La representación de la otredad en las películas La nación clandestina de Jorge Sanjinés y Zona sur de Juan Carlos Valdivia en tiempos de nación y plurinacionalidad

La presente investigación es un estudio comparativo de las películas La Nación Clandestina, dirigida por Jorge Sanjinés y emitida a finales de los años 80, y Zona Sur de Juan Carlos Valdivia, emitida por el año 2009. En ambos casos se analizan los elementos de discurso para poder encontrar las principales temáticas, así como se recurre al análisis fílmico para indagar en aspectos implícitos en las escenas de ambos films con el propósito de identificar la Otredad, sus dimensiones y las características de los personajes Otros. Al mismo tiempo, se estudió sucesos históricos del contexto social y político de Bolivia en los momentos que son reflejados en estas ficciones. La vinculación con la cronología de la inserción del cine en ese país, también explicará el porqué de la elección de ambas producciones para ser el objeto de estudio de la presente tesis. Los resultados de este proceso de observación, indagación y reflexión develaron la trasformación del Otro en algunos niveles, y la conservación de la Otredad en otros, por ello, es pertinente recalcar que dicha la Otredad fue analizada en los niveles: étnico, de clase, de género y sexualidad. Los principales cambios que se observan en lo étnico y en el plano de clase social, siendo que en las otras dos categorías, aún se ven ciertos matices que develan un estado de quietud y de no transformación.

El surgimiento de una nueva diplomacia regional en salud en tiempos posteriores al neoliberalismo: el caso de UNASUR Salud (Otros Temas)

Since the creation of Union of South American Nations (UNASUR), health policies have become a strategic element in dealing with the impact of neoliberal policies in the region. The aim of this paper is: first, to describe the social, political and economic processes that explain the emergence of UNASUR and its focus on social policy through health care, and second, how through UNASUR Health, health became the engine behind a new kind of health diplomacy. This article hopes to contribute to the debate on the new forms of health diplomacy and the role of regional organizations concentrating on health policies as a centrepiece of their regional integration efforts and the reduction of social inequalities.

Diplomacia transfronteriza en tiempos de revolución: el Alto Río Negro iberoamericano, 1815-1820 (Estudios)

This article studies the impacts of the independence war in the regional border of the High Negro River, taking as it’s object of analysis the existing multiples connections between the inhabitants of both sides of the imaginary boundary line. From July 1817, the independence war in Venezuela changed the coordinates: the struggles between the republican patriots and those obedient to the King (Realistas), faithful to the restoration of the Spanish monarchy of Fernando VII, managed the great border region, and influenced the political, social and local dynamics, mainly the existing cross-border relations between both, impacted the ordinary life of the local population and affected the diplomacy between the Portuguese and Spanish American authorities, those faithful to the King (Realistas) and patriots.
