The term cultural property seems to have come into vogue after the Second World War as part of efforts to prevent the recurrence of the massive war-time destruction of objects of cultural significance to various groups and, in some cases, to all of humanity. The 1954 Convention for the Protection of Cultural Property in the Event of Armed Conflict symbolises those efforts. Destruction is not the only doomsday scenario for cultural property. Removal of objects from their owners or region of origin is another concern. This, too, had occurred during the Second World War with the nazis’ looting treasures of all kinds from occupied territories, not to mention the massive confiscation of the property of their Jewish victims everywhere. But the concern was older, as Merryman for one shows in the story of the Elgin marbles, brought from Greece to England during the 19th century. This concern has found expression in a 1970 UNESCO treaty and in a 1995 Unidroit Convention seeking to halt international traffic in cultural property.

Influencée par la critique postmoderne et les études postcoloniales, cette recherche exploratoire invite à une réflexion sur le rôle et la place des ONG comme acteurs du développement des « pays du Sud », dans un monde de plus en plus globalisé. Les données empiriques, d’une part, récoltées suite à une enquête ethnographique au sein du siège social de l’une des ONG les plus influente de Montréal, Oxfam-Québec, et les données théoriques interdisciplinaires, d’autre part, ont permis une analyse en deux temps. Premièrement, il s’agit de comprendre le fonctionnement interne de ces puissantes ONG ainsi que leurs liens avec l’État et les marchés. La seconde partie sera consacrée à l’analyse de la mission de développement ainsi que la constitution du pouvoir et de la légitimité grandissante sur la scène politique mondiale de ces ONG transnationales.

Since the first edition of the World Social Forum in Porto Alegre, Brazil, 2001, similar initiatives have flourished at the local scales. In the existing literature, local social forums are generally considered to be a natural replication of the world social forums. Beyond the label “social forums,” what do the practices of local social forums specifically entail and what is the meaning of these practices for local activists?I propose a comparison of eight cases situated in two distinct societies (Quebec and France). I use a multi-approach methodology, combining direct observation, focus groups, interviews, and documentary analysis.I show that despite strong national differences, a highly decentralized process, and the strong autonomy of local actors, local social forums share structural characteristics, and the expression “social forum” is associated with ways of doing things that limit the variety of local social forum initiatives: organizers share a common intentionality; the mode of operation of local social forum process and event belong to the same political culture and translate into the same practices; and the outputs of these gatherings are similar in terms of the building of ties. Overall, local social forums are used as tactical and cultural collective action repertoires by actors, redefining the boundaries of social resistance and its practices.
