This paper, which is to be published as a chapter in the Oxford Handbook of Political Economy, provides an introduction to social-choice theory with interpersonal comparisons of well-being. We argue that the most promising route of escape from the negative conclusion of Arrow’s theorem is to use a richer informational environment than ordinal measurability and the absence of interpersonal comparability of well-being. We discuss welfarist social evaluation (which requires that the levels of individual well-being in two alternatives are the only determinants of their social ranking) and present characterizations of some important social-evaluation orderings.
Flippable Pairs and Subset Comparisons in Comparative Probability Orderings and Related Simple Games

We show that every additively representable comparative probability order on n atoms is determined by at least n - 1 binary subset comparisons. We show that there are many orders of this kind, not just the lexicographic order. These results provide answers to two questions of Fishburn et al (2002). We also study the flip relation on the class of all comparative probability orders introduced by Maclagan. We generalise an important theorem of Fishburn, Peke?c and Reeds, by showing that in any minimal set of comparisons that determine a comparative probability order, all comparisons are flippable. By calculating the characteristics of the flip relation for n = 6 we discover that the regions in the corresponding hyperplane arrangement can have no more than 13 faces and that there are 20 regions with 13 faces. All the neighbours of the 20 comparative probability orders which correspond to those regions are representable. Finally we define a class of simple games with complete desirability relation for which its strong desirability relation is acyclic, and show that the flip relation carries all the information about these games. We show that for n = 6 these games are weighted majority games.

The Canadian Truth and Reconciliation Commission on Indian Residential Schools is a novel foray into a genre previously associated with so-called “transitional” democracies from the post-Communist world and the global South. This basic fact notwithstanding, a systematic comparison with the broader universe of truth commission-hosting countries reveals that the circumstances surrounding the Canadian TRC are not entirely novel. This article develops this argument by distilling from the transitional justice literature several bases of comparison designed to explain how a truth commission’s capacity to promote new cultures of justice and accountability in the wake of massive violations of human rights is affected by the socio-political context in which the commission occurs; the injustices it is asked to investigate; and the nature of its mandate. It concludes that these factors, compounded by considerations unique to the Canadian context, all militate against success. If Canadian citizens and policymakers fail to meet this profound ethIcal challenge, they will find themselves occupying the transition-wrecking role played more familiarly by the recalcitrant and unreformed military and security forces in the world’s more evidently authoritarian states.

Ce cahier est basé sur la réflexion autobiographique de deux chercheuses ayant effectué des recherches qualitatives et ethnographiques, de 2008 à 2014, en Asie centrale et du Sud-‐Est. Les expériences sur le terrain constituent des moyens de comparaisons dans le présent document. En mettant l’accent sur le positionnement sur le terrain, l’étude montre que, d’abord, il est essentiel de détenir une poste intermédiaire et de parler une langue locale afin de garantir un accès et de mener des activités de recherche sur le terrain. Deuxièmement, différentes régions prédéterminent des contextes culturels et politiques ponctuels qui, à leur tour, façonneraient la recherche en sciences sociales. Troisièmement, le fait d’être une femme présente à la fois des avantages et des inconvénients. Enfin, en termes de méthodologie, les stages et les entrevues se sont avérés des méthodes fiables pour la collecte des données empiriques sur les régions ci-‐dessus mentionnées, sans pour autant permettre de bâtir la confiance.
