I am pleased to send you this special edition newsletter, which includes a fi nancial summary on pages 2 and 3. Providing you fi nancial and performance information refl ects my commitment to accountability. IPERS’ performance continues to be strong, as does the commitment of the Governor, Legislature, employers, members, the Investment Board, the Benefi ts Advisory Committee (BAC), and staff to maintaining a good retirement plan. Unfortunately, IPERS’ good performance and everyone’s commitment does not eliminate the need for a contribution rate increase. There are many reasons for this. We must make up for losses from the recent bear markets. Also, our retirees are living longer; therefore, they are drawing pensions longer.

As part of the overall research program of evaluating asphalt emulsion slurry seal as a pavement maintenance material, 31 duplicate 500-ft test sections were constructed on U.S. 6 between Adel and Waukee in Dallas County during September and October of 1978. These test sections included combinations of eight aggregates, two gradings, three asphalt emulsions, two mineral fillers, and a range of emulsion contents determined by laboratory mix designs. The emulsion contents of the test sections varied from 10.3% for Section 7A (Ferguson coarse) to 32.9% for Section 31A (lightweight aggregate). The post-construction performance evaluation of the test sections, consisting primarily of the friction tests and surface appearance observations, was conducted at different time intervals up to 24 months after construction. At the 24-month final evaluation, most of the test sections had carried a total of 1.4 million vehicles.

Iowa State Board of Education issued a five-year strategic plan to meet accountability goals of Iowa Community Colleges through well defined and articulated performance indicators. More specifically, the fifth strategic goal stated that “the community colleges of Iowa [would] recruit, enroll, retain to completion or graduation persons of underrepresented groups in all programs. Data were obtained to examine the transfer behaviors of the 2002 cohort of Iowa community college award recipients and non-award recipients. Three data files containing demographic information, educational records, enrollment data and fiscal year 2002 degree award files were merged to analyze transfer behavior in the state of Iowa.
