The management of Higher Education Institutions is being rethought, with the mission and culture of the institutions changing due to globalization, resulting in new models of management and governance. The quality of Higher Education and its obligations to society are of current importance. The structural changes that the society has gone through requires a response in higher education that matches the changing needs of the society. Higher Education Institutions require new perspectives and a new strategic vision to cope with the uncertainty arising at a global scale, and this plays a role in their quality and whether they are leading institutions. Thus the following question arises: Which forms of management and governance contribute to the improvement of quality in higher education? The methodology for this study was designed with five stages: preparation of a plan of work within the thesis, the gradual progression to understanding the up-to-date understanding of Higher Education Research, generating research hypotheses and creating further understanding, writing the thesis with critical analysis and reflection. In addition to other relevant issues in higher education, different models were studied: Models of excellence, Models for implementation of Quality Management Systems, Environmental Management, Occupational Health and Safety Management, Risk Management, among others. Several indicators of Social Responsibility were created in this context and a pilot study was conducted in the area of Social Responsibility in Higher Education Institutions. Finally the conclusions resulting from the pilot study are presented and questions arising from the theoretical research are discussed. For example, the pilot study showed that there are indicators of a lack of understanding within the institutions to issues related to ethical and environmental education. Moreover, a large proportion of respondents said individuals have no opinion when confronted with questions on Responsible Social Involvement and Social Research and Social Management of Useful Knowledge. It is concluded that people have a vague awareness of these issues, so these concepts are new to them.

A exploração exacerbada dos recursos naturais para a satisfação das necessidades humanas e para a manutenção de certos padrões de consumo e estilos de vida provocou a exaustão dos recursos da natureza, a degradação sócio ambiental e a perda de valores na relação homem natureza. O problema não é o consumo porque somos consumidores. O presente estudo teve como objetivo principal aferir e compreender o nível de conhecimento, os comportamentos pró e pós-consumo, a natureza e a extensão das oportunidades e ameaças, bem como pontos fortes e fracos que os alunos e professores da escola secundária selecionada apresentam em relação ao consumo e sustentabilidade e a promoção de ações conducentes à sustentabilidade ambiental. Para a sua realização utilizou-se um guião de entrevistas elaborado para servir de instrumento de gestão da entrevista semi estruturada dirigida a uma amostra de 18 participantes. Os resultados indicam que a maioria dos participantes apresenta um nível de conhecimento satisfatório sobre o consumo e a sustentabilidade, embora se tenha verificado algumas discrepâncias entre os discursos ambientalmente sustentáveis e as práticas de consumo diário. As dificuldades financeiras, os preços elevados e a iliteracia ambiental são as justificativas apresentadas. Constatou-se no grupo uma consciência e sensibilidade para a proteção ambiental, aliadas a uma forte recetividade às informações veiculadas ao longo do estudo, valores que devem ser valorizados e estimulados pela educação ambiental, que deve ser transversal a toda a sociedade, pois para a sustentabilidade do planeta é necessário que todos passem por uma alfabetização ecológica.

Cabo Verde é um país ecologicamente frágil e de fracos recursos naturais. A satisfação das necessidades básicas do Homem exige que sejam bem definidas as orientações estratégicas de aproveitamento e uma aplicação optimizada dos recursos naturais a favor do desenvolvimento de actividades económicas. Desde a independência, os sucessivos Governos Cabo-verdianos têm-se mostrado preocupados com a questão da preservação dos ecossistemas e com o enquadramento dos organismos vocacionados para a gestão ambiental. Na estratégia expressa nas Grandes Opções para o Desenvolvimento (2002), o ambiente é um dos temas mais importantes. Projecta-se uma sociedade dotada de um sentimento profundo para o ambiente e de uma consciência ecológica desenvolvida sendo as medidas de preservação encaradas de forma sistémica e transversal, pretendendo-se que sejam equitativas. O segundo Plano de Acção Nacional para o Ambiente (PANA II) constitui a concretização destas políticas e define as orientações estratégicas de aproveitamento dos recursos naturais bem como os seus efeitos sobre a gestão sustentável das actividades económicas. É um documento orientador de um processo contínuo caracterizado por uma dinâmica própria e que nos próximos 10 anos (2004-2014), servirá de base de trabalho, permitindo um desenvolvimento Cabo-verdiano sustentável e harmonioso, garantindo um ambiente sadio. A elaboração do PANA II foi um processo complexo com o objectivo de assegurar o envolvimento dos parceiros e estabelecer as respectivas interligações entre os vários níveis. Incluída neste processo esteve a elaboração dos nove Planos Ambientais Intersectoriais (PAIS). Esses PAIS incluem as preocupações e planos de todos os ministérios e agências envolvidas em subsectores específicos. Assim resultarão em programas e actividades coerentes, transversais e com uma visão clara sobre o desenvolvimento sustentável. Este documento apresenta os resultados dos trabalhos e planificação dos parceiros no sector Ambiente e Educação, Formação, Informação e Sensibilização.
