Malaria has occurred in the Cabo Verde archipelago with epidemic characteristics since its colonization. Nowadays, it occurs in Santiago Island alone and though prophylaxis is not recommended by the World Health Organization, studies have highlight the prospect of malaria becoming a serious public health problem as a result of the presence of antimalarial drug resistance associated with mutations in the parasite populations and underscore the need for tighter surveillance. Despite the presumptive weak immune status of the population, severe symptoms of malaria are not observed and many people present a subclinical course of the disease. No data on the prevalence of sicklecell trait and red cell glucose-6-phosphate dehydrogenase deficiency (two classical genetic factors associated with resistance to severe malaria) were available for the Cabo Verde archipelago and, therefore, we studied the low morbidity from malaria in relation to the particular genetic characteristics of the human host population. We also included the analysis of the pyruvate kinase deficiency associated gene, reported as putatively associated with resistance to the disease. Allelic frequencies of the polymorphisms examined are closer to European than to African populations and no malaria selection signatures were found. No association was found between the analyzed human factors and infection but one result is of high interest: a linkage disequilibrium test revealed an association of distant loci in the PKLR gene and adjacent regions, only in non-infected individuals. This could mean a more conserved gene region selected in association to protection against the infection and/or the disease.

There has been an upsurge in academic studies on youth in Sub-Saharan Africa since the last decade of the 20th century, underlining the growing importance that generational cleavages seem to play in today’s societies. However, gender has been neglected in research and policies bearing on youth, unveiling a rather negative and limited approach to Sub-Saharan African youth: limit situations are those most focused on (as the role of youth in conflicts), young males being perceived as the most active in those contexts and who therefore shall be the focus of political (and academic) attention. Acknowledging the need to integrate gender in the approaches to youth, this paper tries to grasp, through a preliminary literature review, how the predicaments of the so-called “youth crisis” are lived and perceived by young girls, and identify the main themes and theoretical perspectives of the literature that has tried to explore this thematic.

This paper aims to reflect the problem of gangs and their relationship with urban space in the urban wars scenery that emerged in the 1980s and 1990s in densely populated cities, as well as discuss the adequacy of explanations on the phenomenon of violence and delinquency, in some contexts, from the concept of subculture. Starts with the conceptualization and characterization of gangs, presenting them as one of the central figures in the new type of violent conflict that erupts in the urban centers around the world and relate their institutionalization in neighbourhood with the idea of ‘Retreat of the State’ in poorest urban zones, as well as presenting the position of some families in relation to their activities.

Desenvolvemos modelos para matrizes estocásticas simétricas com matriz média com característica um. Estas matrizes desempenham um papel relevante em muitas situações interessantes, por exemplo em problemas de componentes principais com primeira componente dominante. Mostramos como ajustar e validar tais modelos e como medir o respectivo grau de Ajustamento através de um estudo de simulações para evidenciar o bom comportamento dos estimadores obtidos. Esse bom comportamento verifica-se quando o primeiro valor próprio da matriz média e suficientemente preponderante. Utilizando a linearidade assimptótica foi possível testar se esta condição se verifica. Al em de modelos para matrizes quase escalares estudamos famílias estruturadas de modelos, cujas matrizes correspondem aos tratamentos de um delineamento base. Consideramos ainda famílias de modelos divididas em subfamílias que correspondem a esses tratamentos. Estamos sobretudo interessados em modelos base com estrutura ortogonal. Apresentamos essa estrutura e mostramos como aplicar esses modelos no estudo de famílias estruturadas. Damos uma aplicação dos nossos resultados a metodologia Statis, concretamente aos resultados de eleições autárquicas em Portugal Continental. Nesta aplicação utilizamos o facto destes modelos serem aplicáveis a primeira e segunda etapas desta metodologia. Assim, consideramos um par de famílias decompostas, em subfamílias que correspondem aos tratamentos do mesmo delineamento base. A primeira família corresponde a primeira etapa da metodologia Statis, e a segunda família corresponde a segunda etapa da mesma metodologia. Estudamos a heterogeneidade das subfamílias de ambas as famílias de modelos. Concluímos que a ordenação das subfamílias a partir da respectiva heterogeneidade se mantém da primeira para a segunda etapa.

Le présent travail avait comme objectif principal l’intégration des stratégies d’adaptation au Changement Climatique dans le Plans Municipaux. Les principales activités économiques de S. Domingos sont l’agriculture, l’élevage et la pêche toutes fortement menacées par le changement climatique. Pour conduire cette étude, nous avons d’abord mené une enquête auprès des principaux auteurs de développement local, à savoir les agriculteurs, les éleveurs et les pêcheurs et, aux des services techniques dans la municipalité, puis dépouiller les informations recueillies. Le dépouillement a été assuré grâce aux logiciels SPSS et CRiSTAL. De l’analyse de la vulnérabilité des populations locales, nous avons conclut que la municipalité est très vulnérable aux effets néfastes du changement climatique. Il ressort une nécessité urgente d’y promouvoir l’adaptation au changement climatique. Un ensemble de mesures d’adaptation considérées prioritaires a été proposé, afin qu’elles soient intégrées dans le PDM, en vue d’une amélioration de la productivité des systèmes agro-sylvopastoraux et halieutiques, dans la municipalité de São Domingos. Le PMACC proposé, en tant qu’outil de planification et de gestion intégrée, naturellement, privilégie une approche intersectorielle et intégrée; il pourra donc apporter un «plus» dans les actions d’adaptation au changement climatique dans la région

The aims of this thesis were to better characterize HIV-1 diversity in Portugal, Angola, Mozambique and Cape Verde and to investigate the origin and epidemiological history of HIV-1 in these countries. The impact of these issues in diagnosis, disease progression and susceptibility to ARV therapy was also investigated. Finally, the nature, dynamics and prevalence of transmitted drug resistance (TDR) was determined in untreated HIV-1 infected patients. In Angola, practically all HIV-1 genetic forms were found, including almost all subtypes, untypable (U) strains, CRFs and URFs. Recombinants (first and second generation) were present in 47.1% of the patients. HIV/AIDS epidemic in Angola probably started in 1961, the major cause being the independence war, subsequently spreading to Portugal. In Maputo, 81% of the patients were infected with subtype C viruses. Subtype G, U and recombinants such as CRF37_cpx, were also present. The results suggest that HIV-1 epidemic in Mozambique is evolving rapidly in genetic complexity. In Cape Verde, where HIV-1 and HIV-2 co-circulate, subtype G is the prevailed subtype. Subtypes B, C, F1, U, CRF02_AG and other recombinant strains were also found. HIV-2 isolates belonged to group A, some being closely related to the original ROD isolate. In all three countries numerous new polymorphisms were identified in the RT and PR of HIV-1 viruses. Mutations conferring resistance to the NRTIs or NNRTIs were found in isolates from 2 (2%) patients from Angola, 4 (6%) from Mozambique and 3 (12%) from Cape Verde. None of the isolates containing TDR mutations would be fully sensitive to the standard first-line therapeutic regimens used in these countries. Close surveillance in treated and untreated populations will be crucial to prevent further transmission of drug resistant strains and maximize the efficacy of ARV therapy. In Portugal, investigation of a seronegative case infection with rapid progression to AIDS and death revealed that the patient was infected with a CRF14_BG-like R5-tropic strain selectively transmitted by his seropositive sexual partner. The results suggest a massive infection with a highly aggressive CRF14_BG like strain and/or the presence of an unidentified immunological problem that prevented the formation of HIV-1-specific antibodies. Near full-length genomic sequences obtained from three unrelated patients enabled the first molecular and phylogenomic characterization of CRF14_BG from Portugal; all sequences were strongly related with CRF14_BG Spanish isolates. The mean date of origin of CRF14_BG was estimated to be 1992. We propose that CRF14_BG emerged in Portugal in the early 1990s, spread to Spain in late 1990s as a consequence of IDUs migration and then to the rest of Europe. Most CRF14_BG strains were predicted to use CXCR4 and were associated with rapid CD4 depletion and disease progression. Finally, we provide evidence suggesting that the X4 tropism of CRF14_BG may have resulted from convergent evolution of the V3 loop possibly driven by an effective escape from neutralizing antibody response.

Le Gouvernement Capverdien avec l´assistance de la FAO à élaborer une stratégie de développement du secteur agricole au sens large, à long terme (horizon 2015) ainsi qu‟un Plan d‟action correspondant pour le moyen terme. Dans le cadre de l´initiative de la CEDEAO, Cap Vert c´est lance dans l‟élaboration de la présente sub-composante que s‟inscrit dans le cadre de l‟appui à la Formulation et mise en oeuvre d‟un Programme National d‟ Investissement Agricole (PNIA) pour la mise en oeuvre du PDDAA/NEPAD. Le document de stratégie de réduction de la pauvreté (DECRP) du pays indique la sécurité alimentaire et la garantie de la cohésion sociale en milieu rural comme les axes stratégiques centraux et dans le cadre des stratégies nationales de lutte contre la pauvreté et de sécurité alimentaire, le gouvernement du Cap-Vert a adoptée et mis en oeuvre un certain nombre de programmes pour lever les contraintes multiples auxquelles le pays est confronté, et relancer le secteur agricole. La vision stratégique de développement à court et moyen termes du Gouvernement est présentée dans le document intitulé „Grandes Options du Plan‟, basés sur les orientations suivantes: a. Promouvoir la bonne gouvernance comme facteur de développement, en réformant l‟Etat, en intensifiant la démocratie et en renforçant la citoyenneté, b. Promouvoir la capacité entrepreneur, la compétitivité et la croissance ; élargir la base productive, c. Développer le capital humain et orienter le système d‟enseignement/ formation vers les domaines prioritaires de développement, d. Promouvoir une politique globale de développement social, luttant contre la pauvreté et renforçant la cohésion et la solidarité, e. Développer des infrastructures de base et économiques et promouvoir l‟aménagement du territoire pour un développement équilibré. Étant un secteur important de l‟activité économique et sociale du Cap-Vert, l‟agriculture doit jouer les rôles fondamentaux ci-après: améliorer les conditions d‟existence durable des ruraux par la promotion d‟une approche intégrée du développement des communautés rurales, en misant sur le développement agrosylvo-pastoral comme axe fondamental, renforcer la sécurité alimentaire des populations rurales et urbaines, l‟approvisionnement du marché interne et le développement du secteur touristique en plein essor. Le gouvernement préconise la modernisation de l‟agriculture, la déconcentration des services et institutions d‟appui a la production, la promotion de la compétitivité dans l‟agriculture et la pêche, notamment par l‟élargissement et la diversification de la base productive. La modernisation du secteur agricole et le développement rural par l‟introduction de nouvelles technologies pour l‟intensification et la diversification, doivent assurer le renforcement du tissu économique rural. A cet effet, la croissance durable de la production agricole dépend prioritairement de mesures de rationalisation et d‟optimalisation de l‟utilisation de l‟eau d‟irrigation. Les orientations devront privilégier le montage de mécanismes d‟investissements dirigés vers une nouvelle agriculture spécialisée, complétée par la formation agro-alimentaire, et le développement d‟autres secteurs stratégiques et, particulièrement le tourisme. Les orientations stratégiques pour le secteur agricole, sont identifiées comme suit : la réorganisation de la production pluviale (végétale et animale) en vue de renforcer la capacité productive et la protection de ces zones, la diversification des activités de production et la prestation des services en milieu rural, élargissant ainsi la base productive, en accord avec les grandes orientations du Plan Stratégique, le développement et la valorisation de l‟écotourisme.

Allele frequencies for 17 STR loci were analyzed in a sample of unrelated males from the Cabo Verde Archipelago. The samples were gathered in such a way that the origin of the subjects was perfectly identified, and they could be included in one of the leeward or windward groups of islands. This study reveals that there are significant differences between both groups of islands, and between Cabo Verdeans and other populations from sub-Sahara Africa including the Guineans, the most probable source population for Cabo Verdeans. This study confirms mtDNA data and, together with HLA and Y chromosome data already published, shows that the Cabo Verde population is substructured and atypical, diverging substantially from mainland sub-Saharan populations. Overall these differences are most probably due to admixture between sub-Saharan slaves brought into the islands and other settlers of European origin. In the absence of a clear indication of a different ethnic composition of the first sub-Saharan settlers of Cabo Verde, the differentiation exhibited in both groups of islands can be most probably be attributed to genetic drift.

Um dos grandes problemas em aberto na matemática até os dias de hoje é a questão do empacotamento esférico. Para tentar resolver este problema, tem-se estudado alguns fatores importantes inerentes a isso. Nesse trabalho apresentamos uma breve introdução à teoria de reticulados e teoria de códigos, onde trataremos conceitos como densidade de empacotamento e de cobertura. O objetivo deste trabalho é o estudo da densidade de empacotamento e de cobertura em reticulados relativos à norma p. Neste estudo enfatizaremos o artigo Quasi-perfect codes in the lp metric de Strapasson et al. [13] onde é estabelecida a noção de perfeição e imperfeição de reticulados relativos à norma p, e é apresentado um algoritmo que busca por reticulados perfeitos e quase-perfeitos.
