The effect of long discussions between commissioners with divergent views on certain issues is obvious in the report: it is more oriented towards the short term than expected. Undue attention was paid to trade liberalization with the U.S., a region of the world which the report describes as one in relative decline. The report does not deal with a scenario wherein trade liberalization with the U.S.A. is seen as a necessary transitory measure leading towards diversification of Canada's trade relation away from North America. Such an examination would point to a different approach to the U.S.A. in the short term. The report does not deal with services, information and te telecommunication which are fundamental to the economic development of Canada. There is also overemphasis on commercial policy and relative neglect on the use of domestic policies, among them industrial policy, in the pursuit of Canada's objectives. The report notes the interdependence between commercial and domestic policies and rightly recommend that provinces must, as a consequence, be involved in trade liberalization discussions. It is argued that the report underestimates the pressures for extra- territorial application of U.S. policies to Canada and the pressure for harmonization of policies which would follow trade liberalization. The report pays no attention to the implications of offshore investment going primarily to the U.S.A. and does not pay adequate attention to the role of investment to deal with adjustment problems. Available studies would have allowed the commissioners to clarify the determinants of investment decisions by Canadian head offices who have established subsidiaries in the U.S.A. but they were not examined. Little attention was paid to the role of transnationals and intrafirm trade in examining the implications of trade liberalization. The importance given to the reduction of regional disparities in earned incomes is welcome. However, the recommandation to leave regional development to provinces and municipalities denies the importance of national policies in the attainment of regionalization job equilization the impact of new CAD-CAM-telecommunications technologies on location decisions for the production of goods and services was not examined. Nor were the extent of and changes in interregional (i.e. interprovincial and more particularly province-state) trade flows examined. Knowledge of these patterns is essential in the formulation of industrial and adjustment policies in light of trade liberalization. The report recommends passive industrial adjustment policies focussed on the U.S., a reflection of the concern of the commissioners for the short term and the U.S.A. The implementation of the report's recommendations would lead to a centralization of economic power at the nationallevel, hence the need to establish a renewed senate to favour the formulation of regionally sensitive national policies.

Dans cet article, pour etendre la theorie du consommateur a ses choix d'epargne et de placements, on utilise a la fois la theorie usuelle, celle des caracteristiques et celle du raisonnement quantitatif. on en deduit un systeme complet de demandes comprenant simultanement les quantites de biens et de services physiques, les quantites d'actifs financiers et les prix des actifs contingents elementaires eventuels.

L’objet de ce mémoire est de comprendre les logiques de localisation des entreprises multinationales au Québec. À l’aide de deux études de cas, basées sur cinq investissements, nous avons examiné les facteurs qui ont permis à deux filiales d’entreprises multinationales étrangères d’obtenir un investissement ou un réinvestissement. La littérature sur la localisation des entreprises multinationales à l’étranger nous a aidé à identifier trois types d’attributs qui sont susceptibles d’influencer l‘obtention d’un investissement par la filiale locale : les attributs internes à la filiale, les attributs liés à la relation qu’entretient la filiale avec son siège social et les attributs liés aux contextes d’affaires dans lesquels la filiale exerce son activité. Nos résultats permettent d’établir plusieurs constats. Premièrement, les facteurs pris en compte dans les décisions d’investissement varient selon les échelles internationales, nationales, provinciales et locales. Les sièges sociaux des entreprises multinationales procèdent à une sélection successive de facteurs dans la perspective d’arriver à un meilleur compromis. Par conséquent, un facteur ne peut à lui seul expliquer un investissement. Le poids et la diversité des facteurs peuvent varier en fonction des situations. Deuxièmement, la complémentarité des attributs internes de la filiale avec son contexte d’affaires local a fortement contribué à l’obtention d’investissements. La technologie de production, les compétences des employés ainsi que la capacité de la direction locale à promouvoir les atouts de la filiale auprès des comités d’investissement représentent des éléments clés. La présence d’institutions locales fortes et coordonnées est également à prendre en compte dans le soutien apporté au développement de la filiale.

L’auteur s’intéresse à la question de savoir si le droit du travail américain est plus favorable à l’investissement direct étranger (IDE) que le droit du travail québécois dans le contexte de l’ALENA. Pour ce faire, il fait une revue de littérature sur les déterminants de la localisation de l’IDE afin de clarifier l’importance du droit du travail national dans les décisions d’investissement des entreprises multinationales. Celle-ci révèle que la localisation de l’IDE est un processus complexe et multidimensionnel impliquant un grand nombre de facteurs, dont certains sont associés à la demande, d’autres aux coûts, d’autres aux caractéristiques des pays-hôtes, et d’autres, enfin, au risque. Le droit du travail national, bien que revêtant une certaine importance, n’est qu’un facteur parmi d’autres. Elle révèle également que l’importance relative des déterminants de la localisation de l’IDE, incluant le droit du travail national, varie elle-même en fonction d’autres facteurs, comme le secteur d’activité de l’entreprise, sa stratégie, sa taille et la motivation de l’IDE. Ensuite, il fait une étude de droit comparé entre le Québec et le Massachusetts afin d’identifier les principales différences qui existent entre les deux régimes de droit du travail. Cette étude a permis d’identifier des différences importantes entre les deux systèmes étudiés. Ainsi, dans l’ensemble, le droit du travail applicable au Massachusetts se fonde davantage sur les principes de la liberté contractuelle et du laisser-faire que le droit du travail québécois, qui est beaucoup plus interventionniste. Enfin, l’auteur analyse les différences observées dans le cadre de l’étude de droit comparé à la lumière des conclusions de sa revue de littérature sur les déterminants de la localisation de l’IDE. Il en vient à la conclusion que bien qu’à de nombreux égards le droits du travail québécois s’avère plus avantageux que le droit du travail applicable au Massachusetts aux fins de la localisation de l’IDE, c’est plutôt ce dernier qui, de façon générale, s’avère le plus avantageux à ce chapitre. En effet, dans l’ensemble, le droit du travail québécois est susceptible d’imposer des coûts de main-d’œuvre supérieurs et de réduire la flexibilité du marché du travail davantage que le droit du travail applicable au Massachusetts. Or, considérant que le droit du travail national n’est qu’un facteur parmi d’autres dans la décision de localisation de l’IDE, le Québec n’est pas sans moyens. En effet, il possède d’autres avantages comparatifs qu’il peut faire valoir auprès des entreprises qui œuvrent dans des secteurs d’activités où ces avantages concurrentiels sont valorisés et susceptibles d’être exploités. De plus, considérant que le droit du travail national a un importance relative qui varie elle-même en fonction d’autres facteurs, le droit du travail québécois n’a pas nécessairement le même effet sur tous les investisseurs. Enfin, considérant que le droit du travail remplit des fonctions sociales autant que des fonctions économiques, c’est un faux débat que de mettre l’accent uniquement sur les conséquences « négatives » du droit du travail national sur l’IDE. En effet, c’est faire complètement abstraction de la question des coûts sociaux que le droit du travail permet de prévenir au sein d’une société.

In this article we study the effect of uncertainty on an entrepreneur who must choose the capacity of his business before knowing the demand for his product. The unit profit of operation is known with certainty but there is no flexibility in our one-period framework. We show how the introduction of global uncertainty reduces the investment of the risk neutral entrepreneur and, even more, that the risk averse one. We also show how marginal increases in risk reduce the optimal capacity of both the risk neutral and the risk averse entrepreneur, without any restriction on the concave utility function and with limited restrictions on the definition of a mean preserving spread. These general results are explained by the fact that the newsboy has a piecewise-linear, and concave, monetary payoff witha kink endogenously determined at the level of optimal capacity. Our results are compared with those in the two literatures on price uncertainty and demand uncertainty, and particularly, with the recent contributions of Eeckhoudt, Gollier and Schlesinger (1991, 1995).

This paper studies the impact of banks' liability for environmental damages caused by their borrowers. Laws or court decisions that declare banks liable for environmental damages have two objectives : (1) finding someone to pay for the damages and (2) exerting a pressure on a firm's stakeholders to incite them to invest in environmental risk prevention. We study the effect that such legal decisions can have on financing relationships and especially on the incentives to reduce environmental risk in an environment where banks cannot commit to refinance the firm in all circumstances. Following an environmental accident, liable banks more readily agree to refinance the firm. We then show that bank liability effectively makes refinancing more attractive to banks, therefore improving the firm's risk-sharing possibilities. Consequently, the firm's incentives to invest in environmental risk reduction are weakened compared to the (bank) no-liability case. We also show that, when banks are liable, the firm invests at the full-commitment optimal level of risk reduction investment. If there are some externalities such that some damages cannot be accounted for, the socially efficient level of investment is greater than the privately optimal one. in that case, making banks non-liable can be socially desirable.

A public decision model specifies a fixed set of alternatives A, a variable population, and a fixed set of admissible preferences over A, common to all agents. We study the implications, for any social choice function, of the principle of solidarity, in the class of all such models. The principle says that when the environment changes, all agents not responsible for the change should all be affected in the same direction: either all weakly win, or all weakly lose. We consider two formulations of this principle: population-monotonicity (Thomson, 1983); and replacement-domination (Moulin, 1987). Under weak additional requirements, but regardless of the domain of preferences considered, each of the two conditions implies (i) coalition-strategy-proofness; (ii) that the choice only depends on the set of preferences that are present in the society and not on the labels of agents, nor on the number of agents having a particular preference; (iii) that there exists a status quo point, i.e. an alternative always weakly Pareto-dominated by the alternative selected by the rule. We also prove that replacement-domination is generally at least as strong as population-monotonicity.
