From my experience with public administration in my country, Cape Verde, and through readings in the area of development administration, I have found that a distinctive role and specific societal goals are usually ascribed to public administration in developing country. In studying American public administration approaches and operation, I was stuck by the fact that the definition of roles and societal goals for public administration seems not to be a forefront concern in the field. How to do things and achieve efficiency, in a managerial and rational perspective, seemed to draw much more attention than the purpose of doing things. Somehow, the contrast with the concept of development administration seemed too sharp, and I became curious about the reasons for such disparate approaches. Historical, cultural, and environmental differences would probably not be the only explanation for that since the concept of development administration was shaped, in the late 50’s and 60’s, by American authors and institutional aid agencies, and then “offered” to developing countries. At the same time, looking to poor results of the successive prescriptions of the development administration movement, I was no sure that such a concept and the framework it establishes was worthwhile. What practical answers and arrangement did they bring to the needs and challenges of public administrations in developing countries? …

With the failure of the traditional mechanisms of distributing bibliographic materials into developing countries, digital libraries show up as a strong alternative in accomplishing such job, despite the challenges of the digital divide. This paper discusses the challenges of building a digital library (DL) in a developing country. The case of Cape Verde as a digital divide country is analyzed, in terms of current digital library usage and its potentiality for fighting the difficulties in accessing bibliographic resources in the country. The paper also introduces an undergoing project of building a digital library at the University Jean Piaget of Cape Verde.

Os Portos de Cabo Verde sempre tiveram um papel importante no desenvolvimento económico e social, isto porque facilitam a deslocação de pessoas e mercadorias entre as ilhas, de igual forma que contribuem para a minimização dos efeitos da descontinuidade territorial, facilitando a transferência de produtos e pessoas a um menor custo. É nesse contexto que o tema desenvolvido se justifica pelo impacto que a actividade portuária tem na economia de Cabo Verde. O Capítulo I faz uma abordagem sobre a Administração Portuária em Cabo Verde, onde se relata uma breve resenha histórica dos portos nacionais, o estilo da Autoridade Portuária e o papel do Estado no Sector Portuário, bem como os serviços prestados pelos Portos de Cabo Verde. O Capítulo II refere-se sobre o papel do Sector Portuário no desenvolvimento socioeconómico de Cabo Verde, no qual fez-se a caracterização desse Sector, o destaque da contribuição dos Portos no desenvolvimento do país e a ilustração do grau de importância do comércio externo na economia nacional. Ainda nesse Capítulo, fez-se referência à Segurança Portuária como sendo um elemento fundamental para o desenvolvimento económico dos Portos de Cabo Verde e destacou-se as Estratégias de Marketing que a Enapor vem adoptando como instrumento de Gestão para vender a imagem da Empresa. O 3º e último Capítulo enfatiza a relevância do Porto Grande, um dos portos principais que apresenta a melhor infra-estrutura portuária de Cabo Verde. Destacou-se o efeito económico provocado pela actividade portuária na economia regional, o estágio de desenvolvimento da cidade do Mindelo, como consequência da evolução do Porto Grande, e ainda salientou-se a localização geográfica do Porto Grande em relação aos portos dos países limítrofes. Por último, fez-se uma análise SWOT, tendo-se destacado os principais pontos fortes do Porto e realçando algumas perspectivas futuras, tendo em conta os desafios que a Administração do Porto, como entidade gestora, persegue.The Cape Verdean Ports have always had an important role in economic and social development as they facilitate the transfer of people and merchandise among the islands. The same way they reduce the effect of territorial discontinuity, facilitating the transfer of cargo and people at low costs. Thus the addressed theme is justified by the impel Port activities provide to the economy in Cape Verde. This work is divided into three chapters: Chapter one introduces the Ports Administration in Cape Verde and a short history overview is set up on the topic. The management method and or the role of the National Govern concerning the port sector as well the services offered by these Ports are also stated. Chapter two refers to the role of the Port Sector in the socio-economic developing process in Cape Verde and some characteristics concerning this Sector. Emphasis is put on the contribution the Ports provide to the development of the country and the great importance of the extern trade in national economy. In addition, this chapter deals with port security as an essential factor to economic development of the Cape Verdean Ports. Marketing strategies adopted by ENAPOR as managing instruments in order to put on the market a good image of the enterprise is also addressed. Chapter three brings in the relevance of Porto Grande, one of the main Ports in Cape Verde which in fact has the best infrastructures. The effect on regional economy by the activities of the Port and the development moment in Mindelo city is considered as consequence of Porto Grande progress. The geographic location of the harbour and other harbours in near countries is also studied. Finally, a SWOT analysis is introduced, the main strong points as well some future prospective considering challenges of the harbour are pointed out.

The process of changes that have been taking place in contemporary world reaches undoubtedly to the public sector. The quest for a new public management, that seeks to provide quality and effective services to the citizens, has been the target of contemporary State. Within this framework, the study of people inside publics organizations becomes strategic. Knowledge is generated, processed, and communicated at great speed, taking society to adopt new approaches. In order to meet the challenges of the new millennium, organizations must thing more of people and, above all, they must be more concerned with creating incentives that can motivate their collaborators to achieve not only the objectives of the organization but also personal objectives of each individual, since there is no point in gaining profit and having productivity if the organization do not develop policies and practices that focus on the human being. Motivation implies accomplishment feelings and professional recognition, expressed by means of executing tasks and activities that are sufficiently challenging and meaningful to the job. The truth is that the adoption of a public management focused on quality requires changes in organization culture, requiring mainly motivation, which leads to efforts, dedication, persistence, and commitment. This work is intended to research motivation as a tool to achieve productivity and excellence in the performance of activities in Cape Verdean Public Administration. To achieve the aim of this work, a bibliographical research on Human Resources Administration as well as different theories related to work motivation in organizations was conducted. The inquisitive method was used based upon a written questionnaire aimed at obtaining data referring to motivation of Public Administration workers.

O processo de mudanças que vem acontecendo no mundo contemporâneo alcança, inevitavelmente, o sector público. A busca de uma nova gestão pública, que procure prestar serviços ao cidadão com qualidade e eficiência tem sido o alvo a ser alcançado pelo Estado contemporâneo. Dentro desse prisma o estudo das pessoas dentro das organizações públicas apresenta-se como estratégico. O conhecimento é gerado, processado e comunicado a grande velocidade, o que leva a sociedade a assumir novas posturas. Para enfrentar os desafios do novo milénio, as organizações terão que pensar mais nas pessoas e sobretudo, preocupar-se mais em criar estímulos que motivem os colaboradores para alcançarem tanto os objectivos da organização quanto os objectivos pessoais de cada um porque não adianta obter lucro e produtividade se a organização não desenvolver políticas e práticas que privilegiam o ser humano. Motivação envolve sentimentos de realização e de reconhecimento profissional, manifestado por meio de exercícios das tarefas e actividades que oferecem suficiente desafio e significado para o trabalho. A verdade é que a adopção de uma gestão pública focada na qualidade requer mudanças na cultura organizacional, exigindo principalmente motivação, que conduz ao esforço, dedicação, persistência e comprometimento. Com o presente trabalho pretende-se investigar a motivação como uma ferramenta para alcançar a produtividade e a excelência no desempenho das actividades na Administração Pública Cabo-verdiana. Para alcançar o objectivo deste trabalho, fez-se uma pesquisa bibliográfica sobre a Administração dos Recursos Humanos e sobre as diversas teorias relacionadas com a motivação para o trabalho nas organizações. Utilizou-se o método inquisitivo baseado num interrogatório escrito para se obter dados referentes a motivação dos funcionários da Administração Pública.
