Cape Verde, off the coast of Senegal in western Africa, is a volcanic archipelago where soil and water conservation techniques play an important role in the overall subsistence of half a million inhabitants. In fact, the step slopes in the more agricultural islands due to it's volcanic origin, together with semi-arid and arid environments (the country is located in the Sahelian region), characterized by a very irregular wet season, with high intensity rainfall events, make life tough. The hard conditions lead during the first half of the XX century to frequent cycles of drought with severe implications on the local populations, with impressive numbers of deaths by famine, and a decrease of the number of local inhabitants by more than halve in some islands. Maintain the soil in place and the water inside the soil was there after a mater of survival, and the CapeVerdians implemented over the last half century a number of soil and water conservation techniques that cover all the landscape. In this work, we monitored a number of slope soil and water conservation techniques, such as terraces, half moons, live barriers, etc, together with two cultural strategies, used to plant corn and beans on one side and peanuts on the other, with a semi-quantitative methodology, to evaluate their effectiveness. A discussion is given on the costs and effectiveness of the techniques to reduce overland flow production and therefore erosion, and to promote rainfall infiltration.

Le présent travail avait comme objectif principal l’intégration des stratégies d’adaptation au Changement Climatique dans le Plans Municipaux. Les principales activités économiques de S. Domingos sont l’agriculture, l’élevage et la pêche toutes fortement menacées par le changement climatique. Pour conduire cette étude, nous avons d’abord mené une enquête auprès des principaux auteurs de développement local, à savoir les agriculteurs, les éleveurs et les pêcheurs et, aux des services techniques dans la municipalité, puis dépouiller les informations recueillies. Le dépouillement a été assuré grâce aux logiciels SPSS et CRiSTAL. De l’analyse de la vulnérabilité des populations locales, nous avons conclut que la municipalité est très vulnérable aux effets néfastes du changement climatique. Il ressort une nécessité urgente d’y promouvoir l’adaptation au changement climatique. Un ensemble de mesures d’adaptation considérées prioritaires a été proposé, afin qu’elles soient intégrées dans le PDM, en vue d’une amélioration de la productivité des systèmes agro-sylvopastoraux et halieutiques, dans la municipalité de São Domingos. Le PMACC proposé, en tant qu’outil de planification et de gestion intégrée, naturellement, privilégie une approche intersectorielle et intégrée; il pourra donc apporter un «plus» dans les actions d’adaptation au changement climatique dans la région

The primary purpose of this brief is to provide various statistical and institutional details on the development and current status of the public agricultural research system in Cape Verde. This information has been collected and presented in a systematic way in order to inform and thereby improve research policy formulation with regard to the Cape Verdean NARS. Most importantly, these data are assembled and reported in a way that makes them directly comparable with the data presented in the other country briefs in this series. And because institutions take time to develop and there are often considerable lags in the agricultural research process, it is necessary for many analytical and policy purposes to have access to longer-run series of data. NARSs vary markedly in their institutional structure and these institutional aspects can have a substantial and direct effect on their research performance. To provide a basis for analysis and cross-country, over-time comparisons, the various research agencies in a country have been grouped into five general categories; government, semi-public, private, academic, and supranational. A description of these categories is provided in table 1.
