As weather and climate models move toward higher resolution, there is growing excitement about potential future improvements in the understanding and prediction of atmospheric convection and its interaction with larger-scale phenomena. A meeting in January 2013 in Dartington, Devon was convened to address the best way to maximise these improvements, specifically in a UK context but with international relevance. Specific recommendations included increased convective-scale observations, high-resolution virtual laboratories, and a system of parameterization test beds with a range of complexities. The main recommendation was to facilitate the development of physically based convective parameterizations that are scale-aware, non-local, non-equilibrium, and stochastic.

Data assimilation (DA) systems are evolving to meet the demands of convection-permitting models in the field of weather forecasting. On 19 April 2013 a special interest group meeting of the Royal Meteorological Society brought together UK researchers looking at different aspects of the data assimilation problem at high resolution, from theory to applications, and researchers creating our future high resolution observational networks. The meeting was chaired by Dr Sarah Dance of the University of Reading and Dr Cristina Charlton-Perez from the MetOffice@Reading. The purpose of the meeting was to help define the current state of high resolution data assimilation in the UK. The workshop assembled three main types of scientists: observational network specialists, operational numerical weather prediction researchers and those developing the fundamental mathematical theory behind data assimilation and the underlying models. These three working areas are intrinsically linked; therefore, a holistic view must be taken when discussing the potential to make advances in high resolution data assimilation.

We adopt the multiple exposures framework to review the existing literature on the impacts of climate change, trade liberalization, and violent conflict on Colombian agriculture. These stressors act simultaneously but policies address them separately, overlooking the root causes of vulnerability. We find that the expected impacts of the single stressors have been relatively well documented, but that limited research has been dedicated to the observed effects of these three stressors and to their interactions. We propose a research agenda in three themes: trade-offs; social mechanisms; and governance. This agenda can inform not only agricultural adaptation but also debate on the alternative agricultural development models.

Earlier accounting works have shown that an understanding of agenda entry is critical to better understanding the accounting standards setting process. Consider Walker and Robinson (1993; 1994) and Ryan (1998); and more generally agenda entrance as theorized in Kingdon (2011). In 2003, the IASB placed on its agenda a project to promulgate a standard for small and medium-sized entities (SMEs). This provides our focus. It seemed to be a departure from the IASB’s constitutional focus on capital market participants. Kingdon’s three-streams model of agenda entry helps to identify some of the complexities related to politics and decision making messiness that resulted in a standard setting project for simplified IFRS, misleadingly titled IFRS for SMEs. Complexities relate to the broader international regulatory context, including the boundaries of the IASB’s standard-setting jurisdiction, the role of board members in changing those boundaries, and such sensitivities over the language that the IASB could not agree on a suitably descriptive title. The paper shows similarities with earlier agenda entrance studies by Walker and Robinson (1994) and Ryan (1998). By drawing on interviewees’ recollections and other material it especially reinforces the part played by the nuanced complexities that influence what emerges as an international accounting standard.

In this paper we present a novel approach to detect people meeting. The proposed approach works by translating people behaviour from trajectory information into semantic terms. Having available a semantic model of the meeting behaviour, the event detection is performed in the semantic domain. The model is learnt employing a soft-computing clustering algorithm that combines trajectory information and motion semantic terms. A stable representation can be obtained from a series of examples. Results obtained on a series of videos with different types of meeting situations show that the proposed approach can learn a generic model that can effectively be applied on the behaviour recognition of meeting situations.

This paper disseminates the outcomes of a series of interdisciplinary and multi-sector research seminars that focused on current development problems in a region of fast urban growth. Qualitative data was collected during round table discussions and workshops involving practitioners and government officials from some of the largest economies in Latin America. The authors then grouped these discussions into coherent themes and framed them into current scholarly debates. After assessing the suitability of theory to respond to practice, the paper concludes with four key areas for further research, with the final aim to encourage more scholarly analysis that can better inform development policy in emerging economies.

Los asuntos “intermésticos”, como el comercio, la migración y el narcotráfico, tienen un gran peso en las relaciones contemporáneas entre Estados Unidos y América Latina y son de suma importancia para los estados latinoamericanos y del Caribe. Pero, pese a su trascendencia para los líderes y las sociedades de Latinoamérica, el éxito que han tenido los diplomáticos del continente en influir sobre la política estadounidense en estos temas ha sido aún menor que en otras esferas. Esto se debe, al menos en parte, a las dinámicas que los asuntos intermésticos generan en el proceso de la política exterior de Estados Unidos. Si bien dichas dinámicas han sido ampliamente estudiadas, se ha prestado menos atención a cómo inciden en la política exterior de América Latina y el Caribe hacia Estados Unidos. A partir de los trabajos de Putnam, Milner y Tsebelis, entre otros, este artículo sostiene que los asuntos intermésticos enfrentan más actores con capacidad de veto y tienen menos “conjuntos ganadores” (win-sets) que los asuntos de política exterior tradicionales, lo que dificulta aún más los intentos por influir en las políticas estadounidenses. Esta tesis se examina tomando como ejemplo el caso de la disputa entre Estados Unidos y México por el cruce fronterizo de camiones y los veinte años que el gobierno mexicano tuvo que luchar contra funcionarios y grupos de interés estadounidenses para lograr que aquel país cumpliera con lo dispuesto en el TLCAN. Luego de examinar brevemente otros asuntos similares, el artículo concluye que los asuntos intermésticos exigen estrategias diplomáticas diferentes por parte de los legisladores latinoamericanos.
