Notre article aborde la question du rationnement de l’offre d’eau potable dans la capitale jordanienne Amman. Il étudie la gestion publique-privée du rationnement, ainsi que ses impacts socio-économiques sur les usagers. Si 98 % de la population jordanienne jouit d’un raccordement au réseau d’eau potable, cet accès demeure assujetti à une intermittence en quantité et en qualité. Une situation expliquée par le discours gouvernemental, qui qualifie les villes du pays d’assoiffées, par la rareté hydrique et la croissance démographique. Or, l’étude du cas d’Amman, à travers la délégation, de 1999 à 2006, de la gestion du service au secteur privé, montre que le rationnement de l’offre incombe de façon importante à l’état technique du réseau défaillant, aggravé par les pratiques de connexions illégales et le gaspillage. Cet article met en outre l’accent sur les inégalités dans les usages de l’eau entre pauvres et riches, accrues par le rationnement inadapté aux caractéristiques socio-économiques des ménages. Ainsi, le coût des stratégies alternatives pour un accès adéquat à l’eau devient inabordable pour l’ensemble des familles, confrontées à une tarification progressive dont les effets sont pervers, et met en avant le rôle discriminatoire du revenu.

A new approach is presented that simultaneously deals with Misreporting and Don't Know (DK) responses within a dichotomous-choice contingent valuation framework. Utilising a modification of the standard Bayesian Probit framework, a Gibbs with Metropolis-Hastings algorithm is used to estimate the posterior densities for the parameters of interest. Several model specifications are applied to two contingent valuation datasets: one on wolf management plans, and one on the US Fee Demonstration Program. We find that DKs are more likely to be from people who would be predicted to have positive utility for the bid. Therefore, a DK is more likely to be a YES than a NO. We also find evidence of misreporting, primarily in favour of the NO option. The inclusion of DK responses has an unpredictable impact on willingness-to-pay estimates, since it impacts differently on the results for the two datasets we examine. The increased concern for the impacts of climate change on the environment, along with the growing industry of renewable energy sources, and especially wind power, has made the valuation of environmental services and goods of great significance. Offshore wind energy is being exploited exponentially and its importance for renewable energy generation is increasing. We apply a double-bound dichotomous Contingent Valuation Method analysis in order to both a) estimating the Willingness to Pay (WTP) of Greek residents for green electricity produced by offshore wind farm located between the islands of Tinos and Andros and b) identifying factors behind respondents’ WTP including individual’s behaviour toward environment and individual’s views on climate change and renewable energy. A total of 141 respondents participated in the questionnaire. Results show that the respondents are willing to pay on average 20€ every two months through their electricity bill in return for carbon-free electricity and water saving from the wind farm. Respondents’ environmental consciousness and their perception towards climate change and renewable energy have a positive effect on their WTP.
