La idea de la voluntad del pueblo como expresión de la soberanía es propia de la teoríapolítica que busca explicar el origen del Estado moderno liberal. La compatibilidad entre lalibertad individual de sujetos considerados iguales y el ejercicio del poder político requierepensar a los ciudadanos como sujetos libres, y esto se logra cuando el poder que se ejercesobre ellos se concibe como un poder que nace solo de los propios ciudadanos. En laconcepción individualista de la democracia, los derechos de los individuos son anteriores ytienen primacía sobre la pertenencia a la sociedad. Sin embargo, no es necesario asumir estaconcepción para defender esa primacía. Se la puede defender solo respecto de las decisionesde la sociedad. Desde esta posición, es posible concebir el conflicto entre soberanía populary derechos humanos. La transición política uruguaya ejemplifica esa posibilidad. A través de un referéndum y un plebiscito convocados por la propia sociedad, la mayoría avaló laLey de Caducidad de la Pretensión Punitiva del Estado, que impide los juicios por los gravescrímenes cometidos durante la dictadura. La Corte idh declaró, en el 2011, que esa decisiónpopular violaba la cadh y que la soberanía popular está sujeta a los límites que le imponenlos derechos humanos. Los análisis de esta decisión se han centrado en la obligación del Estadode acatarla, pero no en lo que ella significa para la comprensión contemporánea de lademocracia. Eso es lo que pretendo hacer en este artículo, a través de dos tesis: el conflictose mantiene si el concepto de democracia es un concepto procedimental; y la Corte idhofrece un concepto que abre un camino a la solución del conflicto.

This investigation characterized families of adolescents experimenting with psychoactive substances (PAS) consumption. Materials and methods: For this purpose, a qualitative study with a hermeneutical emphasis was conducted among a population of adolescents between the ages of 12 and 17 who have experimented with PAS. Semi-structured interviews were conducted with patients and their families employing a flexible protocol of 14 categories. Results: The findings showed low levels of family cohesion and sense of family identity, inconsistency between educational patterns followed by the parents, as well as deficient parental support. Similarly, the findings indicate significant peer influence during the first stages of consumption of illegal substances. In this regard, the findings suggest that more than providing physical satisfaction, consumption represents a form of acquiring prestige and social position while granting a sensation of psychological, emotional and social well-being. Conclusions: Parental influence was also found considerable in regarding the consumption of legal PAS, like alcohol and tobacco. The study identified as a high-priority need to promote and incorporate communication and conflict resolution skills within the family dynamics by means of prevention and monitoring programs. Those skills and programs would be aimed at providing parents of adolescents experimenting with PAS consumption with new educational tools to orientate new raising guidelines so as to respond appropriately to the problems identified in this study.

This paper examines the workaholism phenomenon in different work situations in Colombian company. Workaholism was defined as the individualâs steady and considerable allocation of time to work, which is not derived from external necessities (1). The research studies about workaholics and workaholism have been increasing a lot in the last years (2). Workaholism is an addiction that actually is affecting a lot of people around the world and has serious consequences in personal life, in the community and also in economy. Some of these researches are directed to explore ways to diagnose when a person is workaholic and when this situation may affect the performanceof the individual in work, daily life activities and especially in psychosocial area. Objective: this pilot study contributes to identify if Colombian workers present the main characteristicsof workaholism and if the job they perform is related to the presence of the characteristics of this addiction. Materials and method: for this pilot study used the Dutch Work Addiction Scale(DUWAS), this test suggests when a person has work addiction, trough the evaluation of two main components working excessively and working compulsively. Results: the study find differences for the two groups: the 67% of the AE group are over the average while only the 33% of the members of the O group are over it. Conclusions: these percentages show that the combinations of the components of workaholism are more evident in the population belonging to the administrative/executive jobs group, giving evidence that workaholism is presented in greater proportion in the population performance management positions.

The article aims to make visible some nuances of the 17TH century in Spain and the New Granada with emphasis on articulations and tensions that made up this cultural and social space through the analysis of the letrados and its position in the Hispanic cultural field of the 16th and 17TH centuries. This article also discusses the traditional thesis about the cultural isolation and obscurantism in the American colonies before the eighteenth century through the analysis of the circulation of books and knowledge between mainland Spain and its colonies, and the heterogeneous character of the lawyers that affect the symbolic monopoly of the Catholic Church.
