The study is entitled “HUMAN RESOURCES DEVELOPMENT IN HIGHER EDUCATION IN KERALA”. The concept “Human Resource Development” is of high value in business and industry and has been used and applied since years. In industry and business the 'human' element is considred as a resource and hence its development and protection is very essential and inevitable. Of all the factors of production, human resource is the only factor having rational faculty and therefore, it must be handled with utmost care. Right recruitment, right training and right induction followed by faultless monitoring and welfare measures are but decisive factors in business and industry. Altogether there is a constant attention up on human factor there. But this is not a practice at all in education. So far there has not been any such measure of care and close watch and performance analysis of human resource on education front. This may be the main reason for lack of accountability in the sphere of education. The present study reveals the importance of introducing HRD practices in higher educational institutions in Kerala. In order to promise human capital formation through education, it is basic requirement. The higher educational institutions must follow the method of industry and commerce because education can be treated as an industry in service sector. There also we can follow the methods of right recruitment, right training and promotion, delegation, performance analysis and accountability checking of human resource. HRD is a powerful idea of transformation of human being into highly productive and contributing factor The HRD of students is the sum total of HRD of teachers. Reminding the primordial usage 'Yatha Raja Thadha Praja’ the quality of faculty resembles in students. The quality of administrative staff in colleges also affects the quality of higher education. Hence, it is high time to introduce the managerial method of HRD with all its paraphernalia in higher educational institutions so as to assure proper human capital formation in higher education in India.

The present study focuses on the stability of the coast, exploitation of the coastal resources, human activities within the study are that extends from Fort Cochin at north to Thottappally at south, central Kerala State and hinterlands, socio-economic problems of the coastal community and the environmental issues arising in the recent past due to human activities. The objective of the study is critically analyse the coastal zone region and prevailing situation and to propose a comprehensive management plan for the sustainable development of the region under study. The thesis covers varied aspects of coastal uses like fisheries, tourism, land use, water resources etc. To critically examine the above scenarios, the ILWIS (Integrated Land and Water Information Systems) – GIS software has been used. A satellite image of the area has been used for the coastline change detection and land use patterns. The outcome of the present study will be beneficial to the various stakeholders within the coastal region and its hinterlands. To further add, this study should find better applications to similar or near-similar situations of Southeast Asia where identical scenarios are noticeable.

Soil moisture plays a cardinal role in sustaining eclological balance and agricultural development – virtually the very existence of life on earth. Because of the growing shortage of water resources, we have to use the available water most efficiently by proper management. Better utilization of rainfall or irrigation management depends largely on the water retention characteristics of the soil.Soil water retention is essential to life and it provides an ongoing supply of water to plants between periods of irrigation so as to allow their continued growth and survival.It is essential to maintain readily available water in the soil if crops are to sustain satisfactory growth. The plant growth may be retarded if the soil moisture is either deficient or excessive. The optimum moisture content is that moisture which leads to optimum growth of plant. When watering is done, the amount of water supplied should be such that the water content is equal to the field capacity that is the water remained in the saturated soil after gravitational drainage. Water will gradually be utilized consumptively by plants after the water application, and the soil moisture will start falling. When the water content in the soil reaches the value known as permanent wilting point (when the plant starts wilting) fresh dose of irrigation may be done so that water content is again raised to the field capacity of soil.Soil differ themselves in some or all the properties depending on the difference in the geotechnical and environmental factors. Soils serve as a reservoir of the nutrients and water required for crops.Study of soil and its water holding capacity is essential for the efficient utilization of irrigation water. Hence the identification of the geotechnical parameters which influence the water retention capacity, chemical properties which influence the nutrients and the method to improve these properties have vital importance in irrigation / agricultural engineering. An attempt in this direction has been made in this study by conducting the required tests on different types of soil samples collected from various locations in Trivandrum district Kerala, with and without admixtures like coir pith, coir pith compost and vermi compost. Evaluation of the results are presented and a design procedure has been proposed for a better irrigation scheduling and management.

The Kerala Water Authority requested the School of Environmental Studies to carry out investigations on the mechanism of sporadic mobilization of iron and odour in the raw water drawn to the drinking water treatment plant. The currently used treatment process failed to remove iron completely. This led to problems in the filter and complaints of taste and colour due to iron in the finished water. The sporadic nature of the problem itself made the trouble shooting difficult. The problem was looked in from three points of view. 1. Influence of environmental (climatic) conditions on the dynamics of the relevant basin of the reservoir. 2. Influence of the physical dynamics on the physico — chemical quality of water. 3. Identification of cost-effective treatment processes to suit the existing plant. Since the problem emerged only during the post- monsoon to pre-monsoon months, a related problem was investigated, namely, influence of anions on the oxidation of Fe(II) in natural waters by air. This is presented in Part II of the dissertation.

Study of Kerala State in relation to the western Ghats, using The present thesis envisages a hydrometeorological various statistical techniques and the water balance concepts first developed by Thornthwaite. The first chapter of the thesis gives general introduction where the purpose and scope of the study have been given. Chapter II discusses the importance of hydrometeorological studies in general and of water balance in particular, in planning for the overall development of any region. Chapter III consists of the presentation of various geographical features of Kerala. An introduction to the physiography of the western Ghats and detailed hydroclimatic studies of the Western Ghats region which includes analysis of rainfall and the study of water balance elements form Chapter IV. In Chapter V, a detailed hydrometeorological study of Kerala State is made. Discussion of the results of the study and suggestions for optimum utilization of the available water resources for the overall development of the western Ghats region in general and Kerala in particular are made in Chapter VI.
