The overall objective of the study is to examine whether the tribal communities in Kerala can be considered a coherent group in terms of select indicators of development by focusing on nine major tribal communities. The study also aims to bring out the intercommunity differences if any in aspects of livelihood options and education level of the tribal communities in Kerala

NABARD has completed 14 years of operation.ln the light of its experiences and achievements, the performance ev.ilu.ilion of the National Bank need to be looked into.This could provide certain criteria for its strength and weakness which may help in consolidating the institution for better utilisation of its potentialities. It is also noteworthy that no evaluative study on the National Bank has been conducted in Kerala. The Major objective of this study is to evaluate the role of NABARD in catering to the long-term agricultural requirements of Kerala for 1982 to 1992.This is done by analysing the quantum and quality of NABARD's schematic refinance. The qualitative indices like (1) the efficiency of loan recovery, (2) the impact or financial viability of NABARD refinanced schemes, (3) the credit gap, (4) the commitment-disbursement gap, and (5) the imbalances in the NABARD refinance form the core of the study.Hypotheses were formulated inorder to study and analyse these qualitative indices. This thesis entitled “Development planning at the state level in india a case study with reference to kerala1957-84.Planning in India is a concurrent subject with the Centre and the States having well-defined domains of jurisdiction with regard to planning functions and sources of resource mobilisation.The genesis of the lack of academic interest in state level planning is in the widely held belief that in the extent scheme of Centre-State economic relations, the states have little scope for initiative in planning.Both at the theoretical and empirical levels, Kerala has attached very great importance to planning.It has been the localeof wide and deep discussions on the various dimensions of planning.In Kerala's development process, the leading sector consists of social services such as education and public healthOne point that needs special emphasis in this regard is that the high demand for education in Kerala cannot be attributed to the Keralites' ‘unique urge‘ for education. Rather, it is related to the very high level of unemployment in the state (Kerala has the highest level of unemployment in the country.In resource allocation under the Five Year Plans, Kerala attached the highest weightage to power generation, hydro-electric projects being the major source of power in the state. Nearly one-fourth of the plan resources has been claimed by hydro-electric projects.In the agricultural sector, Kera1a's level of productive use of electric power is one of the lowest.As is evident.from above, planning in Kerala has not enabled us to solve the basic problems of the state. More 'scientific' planning in the sense of applying mre sophisticated planning techniques is obviously not the answer. It, on the contrary, consists of more fundamental changes some of which can be brought about through an effective use of measures well within the power of the State Government.

The study is focused on education of tribes particularly the problem of high dropout rate existing among the tribal students at school level. Scheduled Tribe is one of the marginalized communities experiencing high level of educational deprivation. The analysis of the study shows that the extent of deprivation existing among STs of Kerala is much higher compared to that of other communities. The present study covered tribes of three tribal predominant districts of Kerala such as Idukki, Palakkad and Wayanad. Out of the 35 tribal communities in the State, 17 of them are concentrated in these districts. Tribes concentrated in Idukki include Muthuvans, Malai Arayan, Uraly, Mannan and Hill Pulaya. The present study analyzed dropouts situation in tribal areas of Kerala by conducting Field Survey among dropout and non-dropout students at school level. High dropouts among STs persist due to many problems which are of structural in nature. Important problems faced by the tribal students that have been analyzed, this can be classified as economic, social, cultural and institutional. It is found that there exists high correlation between Income and expenditure of the family with the well-being of individuals. Significant economic factors are poverty and financial indebtedness of the family. Some of the common cultural factors of tribes are Nature of Habitation, Difference in Dialect and Medium of Instruction etc. Social factors analyzed in the study are illiteracy of parents, migration of family, family environment, motivation by parents, activities engaged in for helping the family and students’ lack of interest in studies. The analysis showed that all these factors except migration of the family, are affecting the education of tribal students. Apart from social, economic and cultural factors, there are a few institutional factors which will also influence the education of tribal students. Institutional factors analyzed in the study include students’ absenteeism, irregularity of teachers, attitude of non-tribal teachers and non-tribal students, infrastructure facilities and accessibility to school. The study found irregularity of students and accessibility to school as significant factors which determine the dropout of the students.
