipitation-generated local flooding (e.g. flash flooding and urban flooding). This article assesses the literature included in the IPCC SREX report and new literature published since, and includes an assessment of changes in flood risk in seven of the regions considered in the recent IPCC SREX report—Africa, Asia, Central and South America, Europe, North America, Oceania and Polar regions. Also considering newer publications, this article is consistent with the recent IPCC SREX assessment finding that the impacts of climate change on flood characteristics are highly sensitive to the detailed nature of those changes and that presently we have only low confidence1 in numerical projections of changes in flood magnitude or frequency resulting from climate change.

Changes in the extent of glaciers and rates of glacier termini retreat in the eastern Terskey-Alatoo Range, the Tien Shan Mountains, Central Asia have been evaluated using the remote sensing techniques. Changes in the extent of 335 glaciers between the end of the Little Ice Age (LIA; mid-19th century), 1990 and 2003 have been estimated through the delineation of glacier outlines and the LIA moraine positions on the Landsat TM and ASTER imagery for 1990 and 2003 respectively. By 2003, the glacier surface area had decreased by 19% of the LIA value, which constitutes a 76 km(2) reduction in glacier surface area. Mapping of 109 glaciers using the 1965 1:25,000 maps revealed that glacier surface area decreased by 12.6% of the 1965 value between 1965 and 2003. Detailed mapping of 10 glaciers using historical maps and aerial photographs from the 1943-1977 period, has enabled glacier extent variations over the 20th century to be identified with a higher temporal resolution. Glacial retreat was slow in the early 20th century but increased considerably between 1943 and 1956 and then again after 1977. The post-1990 period has been marked by the most rapid glacier retreat since the end of the LIA. The observed changes in the extent of glaciers are in line with the observed climatic warming. The regional weather stations have revealed a strong climatic warming during the ablation season since the 1950s at a rate of 0.02-0.03 degrees Ca-1. At the higher elevations in the study area represented by the Tien Shan meteorological station, the summer warming was accompanied by negative anomalies in annual precipitation in the 1990s enhancing glacier retreat. However, trends in precipitation in the post-1997 period cannot be evaluated due to the change in observational practices at this station. In this study, we systematically compare a wide range of observational and numerical precipitation datasets for Central Asia. Data considered include two re-analyses, three datasets based on direct observations, and the output of a regional climate model simulation driven by a global re-analysis. These are validated and intercompared with respect to their ability to represent the Central Asian precipitation climate. In each of the datasets, we consider the mean spatial distribution and the seasonal cycle of precipitation, the amplitude of interannual variability, the representation of individual yearly anomalies, the precipitation sensitivity (i.e. the response to wet and dry conditions), and the temporal homogeneity of precipitation. Additionally, we carried out part of these analyses for datasets available in real time. The mutual agreement between the observations is used as an indication of how far these data can be used for validating precipitation data from other sources. In particular, we show that the observations usually agree qualitatively on anomalies in individual years while it is not always possible to use them for the quantitative validation of the amplitude of interannual variability. The regional climate model is capable of improving the spatial distribution of precipitation. At the same time, it strongly underestimates summer precipitation and its variability, while interannual variations are well represented during the other seasons, in particular in the Central Asian mountains during winter and spring

A statistical–dynamical downscaling (SDD) approach is applied to determine present day and future high-resolution rainfall distributions in the catchment of the river Aksu at the southern slopes of the Tienshan Mountains, Central Asia. First, a circulation weather type (CWT) classification is employed to define typical lower atmospheric flow regimes from ERA-40 reanalysis data. Selected representatives of each CWT are dynamically downscaled with the regional climate model COSMO-CLM 4.8 at a horizontal grid resolution of 0.0625°, using the ERA-40 reanalysis data as boundary conditions. Finally, the simulated representatives are recombined to obtain a high-resolution rainfall climatology for present day climate. The methodology is also applied to ensemble simulations of three different scenarios of the global climate model ECHAM5/MPI-OM1 to derive projections of rainfall changes until 2100. Comparisons of downscaled seasonal and annual rainfall with observational data suggest that the statistical–dynamical approach is appropriate to capture the observed present-day precipitation climatology over the low lands and the first elevations of the Tienshan Mountains. On the other hand, a strong bias is found at higher altitudes, where precipitation is clearly underestimated by SDD. The application of SDD to the ECHAM5/MPI-OM1 ensemble reveals that precipitation changes by the end of the 21st century depend on the season. While for autumn an increase of seasonal precipitation is found for all simulations, a decrease in precipitation is obtained during winter for most parts of the Aksu catchment. The spread between different ECHAM5/MPI-OM1 ensemble members is strongest in spring, where trends of opposite sign are found. The largest changes in rainfall are simulated for the summer season, which also shows the most pronounced spatial heterogeneity. Most ECHAM5/MPI-OM1 realizations indicate a decrease of annual precipitation over large parts of the Tienshan, and an increase restricted to the southeast of the study area. These results provide a good basis for downscaling present-day and future rainfall distributions for hydrological purposes.

An aim of government and the international community is to respond to global processes and crises through a range of policy and practical approaches that help limit damage from shocks and stresses. Three approaches to vulnerability reduction that have become particularly prominent in recent years are social protection (SP), disaster risk reduction (DRR) and climate change adaptation (CCA). Although these approaches have much in common, they have developed separately over the last two decades. However, given the increasingly complex and interlinked array of risks that poor and vulnerable people face, it is likely that they will not be sufficient in the long run if they continue to be applied in isolation from one another. In recognition of this challenge, the concept of Adaptive Social Protection (ASP) has been developed. ASP refers to a series of measures which aims to build resilience of the poorest and most vulnerable people to climate change by combining elements of SP, DRR and CCA in programmes and projects. The aim of this paper is to provide an initial assessment of the ways in which these elements are being brought together in development policy and practice. It does this by conducting a meta-analysis of 124 agricultural programmes implemented in five countries in south Asia. These are Afghanistan, Bangladesh, India, Nepal and Pakistan. The findings show that full integration of SP, DRR and CCA is relatively limited in south Asia, although there has been significant progress in combining SP and DRR in the last ten years. Projects that combine elements of SP, DRR and CCA tend to emphasise broad poverty and vulnerability reduction goals relative to those that do not. Such approaches can provide valuable lessons and insights for the promotion of climate resilient livelihoods amongst policymakers and practitioners.

Morphological, physical and chemical studies were carried out on soils of Mount Bambouto, a volcanic mountain of the West Cameroon highland. These studies show that the soils of this region can be divided into seven groups according to Soils Taxonomy USA [Soil taxonomy: a basic system of soil classification for making and interpreting soils surveys: USDA Agriculture Handbook 436: Washington, DC, US Government Pronting Office, 1975, 754]: lithic dystrandept soils, typical dystrandept soils, oxic dystrandept soils, typical haplohumox soils, typical kandiudox soils, tropopsamment soils and umbriaquox soils. A soils map of this region at scale 1:50,000 has been drawn up, using the seven soils groups above as soil cartography units. These soils are organised into of three main categories: soils with andic characteristics in the upper region of the mountain (lithic dystrandept soils, typical dystrandept soils and oxic dystrandept soils); ferrallitic soils in the lower part of the mountain (typical haplohumox soils and typical kandiudox soils) and imperfectly developed soils (tropopsamment soils and umbraquox soils).

Improved upland rice cultivars introduced in Volta Region, Ghana, have been perceived to store poorly compared to farmers' traditional cultivars. A survey was conducted in 2003 in the Hohoc district of this region, where a participatory Varietal Selection programme had started in 1997, to gain insight into fanners' seed production and storage practices that are likely to affect seed quality in storage. Farmers rated keeping quality (p < 0.001), tolerance to storage pests (p < 0.001), seed quality (p < 0.001) and establishment of their local cultivars Kawomo, Viono and Wuwulili as much better than the improved cultivar IDSA 85. Initial seed moisture content ranged from 12.8 to 18% and germination from 0 to 82%. There was a significant relationship between seed moisture content and duration of drying prior to storage (p < 0.001) and storage method (p = 0.015). Germination loss in storage was rapid at high moisture content and slow at low moisture content. Between 60 and 80% of seeds germinated after six Months storage at 12.8% moisture content. The viability equation predicted accurately germination of farmer-saved seed stored under ambient temperature in Ghana. Except for the japonica rice cultivar WAB 126-18-HB, the traditional cultivars Kawomo, Viono and Wuwulili survived better in storage than improved cultivars. There is a need to improve seed quality of improved cultivars if farmers are to benefit from their higher yields and grain quality and to improve storage practices.

Proposals have been made for a common currency for East Asia, but the countries preparing to participate need to be in a state of economic convergence. We show that at least six countries of East Asia already satisfy this condition. There also needs to be a mechanism by which the new currency relates to other reserve currencies. We demonstrate that a numéraire could be defined solely from the actual worldwide consumption of food and energy per capita, linked to fiat currencies via world market prices. We show that real resource prices are stable in real terms, and likely to remain so. Furthermore, the link from energy prices to food commodity prices is permanent, arising from energy inputs in agriculture, food processing and distribu-tion. Calibration of currency value using a yardstick such as our SI numéraire offers an unbiased measure of the con-sistently stable cost of subsistence in the face of volatile currency exchange rates. This has the advantage that the par-ticipating countries need only agree to currency governance based on a common standards institution, a much less on-erous form of agreement than would be required in the creation of a common central bank.
