Análisis de las incidencias del Sistema de integración Centro Americano (SICA), en la formulación de políticas para la lucha contra el narcotráfico en México. Periodo 2003-2010

En esta investigación se analiza las estrategias de seguridad entre el Estado de México y los países Centroamericanos para contra restar los efectos del tráfico, cultivo y consumos de drogas en la región. Esta cooperación se explica por medio de la teoría de los Complejos de Seguridad , la cual permite observar el alcance de dichas lucha contra el narcotraficante.

Friendly Settlements in the Framework of the Inter- American Human Rights System

The Inter-American system for the protection of human rights provides that disputesbetween States and victims of human rights violations or their representatives can beresolved through a friendly settlement. In this arrangement, conducted before the regionalorgans of protection of human rights, the State accepts its international responsibility,commits itself to investigate and judge the responsible and makes commitmentson compensation to the offended, the victims, on his part, renounce to take the caseto the Inter-American Court of Human Rights, and the Inter-American Commissionmonitors the legal consistency of the agreement and holds the role of independentobserver. What are these agreements, what possibilities and limitations provide to theopposing parties and, above all, what kind of reparation offer to victims of humanrights violations are issues to resolve in this article.

Colombian Medical Education System: A Hundred Years Behind

Almost one hundred years ago the Carnegie Foundation for the Advancement of Teaching authorized a study and report about the medical education of the United States and Canada directed by Mr. Abraham Flexner an education expert of the time. This report turned out to be one of the most important documents of the medical education revolution that took place by that time in North America and that led it to become what it is today. Almost a century after that, Colombian medical education has reached an outstanding similarity to the system described in the Flexner report. The present article highlights the parallel between North America’s medical education situation a hundred years ago and Colombia’s actual medical education situation. We present here some notions about the actual education system based on what was described on 1910 and which we consider, constitutes the current medical education situation on our country and possibly on many Latin American countries.
