We propose two axiomatic theories of cost sharing with the common premise that agents demand comparable -though perhaps different- commodities and are responsible for their own demand. Under partial responsibility the agents are not responsible for the asymmetries of the cost function: two agents consuming the same amount of output always pay the same price; this holds true under full responsibility only if the cost function is symmetric in all individual demands. If the cost function is additively separable, each agent pays her stand alone cost under full responsibility; this holds true under partial responsibility only if, in addition, the cost function is symmetric. By generalizing Moulin and Shenker’s (1999) Distributivity axiom to cost-sharing methods for heterogeneous goods, we identify in each of our two theories a different serial method. The subsidy-free serial method (Moulin, 1995) is essentially the only distributive method meeting Ranking and Dummy. The cross-subsidizing serial method (Sprumont, 1998) is the only distributive method satisfying Separability and Strong Ranking. Finally, we propose an alternative characterization of the latter method based on a strengthening of Distributivity.

Fragile States is a way of naming this particular category of states that have weak performance, insufficient service delivery, weak administrative and government power, and lack of legal rules. Little consideration is usually made to the fact that their own societies may also be fragile and easily jeopardised by inappropriate economic measures or external events. Poverty traps and social exclusion, unjust inequalities with lack of equity, feelings of insecurity and vulnerability, usually undermine the social fabric. Moreover, the people bear their own internal fragilities, which are based on the lack of capabilities and recognition, and interfere in the relationships between the groups that constitute the society. Therefore, dealing with the issue of fragility requires to consider various decision levels, from the personal one to the State level. Such an approach could allow fragile states to conceive preventive policies that would avoid the surge of a political crisis resulting from the combination of social conflict and individual failure.

A large part of the work done by women is not counted in the gross national product (GDP) of nations. Which type of work are we referring to? Unpaid work; also commonly called domestic work. Because all the services produced by households for their own consumption are not subject to monetary exchange, they are excluded from de production boundary defined by the United Nations System of National Accounts (SNA). In doing so, this key statistics, inspired by the Keynesian school of thoughts, shows an accepted iniquity in the quantification of the product since women’s productive contribution within the households is not taken into account. In other words, national accounts are not gender neutral. In fact, this breach of a fundamental ethical rule which is equity towards gender inequalities is just the reflection of a social conception that prevails within the SNA since its creation, namely that domestic work is not considered as work. It is therefore essential to quantify women’s unpaid work, a concern that has long been the preserve of feminist activists even though; this should go beyond feminists considerations. This article shows how the issue of measuring unpaid work on a broader prospective is relevant on both ethical and economic fronts. The recognition of this production factor as a macroeconomic variable is indeed fundamental to get a more complete understanding and assessment of the economy. Valorization of unpaid work would also allow women to claim better retribution, or at least, to expect an effective social recognition of their actions and efforts and in the end would contribute to the establishment of greater social justice.

La recherche analyse le traitement réservé aux demandeurs d'asile au Canada.Plus spécialement, elle se penche sur l'interprétation et l’application de l’article 7 de la Charte canadienne des droits et libertés. La réflexion observe que la mise en œuvre des droits fondamentaux des revendicateurs du statut de réfugié est affectée, selon les époques, par des considérations à dominance « humanitaires » [arrêt Singh, 1985] ou, comme cela est le cas depuis le 11 septembre 2001, par des impératifs allégués de sécurité nationale [arrêt Suresh, 2002]. D’un point de vue analytique, la thèse considère que lorsqu'il s'agit de protéger des populations vulnérables – ce que le Canada s'est juridiquement engagé à faire – le droit public ne peut pas se limiter à la communauté de ses propres membres, citoyens et résidents. D'ailleurs, la Charte reconnaît la protection de ses droits fondamentaux à « toute personne » du fait de sa seule qualité de personne, qu'elle soit ou non citoyenne et la garde des abus. Des exceptions aux droits reconnus à l’article 7 doivent être considérées à la mesure du principe démocratique qui guide nos sociétés. Sur ce fondement, l’analyse interroge l’argumentation et les motivations de certaines décisions judiciaires et législatives qui ont déconsidérées les implications de notions porteuses de valeurs impératives, telles que l'équité, la dignité humaine, la liberté et la sécurité de l'individu, en privilégiant les intérêts étatiques conforment à la conception classique de la souveraineté.

Political science is both a generalizing and an anchored, nationally defined, discipline. Too often, the first perspective tends to crowd out the latter, because it appears more prestigious, objective, or scientific. Behind the international/national dichotomy, there are indeed rival conceptions of social science, and important ontological, epistemological and methodological assumptions. This article discusses these assumptions and stresses the critical contribution of idiographic, single-outcome studies, the importance of producing relevant, usable knowledge, and the distinctive implications of studying one’s own country, where a scholar is also a citizen, involved in more encompassing national conversations. The aim is not to reject the generalizing, international perspective, or even the comparative approach, but rather to reaffirm the importance of maintaining as well, and in fact celebrating, the production of social scientific knowledge directly relevant for our own times and places.

Ce mémoire en recherche-création s’intéresse à la quête identitaire, et / ou au désir de tracer son propre chemin en réinterprétant les événements du passé. Le roman TRANSHUMANCES raconte le pèlerinage d’Alice sur la via Podiensis, qui relie la commune du Puy-en-Velay en France, à Santiago de Compostela en Espagne. Elle marche. Elle marche pour oublier, pour enterrer ses morts, pour avancer, ailleurs. Elle marche et fait de nombreuses rencontres. Par la conversation et la contemplation, elle tente d’apaiser les maux qui la rongent. Elle marche et apprivoise ce chemin mythique, mystique, cette route qui mène le croyant à la rencontre de Dieu et qui pousse l’impie à la rencontre de lui-même. Alice fait la connaissance de John. Ils se racontent des blagues et des secrets, partagent repas et larmes, deviennent frères d’ampoules et rentrent à la maison, changés. L’essai I ended up being my own trout (jeux de fragments avec Éric Plamondon) explore quant à lui à l’écriture fragmentaire, en s’intéressant particulièrement aux effets qu’opèrent les fragments sur la lecture. Éric Plamondon, avec sa trilogie 1984, utilise la forme fragmentaire afin de jouer avec le lecteur : il le fait douter de ses certitudes et le guide vers une vision manipulée de l’Histoire. Le lecteur est alors confronté à la pluralité des interprétations et doit s’imposer comme auteur de sa propre lecture.
