On February 1st, 1854 an act was passed in order to regulate the sale of goods, wares and merchandise. Section I pertained to the fact that any merchant would first obtain a license. Section II deemed that no merchant should sell any wine or spirituous liquors, beer or ale within the municipality of Crowland in any less quantity than 5 gallons or less than 12 bottles in any place other than a House of Public Entertainment without having obtained a license. Section III was in regard to licensing any person who would use a billiard table which was set up for hire or gain. Section IV stated that all sums of money paid by the keepers of Houses of Public Entertainment plus the imperial duty of 2 pound would be payable to the Treasurer of the Municipality of Crowland. Section V was written regarding the continuance of the act to regulate inns, taverns, temperance houses and other Houses of Public Entertainment. Section VI specified that all recesses (not authorized to sell liquor) would pay the sum of 2 pounds. Section VII declared that Peter Benedict was appointed Revenue Inspector of the township and section VIII stated that recess-keepers who took out liquor licenses would be required to pay 6 pounds 5 shillings and for violating this they would pay a penalty. Govan was an ancient settlement, former burgh and now a district in Glasgow, Scotland. It is situated 2.5 miles west of Glasgow City Centre, on the south bank of the River Clyde, opposite the mouth of the River Kelvin and the district of Patrick. Archaeological evidence shows that there was a church and burial ground here as early as 600-800 AD. Numerous carved tombstones dating from 900- 1100 have been found. Govan was a village comprised of thatched cottages until well into the 19th century. It became a shipbuilding town in the early 19th century.

The County of Lincoln dates back to 1798, when the first Lincoln County was formed. It was comprised of the townships of Clinton, Grimsby, Saltfleet, Barton, Ancaster, Glanford, Binbrook,Gainsborough, Caistor, Newark (Niagara),Grantham, Louth, Stamford, Thorold, Pelham, Bertie, Willoughby, Crowland, Humberstone and Wainfleet. The County boundaries were revised over the years, and the formation of Welland County in 1856 left only 7 townships in Lincoln County (Niagara, Grantham, Louth, Clinton, Gainsborough, Caistor and Grimsby). A County Council was also established at this time, which consisted of a Clerk, Warden, and a representative from each township. In 1862, the County Seat was moved from Niagara-on-the-Lake to St. Catharines. In 1970, Lincoln and Welland Counties were amalgamated to form the Regional Municipality of Niagara.

An obituary describing the life of Dr. Truman Raymond of Welland County. The article recounts the many accomplishments of Dr. Raymond and his involvement in the Temperance movement. His sons are mentioned, including the predeceased Erastus B. Raymond, Esq., and his eldest son Lorenzo D. Raymond , Esq, who is appointed to the office of Clerk of Peace for Welland County. Dr. Raymond resided with his son Lorenzo at the time of his death.

Joseph Pope was born in Charlottetown, Prince Edward Island in 1854. He was the private secretary to Sir John A. Macdonald from 1882-1891. He worked as the assistant clerk to the Privy Council and undersecretary of state for Canada from 1896-1909. He was appointed a Companion of the Order of St. Michael and St. George in 1901. He was later knighted as a Knight Commander of the same order. Joseph Pope was the first permanent head of the Department of External Affairs (now Foreign Affairs and Internal Trade) 1909-1925. He was an advisor to Prime Ministers from Macdonald to King. He died in Ottawa, in 1926. As well as Confederation, Pope also penned: Memoirs of Sir John A. Macdonald : A Chronicle of the First Prime Minister of the Dominion; The Day of Sir John Macdonald; Jacques Cartier, his life and voyages; Traditions and Sir John A. MacDonald vindicated : a review of the Right Honourable Sir Richard Cartwright's reminiscences as well as other books Pope’s son, Maurice Arthur Pope wrote a book about Joseph entitled Public Servant: the Memoirs of Sir Joseph Pope”.

I beg to state that I arrested Albert Hucker charged with having stolen a bay mare the property of Eward Hodges in the Township of Walpole Co. of Haldimand and that the said Albert Hucker has been convicted of the offence by A.G. Hill, Esq. police magistrate of the Town of Clifton County of Welland, and sentenced to three years servitude in the provincial penitentiary. Dexter Deverardo settled in the Niagara District around 1834. In 1842, he was elected to the District Council. He served in this position until around 1848, when he became Superintendent of Education for the Niagara District. He subsequently served as county Registrar (appointed in1852), Registrar of the Surrogate Court for Welland (1856), and served as county clerk until 1873.
