La Ciencia Política siempre ha buscado profundizar en el fenómeno del poder y sus causas. Las teorías han cambiado conforme a las circunstancias sociales a lo largo de la historia; no obstante, en la actualidad las dinámicas de comunicación facilitadas por elementos tecnológicos han generado coyunturas sin antecedentes como la ocurrida en Colombia el 4 de febrero de 2008 “Un Millón de voces contra las FARC” La generalización en el uso de Internet y –sobre todo- las redes sociales ha producido un acelerado nivel de activismo debido a la facilidad de cooperación y coordinación que se deriva de estructuras en red. Es sano pensar en una reevaluación de la teoría tradicional del poder vertical y traer al campo teórico nuevos elementos que generen herramientas de análisis sobre comunicación, poder horizontal, activismo y oportunidades políticas. El nacimiento de lo que algunos llaman “sociedad informacional” es lo que permitirá describir el concepto de “noopolitik”. Las que otrora eran movilizaciones políticas costosas y exigentes en recursos de coordinación y tiempo han venido siendo reemplazadas por explosiones de activismo catalizadas por un sentimiento común que han sabido servirse de las ventajas tecnológicas para lograr sus objetivos. Bien habla de ello el caso de estudio de esta investigación al ser la movilización más grande registrada, con más de 12 millones de personas alrededor del mundo y con el uso protagónico de redes sociales. El valor de la información –y por supuesto su difusión-, es ahora uno de los principales asuntos de la Ciencia Política moderna.

Introduction: Schizophrenia is a serious and chronic mental illness that has effect on cognitive and social functioning of a person who suffers it. Recent research points out that social cognition subprocesses, such as Theory of Mind, social perception or emotional processing, have to do with some problems that patients show in their social adjustment. Aim: Assessing ability of recognizing mental states from facial expressions in schizophrenia patients compared to a control group. Subjects and methods: 17 stable schizophrenia patients who are aware of the illness and 17 healthy people, with the same age and sociocultural level, took the “Reading the Mind in the Eyes” Test Revised Version of Baron- Cohen. Results: Compared with the control group, subjects with schizophrenia showed much lower scores. Conclusions: It is confirmed that schizophrenia patients have impairments to understand facial expressions, especially from the eyes. That is typical of this illness, so it is necessary to do interventions at that point. Furthermore, inability to recognize emotions, as a domain of social cognition, contributes to deficit in functional outcome in schizophrenia. Finally, some treatment programs are put forward.

In 2003, an electoral reform changed the mechanism to assign seats in the Colombian Congress. I simulate the 2006 Senate elections using the previous assignment mechanism to determine which senators benefited from the reform, i.e. would have not been elected had the reform not been made. With the results of the simulation, I use a regression discontinuity design to compare the senators that would have been barely elected anyways with those who would have lost, but were near to be elected. I check the differences in the amount of law drafts presented, the attendance to voting sessions, and a discipline index for each senator as proxy of their legislative behavior. I find that the senators benefiting from the reform present a different legislative behavior during the 4-year term with respect to the senators that would have been elected anyways. Since the differential legislative behavior cannot be interpreted as being better (worse) politician, I examine if the behavioral difference gives them an electoral advantage. I find no difference in the electoral result of 2010 Senate election in terms of the probability of being (re)elected in 2010, the share of votes, the share of votes within their party list, and the concentration of their votes. Additionally, I check the probability of being investigated for links with paramilitary groups and I find no differences. The results suggest that political reforms can change the composition of governing or legislative bodies in terms of performance, but it does not necessarily translate into an electoral advantage.
