In the decade of the 1990s, China’s feed sector became increasingly privatized, more feed mills opened, and the scale of operation expanded. Capacity utilization remained low and multi-ministerial supervision was still prevalent, but the feed mill sector showed a positive performance overall, posting a growth rate of 11 percent per year. Profit margin over sales was within allowable rates set by the government of China at 3 to 5 percent. Financial efficiency improved, with a 20 percent quicker turnover of working capital. Average technical efficiency was 0.805, as more efficient feed mills increasingly gained production shares. This study finds evidence that the increasing privatization explains the improved performance of the commercial feed mill sector. The drivers that shaped the feed mill sector in the 1990s have changed with China’s accession to the World Trade Organization. With the new policy regime in place, the study foresees that, assuming an adequate supply of soy meal and an excess capacity in the feed mill sector, it is likely that China will allow corn imports up to the tariff rate quota (TRQ) of 7.2 mmt since the in-quota rate is very low at 1 percent. However, when the TRQ is exceeded, the import duty jumps to a prohibitive out-quota rate of 65 percent. With an import duty for meat of only 10 to 12 percent, China would have a strong incentive to import meat products directly rather than bringing in expensive corn to produce meat domestically. This would be further reinforced if structural transformation in the swine sector would narrow the cost differential between domestic and imported pork.

This paper describes the application of the Soil and Water Assessment Tool (SWAT) model to the Maquoketa River watershed, located in northeast Iowa. The inputs to the model were obtained from the Environmental Protection Agency’s geographic information/database system called Better Assessment Science Integrating Point and Nonpoint Sources (BASINS). Climatic data from six weather stations located in and around the watershed, and measured streamflow data from a U.S. Geological Survey gage station at the watershed outlet were used in the sensitivity analysis of SWAT model parameters as well as its calibration and validation for watershed hydrology and streamflow. A sensitivity analysis was performed using an influence coefficient method to evaluate surface runoff and base flow variations in response to changes in model input hydrologic parameters. The curve number, evaporation compensation factor, and soil available water capacity were found to be the most sensitive parameters among eight selected parameters when applying SWAT to the Maquoketa River watershed. Model calibration, facilitated by the sensitivity analysis, was performed for the period 1988 through 1993, and validation was performed for 1982 through 1987. The model performance was evaluated by well-established statistical methods and was found to explain at least 86% and 69% of the variability in the measured stream flow data for the calibration and validation periods, respectively. This initial hydrologic modeling analysis will facilitate future applications of SWAT to the Maquoketa River watershed for various watershed analysis, including water quality.

The objective of this research project was to evaluate field application results and determine whether the Earth-Gard mat made from recycled material would successfully control erosion and allow vegetation to establish in ditch bottoms and steep slopes. The research would also help determine how steep a grade in the ditch bottoms can be protected from rill and gully erosion and how steep and long a backslope or foreslope can be protected from sheet and rill erosion by the recycled material and allow establishment of vegetation. The Earth-Gard gave satisfactory performance on areas with limited drainage and gradual slopes. Earth-Gard had a longevity of only six months. It was eroded away when used on areas with greater flow or steeper slopes.

A new machine, the ROTO-MILL Profiler, became available in early 1976. This machine, manufactured by CMI Corporation of Oklahoma City, Oklahoma provides pavement surface Scarification at a much higher production rate than was previously possible. Iowa had the opportunity to observe and evaluate this machine on two separate sections of primary portland cement concrete pavement in October, 1976. The marked improvement in the profile index and the skid resistance indicates this machine may be considered a viable method for improving rideability and skid resistance of a roadway that is otherwise reasonably sound.

Manteno Lake is located 8 miles northwest of Earling, IA in Shelby County. The lake has been impaired with an overload of silt and nutrients. In October of 2007, land directly north of the lake will be coming out of CRP and back into agricultural production. The Shelby Soil and Water Conservation District, Shelby County Board of Supervisors and Shelby County Conservation Board feel strongly that treatment of this area is necessary prior to the CRP contract expiring. The placement and construction of three structures will reduce the amount of silt and nutrients affecting Manteno Lake. This project calls for the construction of three structures on crucial tributaries to the lake.
