El turismo es un sector de gran dinamismo en países en desarrollo, casos como México o Perú son modelos latinoamericanos que se han destacado por el desarrollo del sector turístico y en años recientes Colombia ha presentado cifras importantes respecto a los demás países de la región. Aquí se pueden practicar cuatro líneas de turismo potenciales según el Plan Sectorial de Turismo Nacional 2008 2011 Un Destino de Clase Mundial como son el Turismo Ecológico, Cultural, de Salud y de Convenciones y Eventos. El objetivo de este documento es hallar los principales factores que influyeron en la llegada mensual de viajeros extranjeros a Colombia en el periodo 2004 2007 a través de la estimación de modelos de panel de datos, mediante la utilización tanto de variables microeconómicas como macroeconómicas así como otras variables culturales y geográficas. Como resultado se puede resaltar que factores como el número de llegadas del periodo inmediatamente anterior y el índice de intercambio comercial influyen de manera positiva, mientras el índice de secuestros, reduce de forma significativa el número de llegadas de viajeros extranjeros a Colombia.

This paper develops some theoretical and methodological considerations for the development of a critical competence model (CCM). The model is defined as a set of skills and knowledge functionally organized allowing measurable results with positive consequences for the strategic business objectives. The theoretical approaches of classical model of competences, the contemporary model of competencies and human competencies model were revised for the proposal development. implementation of the model includes 5 steps: 1) conducting a job analysis considering which dimensions or facets are subject to revision, 2) identify people with the opposite performance (the higher performance and lower performance); 3) identify critical incidents most relevant to the job position, 4) develop behavioral expectation scales (bes) and 5) validate BES obtained for experts in the field. As a final consideration, is determined that the competence models require accurate measurement. Approaches considering excessive theoreticism may cause the issue of competence become a fashion business with low or minimal impact, affecting its validity, reliability and deployment in organizations.

The paper analyzes the effects of land reform on social development – poverty and land distribution-at the local level. Land reform in Colombia, understood as the allocation of public land to peasant, has granted 23 million hectares which comprises around 20% of Colombian territory and about 50% of usable productive land. Theoretically, the net impact of land reform on development is the combination of a poverty effect and a land distribution effect. Our findings suggest that land reform from 1961 onwards has slightly reduced poverty and mildly improved land distribution. Nonetheless,municipalities with strong presence of latifundia prior to1961 have experienced both a slower drop in poverty and a weaker improvement of land distribution .This paper finds that prevalence of latifundia partially offset the positive effect of land reform in promoting social development.
