Este documento está compuesto por cuatro secciones de las cuales esta introducción es la primera. En la segunda sección se analiza la visión que diferentes individuos pueden tener acerca del problema de la desigualdad y las implicaciones que estas diferencias tienen sobre el ideal de política re-distributiva. En la tercera sección se presenta una revisión analítica de la literatura económica que se ocupa de las relaciones entre distribución del ingreso y crecimiento económico. Finalmente, en la última sección se presentan algunas conclusiones.

Este trabajo desarrolla un modelo de generaciones traslapadas con expectativa de vida endógena y capital humano. Recoge parte de la evidencia empírica acerca de la transición demográfica explicada por Notestein en 1945, donde variaciones en la longevidad de los individuos afectan positivamente el crecimiento económico de un país. El modelo establece que la falta de incentivos para invertir en salud estanca a una economía en una trampa de pobreza y muestra que incrementos en la productividad en el sector de producción de capital humano, al igual que cambios tecnológicos sesgados al uso intensivo del mismo, incrementan el producto de estado estacionario y pueden sacar a una economía de una trampa de pobreza.

This paper asks whether school based management may help reducing risky sexual behavior of teenagers. For this purpose we use student level data from Bogot´a to identify students from Concession School (CS), who are enrolled in public education system with a more school management autonomy at school level, and to compare them with those students at the traditional public education system. We use propensity score matching methods to have a comparable sample between pupils at CS and traditional schools. Our results show that on average the behavior of students from CS do not have a sexual behavior that differs from those in traditional public schools except for boys in CS who have a lower probability of being sexual active. However, there are important differences when heterogeneity is considered. For example we find that CS where girls per boys ratio is higher have lower teenage pregnancy rates than public schools with also high girls per boys ratios. We also find that teachers’ human capital, teacher-pupil ratio or whether school offers sexual education are also related to statistically significant differences between CS and traditional public schools.

Este artículo evalúa uno de los componentes fundamentales de la política más icónica del gobierno de Álvaro Uribe: la ´ Seguridad Democrática. En particular, se evalúa el impacto sobre la intensidad del conflicto armado de los despliegues y refuerzos de policía en municipios con poca o nula presencia policial antes de agosto de 2002. Para ello se utiliza el estimador de diferencia en diferencias que compara el cambio en la dinámica del conflicto una vez se asignan los nuevos efectivos a los municipios receptores, relativo al cambio ocurrido simultáneamente en los municipios no receptores. Nuestros resultados sugieren que tanto los despliegues (instauración de inspecciones de policía en municipios que carecían de ´estas) como los refuerzos (envío de nuevos efectivos a municipios con poca presencia policial previa) generan incrementos en el número de ataques guerrilleros. Por otro lado, también hay evidencia que en los casos en los que la asignación de efectivos policiales estuvo acompañada de la movilización de tropas del ejército el conflicto disminuyó en las áreas afectadas, lo que sugiere que la coordinación de las fuerzas armadas resulta clave para el éxito de iniciativas regionales de seguridad.

This paper considers an overlapping generations model in which capital investment is financed in a credit market with adverse selection. Lenders’ inability to commit ex-ante not to bailout ex-post, together with a wealthy position of entrepreneurs gives rise to the soft budget constraint syndrome, i.e. the absence of liquidation of poor performing firms on a regular basis. This problem arises endogenously as a result of the interaction between the economic behavior of agents, without relying on political economy explanations. We found the problem more binding along the business cycle, providing an explanation to creditors leniency during booms in some LatinAmerican countries in the late seventies and early nineties.

This paper uses Colombian household survey data collected over the period 1984-2005 to estimate Gini coe¢ cients along with their corresponding standard errors. We Önd a statistically signiÖcant increase in wage income inequality following the adoption of the liberalisation measures of the early 1990s, and mixed evidence during the recovery years that followed the economic recession of the late 1990s. We also Önd that in several cases the observed di§erences in the Gini coe¢ cients across cities have not been statistically signiÖcant.

We analyze whether the introduction or an increase of unemployment insurance (UI hereafter) beneÖts in developing countries reduces the e§ort made by unemployed workers to secure a new job in the formal sector. We adopt a comparative static approach and we consider the consequences of an increase of current UI beneÖts on unemployed workersídecision variables in this same period, i.e. we focus on an intra-temporal trade-o§, allowing us to assume away moral hazard complications. When there is no informal sector, unemployed workers may devote their time between e§ort to secure a new job in the formal sector and leisure. In the presence of an informal sector, unemployed workers may also devote time to remunerated informal activities. Consequently, the amount of e§ort devoted to secure a new (formal) job generates an opportunity cost, which ceteris paribus, reduces the amount of time devoted to remunerated activities in the informal sector. We show that in the presence of an informal sector, an increase of current UI beneÖts decreases this marginal opportunity cost and therefore unambiguously increases the e§ort undertaken to secure a new job in the formal sector. This intra-temporal e§ect is the only one at play in presence of one-shot UI beneÖts or with severance payments mechanism.

We study the effect of UI benefits in a typical developing country where the informal sector is sizeable and persistent. In a partial equilibrium environment, ruling out the macroeconomic consequences of UI benefits, we characterize the stationary equilibrium of an economy where policyholders may be employed in the formal sector, short-run unemployed receiving UI benefits or long-run unemployed without UI benefits. We perform comparative static exercises to understand how UI benefits affect unemployed worker´s effort to secure a formal job, their labor supply in the informal sector and leisure time. Our model reveals that an increase in UI benefits generates two opposing effects for the short-run unemployed. First, since search efforts cannot be monitored it generates moral hazard behaviours that lower effort. Second, it generates an income effect as it reduces the marginal cost of searching for a formal job and increases effort.The overall effect is ambiguous and depends on the relative strength of these two effects. Additionally, we show that an increase in UI benefits increases the efforts of long-run unemployed workers. We provide a simple simulation exercise which suggests that the income effect pointed out is not necessarily of second-order importance in comparison with moral hazard strength. This result softens the widespread opinion, usually based on the microeconomic/partial equilibrium argument that the presence of dual labor markets is an obstacle to providing UI in developing countries.

The common assumptions that labor income share does not change over time or across countries and that factor income shares are equal to the elasticity of output with respect to factors have had important implications for economic theory. However, there are various theoretical reasons why the elasticity of output with respect to reproducible factors should be correlated with the stage of development. In particular, the behavior of international trade and capital flows and the existence of factor saving innovations imply such a correlation. If this correlation exists and if factor income shares are equal to the elasticity of output with respect to factors then the labor income share must be negatively correlated with the stage of development. We propose an explanation for why labor income share has no correlation with income per capita: the existence of a labor intensive sector which produces non tradable goods.

A diferencia de la generalidad de trabajos sobre la pobreza rural en Colombia, este estudio emplea un enfoque de activos para indagar acerca de los determinantes de la pobreza rural. En particular se examinan la existencia de no convexidades locales en el proceso de generación de ingresos, el grado de concentración de los hogares en ciertos rangos de acumulación de activos y la presencia de retornos marginales diferenciados a los activos. Con base en esto se proporciona evidencia prima facie acerca de la existencia de una trampa de pobreza en el sector rural, abriendo una línea promisoria de investigación sobre el tema, que puede contribuir de forma importante a su comprensión y a un mejor diseño de política social y sectorial.

Firms’ compensation practices affect the protection of investors’ interests and the degree of economic inequality by changing the stakes of engaging in appropriation activities versus respecting the status quo. We use a general equilibrium model where workers can either work peacefully or join a guerrilla movement that expropriates entrepreneurs. If workers are peaceful, they receive a competitive wage. If they join a guerrilla movement, they receive a share of the appropriated wealth, which depends positively on the number of guerrilla members. In this framework, we find one low-income, low-wage equilibrium with guerrilla activity and one peaceful, high-income, high-wage equilibrium. The peaceful equilibrium can be reached through redistribution policies, which can be implemented at the firm level. In essence, through their compensation policies entrepreneurs, not the state might be able to protect their assets against expropriation and simultaneously control the internal principal-agent problem.

El artículo analiza los determinantes de la presencia de hijos no deseados en Colombia. Se utiliza la información de la Encuesta Nacional de Demografía y Salud (ENDS, 2005), específicamente para las mujeres de 40 años o más. Dadas las características especiales de la variable que se analiza, se utilizan modelos de conteo para verificar si determinadas características socioeconómicas como la educación o el estrato económico explican la presencia de hijos no deseados. Se encuentra que la educación de la mujer y el área de residencia son determinantes significativos de los nacimientos no planeados. Además, la relación negativa entre el número de hijos no deseados y la educación de la mujer arroja implicaciones clave en materia de política social.

Even though antenatal care is universally regarded as important, determinants of demand for antenatal care have not been widely studied. Evidence concerning which and how socioeconomic conditions influence whether a pregnant woman attends or not at least one antenatal consultation or how these factors affect the absences to antenatal consultations is very limited. In order to generate this evidence, a two-stage analysis was performed with data from the Demographic and Health Survey carried out by Profamilia in Colombia during 2005. The first stage was run as a logit model showing the marginal effects on the probability of attending the first visit and an ordinary least squares model was performed for the second stage. It was found that mothers living in the pacific region as well as young mothers seem to have a lower probability of attending the first visit but these factors are not related to the number of absences to antenatal consultation once the first visit has been achieved. The effect of health insurance was surprising because of the differing effects that the health insurers showed. Some familiar and personal conditions such as willingness to have the last children and number of previous children, demonstrated to be important in the determination of demand. The effect of mother’s educational attainment was proved as important whereas the father’s educational achievement was not. This paper provides some elements for policy making in order to increase the demand inducement of antenatal care, as well as stimulating research on demand for specific issues on health.

El comercio internacional y los flujos de inversión se han incrementado en las últimas décadas más rápidamente que el producto interno bruto mundial. Este rápido crecimiento de las transacciones internacionales se conoce comúnmente como globalización. Este fenómeno puede ser visto como un dinamizador del crecimiento y desarrollo, en la medida en que los países tiendan a especializarse en la producción de aquellos bienes en los que tienen ventaja comparativa. Otros, por el contrario, argumentan que la globalización no ha contribuido al crecimiento mundial de manera homogénea, beneficiando solo a un número pequeño de paí- ses y dando lugar a la concentración de los flujos de comercio e inversión y a grandes inequidades. La evidencia muestra, sin embargo, que los efectos de la globalización en los países en desarrollo dependen de diversos factores, especialmente de las características de los países y de las regiones. Las ganancias en bienestar se deben más a las medidas de liberalización implementadas por los países, que a las concesiones de comercio otorgadas por los socios comerciales. Así mismo, la marginalización de algunos países de los mercados mundiales no es inherente al proceso de globalización. Esta se puede explicar más que todo por el tipo de polí- ticas domesticas implementadas por estos países. Algunos países en desarrollo han sido bastante exitosos en la implementación de una estrategia de desarrollo basada en la IED. En estos casos, las inversiones se han asociado con la rápida industrialización y una concomitante expansión de las exportaciones con alto valor tecnológico.

El documento examina el efecto de filtros de ajuste en el tamaño y poder de prueba de cointegración que usan los residuales como pruebas ADF y PP, mediante procedimientos MonteCarlo y una aplicación empírica. Nuestros resultados indican que el uso de filtros distorsiona el tamaño y reduce el poder de estas pruebas.
