La Ciencia Política siempre ha buscado profundizar en el fenómeno del poder y sus causas. Las teorías han cambiado conforme a las circunstancias sociales a lo largo de la historia; no obstante, en la actualidad las dinámicas de comunicación facilitadas por elementos tecnológicos han generado coyunturas sin antecedentes como la ocurrida en Colombia el 4 de febrero de 2008 “Un Millón de voces contra las FARC” La generalización en el uso de Internet y –sobre todo- las redes sociales ha producido un acelerado nivel de activismo debido a la facilidad de cooperación y coordinación que se deriva de estructuras en red. Es sano pensar en una reevaluación de la teoría tradicional del poder vertical y traer al campo teórico nuevos elementos que generen herramientas de análisis sobre comunicación, poder horizontal, activismo y oportunidades políticas. El nacimiento de lo que algunos llaman “sociedad informacional” es lo que permitirá describir el concepto de “noopolitik”. Las que otrora eran movilizaciones políticas costosas y exigentes en recursos de coordinación y tiempo han venido siendo reemplazadas por explosiones de activismo catalizadas por un sentimiento común que han sabido servirse de las ventajas tecnológicas para lograr sus objetivos. Bien habla de ello el caso de estudio de esta investigación al ser la movilización más grande registrada, con más de 12 millones de personas alrededor del mundo y con el uso protagónico de redes sociales. El valor de la información –y por supuesto su difusión-, es ahora uno de los principales asuntos de la Ciencia Política moderna.

On the assumption that any complex Modern Political Theory involves a decision about human rights, this article considers a possible assessment of the broader aspects of the conception of the State in the work of Nozick. Based on one critical point of view originally formulated by H.L.A. Hart, it defends the claim that the libertarian conception is untenable in moral terms.

Law is often the source of social discriminations, but, at the same time, it can be thekey to delete these social discriminations. The authors try to give an example of thisphenomenon, by analyzing the impact of the Italian citizenship’s rules over the descendantsof the Italian citizens emigrated abroad and, especially, in South America.Indeed, according to the former Italian law, only fathers could transmit iure sanguinisthe citizenship to their children: moreover, women automatically lost theItalian citizenship if they get a foreign citizenship by concluding a marriage witha foreign husband.These rules hardly discriminate the Italian women emigrated abroad and, especially,their descendants who were prevented to get the Italian’s citizenship.These discriminatory rules were finally deleted by the Italian Constitutional Courtin the Seventies and in the Eighties: however, the effects of those rules still persisted,since the decision of the Constitutional Court could not overcome the temporal limit of the entry into force of the Constitution (01.01.1948) and, therefore, could not“cover” the discriminatory facts occurred before that date.Finally in 2009, the Italian Supreme Court, by extending the effects ratione temporisof the decisions of the Constitutional Court, “reopened the doors” of the Italiancitizenship to a huge number of Italian citizenship born from Italian women beforethe 01.01.1948.Therefore, the authors focus on the social impact of this decision for all the potentialItalian citizens living in South America and try to assess its juridical effects overthe Italian law.

The principal objective of this paper is to identify the relationship between the results of the Canadian policies implemented to protect female workers against the impact of globalization on the garment industry and the institutional setting in which this labour market is immersed in Winnipeg. This research paper begins with a brief summary of the institutional theory approach that sheds light on the analysis of the effects of institutions on the policy options to protect female workers of the Winnipeg garment industry. Next, this paper identifies the set of beliefs, formal procedures, routines, norms and conventions that characterize the institutional environment of the female workers of Winnipeg’s garment industry. Subsequently, this paper describes the impact of free trade policies on the garment industry of Winnipeg. Afterward, this paper presents an analysis of the barriers that the institutional features of the garment sector in Winnipeg can set to the successful achievement of policy options addressed to protect the female workforce of this sector. Three policy options are considered: ethical purchasing; training/retraining programs and social engagement support for garment workers; and protection of migrated workers through promoting and facilitating bonds between Canada’s trade unions and trade unions of the labour sending countries. Finally, this paper concludes that the formation of isolated cultural groups inside of factories; the belief that there is gender and race discrimination on the part of the garment industry management against workers; the powerless social conditions of immigrant women; the economic rationality of garment factories’ managers; and the lack of political will on the part of Canada and the labour sending countries to set effective bilateral agreements to protect migrate workers, are the principal barriers that divide the actors involved in the garment industry in Winnipeg. This division among the principal actors of Winnipeg’s garment industry impedes the change toward more efficient institutions and, hence, the successful achievement of policy options addressed to protect women workers.

A fundamental principle of democracy is citizenship freedom. We suggest that a fair electoral contest is possible if a relationship between free will, electoral preferences and respect to the public institutions (constitutionalism) (section 1) exists. We focus on three illiberal practices that perturb the voter's decision: political clientelism and political markets (sections 2 to 4), media influence (which feeds on the voter's limited rationality and limited information) (section 5), and the suppression of opposition options (section 6). Later (section 8), we provide a brief balance and, additionally, we show how in Colombia the political system has missed opportunities to expand the voters' freedom. Our interpretation of the electoral process in Colombia is an appeal, supported on theoretical arguments and empirical evidence, to doubt about the voters' freedom. Also we make a call for more etudies.

A year away from leaving the presidency, this article analyses Lula government in light of the many corruption scandals that erupted afterwards. These events showed that despite the almost unanimous conclusion of its balance sheet, Lula government leaves a big task ahead: the political reform. Priority of the Workers’ Party during the years 1980 and 1990, and subject of many academic studies, this issue has been abandoned in the 2000s, with the accession to power of Lula Da Silva. This paper evaluates the state-of-the-art on this matter and defends the need for further consideration in light of current events, and in a broader theoretical perspective than the institutional engineering one that prevailed earlier.

La ciudad y los procesos que ésta desencadena en su entorno territorial han variado, de acuerdo con el momento histórico y contexto geográfico donde ocurrió, está ocurriendo o sucederá, por lo tanto, lo primero y lo segundo, son tan cambiantes, como lo son los elementos constitutivos de ese espacio ocupado, apropiado y gobernado.Son pocos los asuntos sobre los cuales coinciden las distintas comunidades académicas y disciplinas que se encargan del estudio de los procesos urbanos, como urbanistas, arquitectos, geógrafos, sociólogos, politólogos, ingenieros o planificadores; por ejemplo, con relación a la definición de lo urbano o lo qué podemos entender por ciudad; tal vez hay mayor acuerdo por lo que no es, como se constata con los espacios dedicados, exclusiva o principalmente a las actividades productivas agropecuarias. De la misma manera, sobre lo que se considera como espacio público, ya que algunos le dan un énfasis estructural y físico, como uno de los elementos rígidos que constituyen el espacio ocupado, mientras que otros, además de lo físico, rescatan de él referentes históricos, culturales y simbólicos.En la actualidad viene ganando audiencia la postura que combina lo físico y material de la ciudad y el espacio público, con lo inmaterial y simbólico de los mismos, lo que le confiere un nuevo sentido. De este tipo de convergencias, surge el escenario que contribuye a construir el ciudadano que requiere y demanda la ciudad.De acuerdo con lo anterior, el análisis que aquí se presenta se aborda a partir de tres aspectos relevantes: en primer lugar, se reiteran algunos de los caminos andados, para esbozar algunas de las nuevas perspectivas sobre la ciudad y el espacio público, tal como se sugiere en el título del artículo; en segundo lugar, relacionar aspectos históricos, conceptuales y aplicados sobre la ciudad y de esta con el espacio público, con base en el caso de Bogotá y finalmente plantear algunos de los desafíos que surgen de esta interacción, a partir de algunas reflexiones que buscan vincular esta temática con las ciencias sociales y en particular con la ciencia política.-----The city and the processes triggered by the city in its territorial environment have changed, according to the historical moment and the geographical context in which it happened, is happening, or will happen; therefore, the former and the latter are as changing as the elements of that occupied, appropriated, and governed space.There are very few subjects on which there is an agreement among the different academic communities and disciplines that study urban processes, such as town planners, architects, geographers, sociologists, political scientists, engineers, or planners. For example, regarding the definition of the urban matters or what we may understand as a city, a greater agreement may be found on what it is not, as shown with spaces exclusively or mainly dedicated to the productive agricultural/livestock activities. Likewise, regarding what is deemed as public space, because some people stress the structural and physical aspect as one of the rigid elements that comprise the occupied space, while others rescue, in addition to the physical, the historical, cultural, and symbolic references.The position that considers the physical and material city and public space combined with their immaterial and symbolic aspects has been gaining terrain lately, providing them with a whole new sense. From these convergences arises the scenario that contributes to the building of the citizenship required and demanded by the city.According to the foregoing, the analysis presented here is addressed from three relevant aspects: First, reiterating some of the already treated topics to outline some new perspectives on the city and the public space, as suggested in the title of this article; second, relating historical, conceptual, and applied aspects of the city and such aspects of the city related to the public space, based on the case of Bogotá; and finally, formulating some challenges arising form this interaction, based on certain thoughts that seek to link this topic with the Social Sciences and, in particular, with the Political Sciences.

This study traces the origins of Mexican paramilitary groups and argues that, contrary to what most of the literature on the subject implies, they do not represent a state strategy to thwart leftist groups seeking social change. Rather, they represent battles between groups of national and local-level elites with different visions of democracy and of what constitutes good governance. The polarization inherent in this type of conflict leads local actors to have to side with one faction of elites or the other. The presence of radical leftist groups in recently colonized indigenous areas with scant state presence gives rise to a process of radicalization among local elites. There are multiple factors that explain the emergence of paramilitary groups. Aside from the post Cold War international context, there were national factors like a shift in its focus away from security matters between 1989 and 1993, and presidential policies between 1968 and 1993, that planted the seeds of leftist radicalism in a context of id modernization

This article attempts to assess the implications and the own character of the crisis of representation in Mexico. Once the topic framed and the long-term dynamics of Mexican political elites presented, this paper will attempt to understand why, despite the pluralization of the party system, there remain many questions about the truly democratic nature of the Mexican political system.

El inherente dinamismo que caracteriza a las sociedades humanas hace pensar en la necesidad de estudiar los fenómenos subyacentes al cambio social, específicamente aquellos que encuentran su causa en el aprendizaje. En esa medida, este texto pretende hacer una aproximación analítica a los temas de la educación para la paz y la cultura política como herramientas que permean el problema del cambio social. El soporte empírico de dicha relación se enmarca en el estudio del programa “Aulas en Paz”, y en particular de las competencias ciudadanas promovidas por dicha iniciativa. Con un diseño de investigación mixto y una apuesta por la utilización de las categorías conceptuales que provee el institucionalismo cognitivo, este artículo rastrea la relación entre cultura política, educación para la paz y cambio social. En conclusión, se ofrece una clave poderosa en el proceso de formación de valores pre-ciudadanos en los niños y las niñas.-----The inherent dynamism of human societies suggests that the study of social change implies the understanding of its underlying mechanisms, in particular those related to learning. This article presents an analytical approach to the topic of Peace Education and Political Culture as tools that can permeate the problem of social change. The empirical support for this relationship supports on data of the “Aulas en Paz” program, and in particular, by the behavior of changes in the citizenship skills promoted by the initiative. With a mixed research design and with the use of conceptual categories provided by cognitive institutionalism, this article traces the relationship between political culture, peace education and social change. In conclusion, it offers a powerful analytical key to the formation of what we will call pre-citizenship values in children.

The new tech has introduced the traits of the hypermedia, interactivity and convergence in the journalism field. Moreover, it has involved the emergence of new media and changes in the informative contents. In 2006 Al Jazeera in English was created for covering the underreported regions, inasmuch as new media arise, new contents do so, thus, the research examines the agendas of The Stream, the TV show from Al Jazeera that relies heavily on social networks.

En nuestro país el sector de ambientadores y cosméticos ha presentado un crecimiento económico constante y notable, proyectando a Colombia para el año 2032 como un dirigente en la elaboración de cosméticos y productos de aseo. La biodiversidad colombiana ofrece múltiples recursos, incluyendo una gran diversidad de aromas naturales, es un importante mercado para producción de cosméticos sin la utilización de productos artificiales. El presente trabajo de investigación tiene por objetivo determinar las características del diseño de una relación estratégica comunitaria y marketing en la creación de una empresa de cosméticos y ambientadores. Ésta investigación se realiza bajo la recopilación de información del sector y principalmente de la organización, dentro de un estudio empírico-analítico descriptivo. Estableciendo resultados que finalmente dan respuesta a la utilidad de estrategias comunitarias en la actualidad. En el caso de estudio de la nueva empresa "Jolie Le Petit" en un sector en crecimiento, ofrece múltiples oportunidades de negocio y permite generar ideas innovadoras para la venta de productos. La facilidad de cambio y la inclusión en la comunidad posibilita el acercamiento a los clientes, asegurando la permanencia en el mercado indicado. Considerando la posibilidad que la inversión extranjera en el sector pueda afectar notablemente el mercado nacional. Mediante el análisis concluimos que la estrategia de mercadeo comunitaria es adecuada y aplicable a este tipo de empresa. "Jolie Le Petit" además de ser una unidad es también un actor social, estando inmersa en una comunidad en donde juega un papel vital el ser percibida como un buen vecino, ofreciendo a los clientes confianza compromiso y relación continua.

This investigation proposes to explore the existing link between a strategic conception of philanthropy and innovation. Indeed, the nature of the research question relies on an unexplored field in the CSR and Innovation management academic literature. It starts with the interest to know which the benefits are for a firm encouraged to invest strategically in philanthropy. In this regard, the analysis contributes in fitting this gap by following different objectives in an exploratory perspective. Throughout the research it will be analyzed the concept and the current and past contributions on the different branches of innovation (product innovation, managerial innovation, technological innovation), to accentuate the relation between an accurate strategic approach to philanthropy and the impact on the organizational value. Indeed, analyzing philanthropic innovation may provide insights about business opportunities and notions related to social investments and profit. That aspect includes the link between those strategic decisions that a firm can use to maximize those investments as it was part of their core business. It also proves the existing link between CSR and innovation, and the possibilities that the enterprises have towards this subject.
